accompany Katrina across the Ohio Valley, the lower Great Lakes, and into northern New England.
Tornadoes are possible today over eastern Georgia, western South Carolina, North Carolina, and
Virginia.
This is the last public advisory issued by the National Hurricane Center (NHC) on this system.

Katrina has continued to weaken as it moves inland and it is now a 30 knot Tropical Depression. Deep
convection has diminished and there only a few remaining clusters. rapidly moving northeastward
ahead of the low level center. The depression is expected to become extratropical during the next 12 to
24 hours as it interacts with a large upper level trough. Katrina is moving toward the northeas, about
18 knots and it should continue on this track with an increase inforward speed. Katrina is primarily
now a heavy rain event. However, the fhreat ofstrong inland wind gusts will remainfor a little while
longer and ofparticular concern is the potential loss of l f e due tofalling trees. Inlandjlooding and
tornadoes will also continue to be a hazard.

with water. These people have not been aided and are convinced that no one knows they are there -

The Loews New Orleans Hotel at 300 Poydras Street was secure at the time of the main levy break - only
one foot of water on the first floor
Water is presumably rising since the levy break
Guests and employees cannot evacuate because the main levy. which is near the property, broke this
morning
The Loews New Orleans Hotel is running out of water
The Loews New Orleans Hotel has mini bar supplies, but has not yet tapped into that stock
Backup generators running in public areas are anticipated to run-out within 24 hours
Zero power in the majority of the property
Zero exhaust in the property
Every once in a while, guests of the Loews New Orleans Hotd are placing calls out via cell phone
Windows on flows 9 and 10 are blown out.. . probably other places too
Quite simply, the people at this property want DHSIFEMNUSCGllocal respondersletc. to know that they are in
this property. Additionally, they would like help if that is available. Up to this point. these people have not seen

Just advised the DMAT trucks and some personnel working at the Ice Rinks and Super Dome have evacuated the
area due to water. The trucks and 51 personnel are now staged on the causeway (1-10)next to the Super Dome.
There are 34 medical personnel still working inside the Ice rink Working to have resource to get medical
personnel and supplies back in if required. Will keep your advised.

Homeland Security's Federal Emergency Management Agency will conduct a media
briefing to provide an update on Hurricane Katrina response operations in Louisiana

I got a call earlier from the ESF 9 guy in Atlanta and tried to tell both guys to just
taskjdeploy Andy through ADD. I told them, and the ESF 9 desk at the KRCC, that we waste

and i f t h e y don't want to use that, they ought to be going to the RDs ...not direct to the
individual. Anyway, I've directed Andy to deploy and have qiven - him the POC names and
phone numbers.

Many ~ouisiana,Mississippi and Alabama residents heeded evacuation orders and made
the safe choice to leave areas threatened by Hurricane Katrina. Early reports
indicate that hundreds of thousands of customers are without power in impacted
areas, and for some, it may be many days or weeks before power and other essential
utilities are fully restored.
Returning residents could face blocked and washed out roads, downed power lines
! across highways, unsafe road crossings due to flooding and many other dangers.
Many storm related deaths occur when residents return to their communities and
homes, a statistic FEMA is trying to minimize in Katrina's wake.
"We know people are anxious to return home, but we are asking for everyone's
patience in waiting for the all clear," said Brown. "Our greatest concern is the
safety of Louisiana, Mississippi, and Alabama residents, first responders and
rescue workers ."
FEMA pre-staged emergency response teams and critical commodities such as ice,
water, meals ready-to-eat (MREs), and tarps in strategic locations in Texas,
Louisiana, Mississippi, Alabama, Georgia and Florida. Convoys of supplies are
moving into heavily impacted areas but with many roads damaged or impassable, it
may be several days before emergency workers are able to reach all the victims of
Katrina .
FEMA recommends that evacuees tune to local news coverage wherever they are located
for ongoing response and recovery information. Federal, state and local officials
will work with the media in these areas to communicate emergency information as it
becomes available.
Evacuees can call the American Red Cross' information line at 1-866-GET-INFO for
information regarding emergency assistance and public safety information and road
closures. In addition, Louisiana residents can call the Louisiana State Police at
800-469-4828 to check on roadways that are open and safe for travel in less
impacted areas.
FEMA also reemphasized that volunteers should not report directly to the affected
areas unless directed by a voluntary agency. Self-dispatched volunteers can put a
themselves and others in harm's way and hamper rescue e f f o r t s .
FEMA prepares the nation for all hazards and manages federal response and recovery
efforts following any national incident. FEMA also initiates mitigation activities,
trains first responders, works with state and local emergency managers, and manages
the National Flood Insurance Program and the U.S. Fire Administration. FEMA became
part of the U . S . Department of Homeland Security on March 1, 2003.

Forecast Track: The depression is moving toward the north-northeast near 21 mph and this motion is
expected to continue during the next 24 hours with an increase in forward speed.
Forecast Intensity: Katrina is expected to become extratropical during the next 12 to 24 hours.
Warning Areas: Additional rainfall accumulations of 2 to 4 inches, with isolated maximum amounts of 6
inches, will accompany Katrina across the Ohio Valleys, the Lower Greater Lakes, and into northern
New England
Tornadoes are possible today over eastern Georgia, western South Carolina, North Carolina, and
Virginia.
Discussion: Tropical Depression Katrina Advisory #3 1 is the last public advisory issued by the National
Hurricane Center on this system. This is the last advisory by the FEMA National Response
Coordination Center.

