METERING STANDARD ORIENTATION

1. NEW/ADDITIONAL METER APPLICATION PROCEDURE


A. Requirements

Electrical Plan (signed and sealed by PEE)


Permit for Permanent/Temporary Service Connection
Application form (filled-out with colored, latest, 2x2 picture)
Affidavit to attest ownership if applicant is the owner of the premises or
Undertaking if the applicant is not the owner of the premises (Format form
can be requested at OEDC customer service)

Additional requirements (commercial, industrial, government and other

C. Procedure

Submit all the requirements for checking and encoding. Applicant must
bring their electrician to discuss the serviceability, location of the meter
and the type of metering to adopt.
The application will be subjected to technical evaluation, CCD clearance to
determine if applicant or kin has outstanding billing arrears and DB
clearance to determine if applicant or kin was apprehended of electricity
theft. If cleared, applicant will be notified of the evaluation result and can
proceed to the next step. Otherwise, he has to coordinate with CCD or DB
for the clearance.
Applicant can proceed in the preparation of standard metering facility or
purchase load side wire. Applicant will then have to notify OEDC if
metering facility was prepared to seek approval from inspector or load side
wire has been purchased.
Applicant to submit all requirements, pay service fee and bill deposit, and
sign Electric Service contract.
Connection will be served one to three days upon signing of contract.

D. Scheduler
An appointment system wherein the applicant and OEDC will agree on a
preferred date to meet at site to discuss whatever necessary requisite for the
application. Example is inspection to determine the serviceability of the

applicant. A form will have to be filled-out and signed by both parties. The
objective is to ensure the availability of both parties during inspection and
avoid the delay in the application.
2. ELECTRICIAN
A. Role of Electricians

Determine the possible connection point


Determine the distance of service drop
Prepare the standard metering facility according to standards
Determine the distance from clustering pole to household of the applicant

B. Accreditation
A system designed by OEDC to assure the connectivity of all incoming
customer will meet regulatory and industry standards wherein an electrician
will undergo orientation seminar on the procedure and standard of meter
application.
3. PEC PROVISIONS FOR ELECTRICAL WIRING
A. One service one building (Section 2.30.1.2)
A building or other structure served shall be supplied by only one service
unless permitted in 2.30.1.2 (a) through (d).
B. Clearances (Section 2.30.2.3)
(b) Vertical Clearance from Ground. Service-drop conductors, where not in
excess of 600 volts, nominal, shall have the following minimum clearance
from final grade:
(1) 3 000 mm at the electric service entrance to buildings, also at the
lowest point of the drip loop of the building electric entrance, and above
areas or sidewalks accessible only to pedestrians, measured from final grade
or other accessible surface only for service-drop cables supported on and
cabled together with a grounded bare messenger where the voltage does not
exceed 150 volts to ground
(2) 3 600 mm over residential property and driveways, and those
commercial areas not subject to truck traffic where the voltage does not
exceed 300 volts to ground
(3) 4 500 mm for those areas listed in the 3 600 mm classification where
the voltage exceeds 300 volts to ground

(4) 5 500 mm over public streets, alleys, roads, parking areas subject to
truck traffic, driveways on other than residential property, and other land
such as cultivated, grazing, forest, and orchard
C. Overhead service drop conductors minimum size (Section 2.30.2.2b)
The conductors shall not be smaller than 8.0 mm2 (3.2 mm dia.) copper or 14
mm2 aluminum or copper-clad aluminum.
D. Service Equipment Disconnecting Means (Section 2.30.6)
2.30.6.1 General. Means shall be provided to disconnect all conductors in a
building or other structure from the service-entrance conductors.
(a) Location. The service disconnecting means shall be installed in
accordance with 2.30.6.1(a)(1), (a)(2), and (a)(3).
4. STANDARD SERVICE ENTRANCE and METERING FACILITIES
A. Service Drop

(DSOAR 2.5.5) An electric service drop is defined as the wires with the
necessary supporting structure between the distribution lines of the DU
and the service entrance.
(DSOAR 2.5.5) All connections and disconnections of service shall be
made by the DU.
(DSOAR 2.5.5) Only one service drop shall be installed for each individual
building, except as allowed in the Philippine Electrical Code, duly certified
by a government authority.
PEC1 2009 Section 2.30.2.2b states that minimum service conductor
shall not be smaller than 8.0 mm2 copper or 14 mm2 aluminum.

B. Service Entrance (DSOAR 2.5.6)

(DSOAR 2.5.6) Service entrance is defined as that portion of the


customer's wiring including all necessary conduits, cable and accessories
which extends from the customer's main entrance switch and/or DU's
metering equipment
to and including the point of attachment to the DU's service drop on the
outside of the building/property line visible and accessible to authorized
personnel of the utility.
(DSOAR 2.5.6) The outside terminal of the customer's service entrance
must be located so as to enable connection to the service drop at a point
nearest to the DU's existing or proposed electric service facilities.
(DSOAR 2.5.6) Service entrance (cable or conduit) shall be exposed on the
outside of the building/property line visible and accessible to authorized

personnel of the utility and shall be in one continuous run from the service
drop terminal to the meter.
(DSOAR 2.5.6) The line side of the service entrance must be separated
from the load side.
The service entrance shall terminate near the point of connection to the
service drop with not less than two (2) feet of wire extended outside the
weatherhead.
(DSOAR 2.5.6) Service entrance conduit shall be exposed and seal-type.
PEC1 2009 Section 300. 13 (a) states that splices or taps are not
permitted within a raceway. The service entrance wire shall be continuous
and shall have no splicing from the meter base terminal up to the service
entrance cap.

C. Service Switches or Breakers

(DSOAR 2.5.6) A safety switch or circuit breaker duly approved by the


authorized government agency must be installed on the load side of the
meter. All safety switches must be externally operated with fuses
electrically dead when the switch is in the off position.
PEC1 2009 Figures 2.30.1.1(b), 2.30.1.1(d) and 2.30.1.1(e) Maximum or
six (6) disconnecting means can be installed in one location without the
need of a main service disconnecting means ahead of these.

D. Location of the Meter

Magna Carta Article 11. Meter should be located at the customers


premises facing where meter reading facility will be convenient. The
purpose of this for OEDC personnel to have an unimpaired access to
service and metering installations, for the purpose of meter reading,
inspection, and other required service maintenance work.
Magna Carta Article 11. Meter should be located in a clean place free from
vibration.
Magna Carta Article 11. Meters shall not be three (3) meters nor less than
1.52 meters mounting height from the surface on which one should stand
to repair or inspect the meter.
Amended Magna Carta Article 11. Meters can be clustered when there is
no right of way, requested by customer and in areas with high incidence
of electricity pilferages.

E. Grounding

PEC1 2009 2.50.2.5 the grounding electrode conductor connection is


required to be made at any accessible point from the load end of the
service drop or service lateral to and including the terminal bus to which

the grounded service conductor is connected at the service disconnecting


means.
