SELF-GOVERNED STUDENT ORGANIZATION AGREEMENT

IUB Fraternity and Sorority Addendum


This Fraternity and Sorority Addendum (Addendum) outlines the additional responsibilities and
requirements for Self-Governed Student Organizations (SGSO) that are Fraternity and Sorority
Organizations (F/S Organizations) as defined in this Addendum. F/S Organizations are those
SGSOs comprised of University students and governed by the National Pan-Hellenic Council
(NPHC), the Interfraternity Council (IFC), the Panhellenic Association (PHA), or the Multi-Cultural
Greek Council (MCGC). F/S Organizations exist independently of the University as stated in the
SGSO Agreement. This Addendum describes the benefits F/S Organizations may receive from the
University if the responsibilities and conditions set forth in the SGSO Agreement and this Addendum
are met. The standards outlined in this Addendum represent minimum expectations of F/S
Organizations by the University. More stringent policies or requirements may be imposed by the F/S
Organization or the F/S Organizations national headquarters.
1. F/S Organization Benefits
If the conditions set forth in the SGSO Agreement and this Addendum are met, F/S Organizations
will receive certain benefits from the University in addition to those provided generally to SGSOs.
Additionally, certain added benefits are available only to Housed F/S Organizations.1
Benefits for All F/S Organizations:

Academic Reports: Student Life and Learning (SLL) will provide academic reports to
a F/S Organization for its members, so long as the appropriate FERPA consent forms
have been completed by its members.
ii.
Additional Organizational Advising Support: SLL will provide advising support on
prevention and education for chapters regarding emotional risk, mental health issues,
child welfare risk, physical risk, sexual violence, hazing, alcohol/drug use and abuse,
and/or reputational risk.
The following benefits will be provided to Housed F/S Organizations:

Check-listing: Housed F/S Organizations may place a hold on a University students
bursar account if that student has not paid room and board charges or any related
damages.

Freshmen Housing Waivers: Freshmen members of F/S Organizations may be excused
from the requirement that freshmen students reside in the University dormitories, so long
as they reside in F/S Organization housing.
v.
Kitchen and Fire Inspections: University officials will conduct annual fire and kitchen
inspections for Housed F/S Organizations at no cost.
2. Responsibilities and Required Documentation
F/S Organizations agree to satisfy the following responsibilities and maintain the documentation
specified below for review at the request of the University.

Housed F/S Organizations are those F/S Organizations that maintain a campus-recognized residence
with the primary intent of housing members of a registered F/S Organization.

Maintaining a Safe Environment


a. All F/S Organizations have a responsibility to create and maintain a safe and
nondiscriminatory educational environment for its members and the University
community as a whole.
b. Hazing is prohibited by law and by University policy. F/S Organizations found to
have engaged in hazing will be subject to disciplinary action, which could include
a loss of University benefits and/or University recognition.
c. Per state law, F/S Organizations may not serve alcohol to anyone under the age of
21.
Providing for a Safe Environment: F/S Organizations must abide by the following
provisions to foster a safe and educational environment for all within the University
community.
a. F/S Organizations must register all social functions and events (such as parties,
mixers, receptions, cookouts, etc.) with the Dean of Students Office 10 days in
advance of the event. The Dean of Students Office reserves the right to prohibit
any discriminatory or dangerous activities at a proposed function or event.
b. F/S Organizations may not have events or functions that are open to the public
unless the Dean of Students Office gives specific approval to do so.
c. A guest list must be created for any event or function, must be maintained during
the course of the event or function, and must be maintained by the F/S
Organization for a period of 2 years following the event. The F/S Organization
must provide a copy of the guest list for any event or function upon the request of
the Dean of Students Office.
d. At any function or event held by an F/S Organization, a minimum of 3 non-first
year members of the F/S Organization must be designated to be sober and lucid
monitors of the event and must act without the influence of any alcohol, illegal
drugs, or any other substance that might impair the members awareness. F/S
Organizations must also have at least 1 sober monitor for every 25 attendees at
any given function or event.
Documentation of Organizational Policies and Training Programs
a. Documentation of active membership in the appropriate undergraduate governing
council (IFC, MCGC, NPHC, or PHA) must be provided to the University each
semester. F/S Organizations agree to abide by the appropriate governing councils
rules and regulations in addition to those outlined in the SGSO Agreement, this
Addendum, and the Universitys Code of Student Rights, Responsibilities, and
Conduct (Student Code).
b. Risk Management Program: F/S Organizations must provide documentation of
prevention education programs for awareness regarding sexual violence, sexual
misconduct, hazing, harassment, mental health concerns, child welfare concerns,
physical risk, and alcohol/drug use and abuse. F/S Organizations must maintain a
record of all member education programs and activities, and this record should
include dates and descriptions for each activity and program as well as a list of
members who have completed each specific program.
c. Academic Success Program: F/S Organizations must have and implement an
active Academic Success Program and provide documentation each semester of
such program to the University.
d. Standards Board Program: F/S Organizations must have and implement a
Standards Board Program to hold members accountable for violations of chapter

