I have analysed this system for many years now and have direct experience dealing with Fraud and
Corruption at all levels especially Corporate or Corporation Level. This is the best system to have in
place for all Organisations. Just like my basic investigation techniques and processes this Whistle-
blower and Fraud Detection System should be a national project and implemented and voiced on
ACAS Website.

You have one e-mail address or application. There may even be a form that you fill in and send. It
advises you download and send and then delete both the download and return e-mail. You take
reference yourself of the number given and store this at home.

There is absolutely no interaction with anyone in this process at any level. No one is based on site
where any of the Organisations preside. It is a one centre either nationally, localised in sense of
London and the North West or North East or per county or Constabulary. No party or person that
works in the centre has any communication or relation to anyone within the Organisation.

The e-mail sends either though your inbox or through the application. This could even be Web based
and details confirmed with Employee Number and mobile with code. One will also need which is a
double confirm the e-mail being returned on.

I have advised this up to National Security Level.

Not only is the system used for Fraud and Corruption it is also used for Sexual Harassment and
Sexual Crimes both against the employee and also to the General Public. It is used also for bullying
and harassment.

The Pilot/Co-Pilot System was designed because previously if a Co-Pilot said anything whether the
Pilot was being extremely dangerous or not the Co-Pilot would suffer all round and in career. This
ultimately came from an accident in Tenerife and I do believe it is still the biggest plane disaster in
the World to date.

Again the Pilot-Co-Pilot system has a separate e-mail address or application. Again this could well be
Web based. All people and parties have a right to reply. This should be made known throughout the
Organisation. I have seen this and the filter and how that applies both in Corporations and the Police
and National Security.

Reviews for Pilot/Co-Pilot take place on scale agreed.

All e-mails sent are one way and there is only ever one communication sent back confirming delivery
and reference number. Explain through the process what happens and how things are dealt with.
Maybe even scale the information and give a reply to the sender after x amount of time. This could
be 4-6 weeks it might shorter it might be longer.

One must agree on plan of information and relate what is required. DO not however reject anything
or have boxes that block the sending of the information because the information might not be
available.

You may request more basic details and all one does is resend the same form or application with the
reference number given. If you cannot remember the Reference Number please advise a time and
date that you sent it through. It really should not matter as the person has inputted there Employee
ID Number. Yet again it is a good check because if the person sending is three weeks out we know
from experience this is not normal.

required.

This cement needs to be sent to all employees at all levels of Gove and The Police and National
Security.

This can be sent in letter or e-mail format.

This is written in stone.

We can mention the new Whistleblowing System and Fraud Detection System which also includes
the Pilot/Co-Pilot System in the letter or e-mail.

The Pilot/Co-Pilot System can also be used if someone is 'Talking Bent'. Use these very terms.

For these systems you get a credit card with your personal details on. You use these to login to the
system. I have seen some Websites remove Passwords and you use a code sent to e-mail or mobile
or both and you input the codes at entry. Information definitely available on this on the net.

We could have one Website very well presented for Gove and Police and separate system which you
would have to for National Security. The Home Office included in the Gove and Police Website. We
are now on Stage 2.