rules and provide documentation each semester of such program to the


University.
F/S Organizations Advising Program
a. F/S Organizations must have an Advisory Board, separate from the House
Corporation Board, and there must be at least one Advisory Board Member for
every fifty students. Annual documentation must be provided to the University
regarding all Advisory Board members names, roles, and contact information.
The Advisory Board is responsible for actively advising the F/S Organization and
providing direct assistance in organization operations.
b. As required by the SGSO Agreement, every F/S Organization must have at least
one University faculty or staff member as an advisor, and this advisor must be on
the F/S Organizations Advisory Board.
c. Each F/S Organization chapter must be represented on its respective alumni
governing organization, which include the following: Alumni Interfraternity
Council (AIFC), Alumnae Panhellenic Council (APC), Multi-Cultural Greek
Council (MCGC) Advisors, and National Pan-Hellenic Council (NPHC) Grad
Advisors.

3. Housed F/S Organizations


Housed F/S Organizations agree to the following additional requirements and restrictions:

Required Annual Documentation


a. Housed F/S Organizations must provide identification and contact information of
the House Corporation Board.
b. Housed F/S Organizations must provide documentation indicating proper
completion of fire drills.
c. Housed F/S Organizations must have a contingency plan approved by the IU
Office of Insurance, Loss Control and Claims in the event that a house is rendered
uninhabitable.
Regulations for a Safe Environment: Housed F/S Organizations must abide by the
following regulations to foster a safe and educational environment for all within the
University community.
a. A house director must be designated for each Housed F/S Organization, and the
organization must provide the name and contact information of the house director
to the University. A house director is a live-in adult who is a college graduate and
is employed full-time by the Housed F/S Organization to provide on-site
supervision, support, administration of house programs, and advising. The house
director should have prior experience and/or training in supervising residential
settings. The house director will share responsibility for the F/S Organizations
implementation of the SGSO Agreement and this Addendum and the F/S
Organizations compliance with the Student Code.
b. Beer or wine may be possessed or consumed by members or guests of Housed
F/S Organizations, but only so long as those possessing and/or consuming alcohol
are over the age of 21 and are otherwise complying with state law and the Housed
F/S Organizations policies. In addition to the conditions stated above, wine may
only be served to persons over the age of 21 if poured in plain sight at the bar by
a sober member who is over the age of 21, and beer may only be served to
persons over the age of 21 if it is served in its original, unopened can or bottle.

No other type of alcohol may be possessed, consumed, or served on the Housed


F/S Organizations premises.
c. Housed F/S Organizations agree that University officials, including IU Police
Department officers, have the right to enter and inspect any and all rooms within
Housed F/S Organization buildings at any time. Housed F/S Organizations must
include the following language in its housing agreements with each member:
[Tenant] agrees that the premises of the house, including all common areas
and private spaces, are subject to inspection by Indiana University officials,
including IU Police Department officers, at any time and for any reason.
d. At minimum, kitchen inspections shall be conducted annually at Housed F/S
Organizations by the IU Office of Environmental Health and Safety.
e. At minimum, fire safety inspections shall be conducted annually at Housed F/S
Organizations by the IU Office of Insurance, Loss Control and Claims.
4. Enforcement
F/S Organizations in violation of the SGSO Agreement, this Addendum, or the Student Code may be
subject to disciplinary action that could include a loss of some or all of the benefits provided by the
University, a loss of recognition by the University, or other appropriate sanctions arising out of the
Universitys disciplinary procedures.
F/S Organizations, and all members of F/S Organizations, are required to fully cooperate with any
University or law enforcement investigations and proceedings. Failure to do so may result in
disciplinary action against the F/S Organization or its members.
Retaliation against anyone who has cooperated with or participated in any investigation or
proceeding is not tolerated and will result in disciplinary action.
This F/S Organization Addendum must be signed at the beginning of each academic year by
the appropriate F/S Organization Signatory for the organization to be recognized by the
University and to be eligible for the benefits outlined above.