Alabama EOC is at full activation.
Florida EOC is at full activation.
Mississippi EOC is at full activation.
Louisiana EOC is hlly activated.
Federal Actions:
FEMA Headquarters: The FEMA National Response Coordination Center (NRCC) Red Team is
activated at Level I (Full Activation).
FEMA Region IV RRCC in Atlanta, GA and FEMA Region VI RRCC in Denton, TX are both activated
at Level I (full activation).
FEMA headquarters is conducting daily video-teleconferences at noon EDT with FEMA Regions N &
VI, the National Humcane Center and the potentially affected States.
The Logistics Readiness Center is operational 24/7, and Logistics Management Teams are on station in
Florida.
MERS Teams have been deployed to Louisiana, Mississippi, Florida, Georgia, and Texas to support
Hurricane Katrina response operations.
56 National Disaster Medical System (NIMS) Teams have been sent to staging areas in Louisiana,
Alabama, Texas, and Tennessee in preparation for responding to Hurricane Katrina. All other non-
committed NDMS teams are on alert at their home stations.
14 Urban Search and Rescue (US&R) Task Forces have been deployed to Louisiana, Alabama, Florida
and Mississippi in preparation for responding to Hurricane Katrina.

The purpose of the attached memorandum is to outline the status of the use of
the IA TAC. FYI. Have also outlined text for BB users.
As of Monday August 25th, there are now 5 IA TACs in place to support FEMA's Recovery
mission. The companies are Fluor, Bechtel, CH2M Hill, the Shaw Group, and Dewberry and
Davis. These companies are some of the largest Construction, Architect-Engineering, and
Management Services contractors in the United States, and as such, bring a wealth of
e ~ e r t i s eand resources to assist FEMA with our responsibilities. Each contract has a
ceiling amount of $100 million.
Currently, one contractor has been tasked with providing IA TAC coordination. Another
contractor has been tasked with providing a management cell to the Housing Area Command
(HAC) in Baton Rouge. They are readying to deploy housing strike teams in support of site
assessments. In addition, Ed Buikema and I have decided to utilize the IA TAC to support
facilities management for Disaster Recovery Centers (DRC), including build out of all the
centers and ensuring the proper infrastructure. This will free up Response to use all
logisitics s t a f f and DAEs for other missions. Also, the U - S . A m y Corp of Engineers
'(USACE) has been tasked to establish a plan for a tent city for 50,000 people including
feeding, in case the temporary housing requirements dictate a need. They will be working
in conjunction with the HAC.

Overall, the I A TACs will be providing for the following tasks: Housing Strategy
Technical Support; Site Assessment and Inspection Feasibility Analysis (related to the
, manufactured housing program, but other inspections and assessments that may be necessary
as identified by FEMA); Install, Maintain and Deactivate Mobile Homes and Travel Trailers;
Facility Management (e.g. DRCs), Construction of Staging, Base Camps and other general
construction necessary to support FEMA's mission; Design and Construction of group sites;
and Miscellaneous Technical Support Services in support of FEMA's Recovery Mission ( e - g .
Preliminary Damage Assessments, Pre-placement Interviews, Applicant Services Technical
Support Staff, etc. ) .
It is understood that the HAC, in coordination with the Headquarters Individual Assistance
Management Cell, will continue to make determinations on what the IA TACs and the USACE
respective responsibilities will be. In addition, some requirements listed above have and
can be assigned to the USACE, and it is my understanding that FEMA will need to make the
distinction between what w e assign the IA TACs versus the USACE.

Just received an update, through the NRCC, from Tim Gallagher. Tim is assigned to the RNA and just completed

an overflight of the Biloxi area. He reports numerous heavy, multi-story, reinforced concrete structures down. He
estimated 50% destruction in the business district and 90% in residential areas. This info being fed into the
management system in R-IV (Fenton) and the White IST. Looks like we'll be there a while.

catastrophic. The similarities with the scenario of Hurricane Pam that was used
for the Cat planning are scary. Doing OK but tired (and only after three days).
Sleep deprivation, not enough exercise, prison food, long hours. Some victories.
Not only did we get US&R involved in water rescue (over 500 saves already) but
I got 8 California swiftwater rescue teams heading here in a C-5as we speak.

A Tropical Storm Warning remains in eflect for Guam, Rota and Agrihan.
A Typhoon Warningmeans that typhoon conditions, including typhoon-jorce winds of 74 rnph or more,
are expected to occur within 24 hours.
A Tropical Storm warning means that tropical storm conditions, including tropical storrn-fouce winds of
39 rnph or more, are expected to occur within 24 hours.
At 7 am Wednesday Guam LST, (5 pm Tuesday EDT), the center of Typhoon Nabi was located by
Doppler weather radar near latitude 15.4 north and longitude 146.8 east. This is about 75 miles east-
)
northeast of Saipan, 85 miles east-northeast of Tinian, 140 mites northeast of Rota, 190 miles northeast
of Guam, or 245 miles south-southeast of Agrihan.
Typhoon Nabi is moving west at 10 mph. During the next 12 hours, Nabi is expected to turn west-
northwest.
Nabi is a Category 1 Typhoon with maximum sustained winds of 85 mph. Nabi will continue to
intensify, likely becoming a Category 2 typhoon within the next 12 hours. Typhoon force winds extend
outward up to 20 miles from the center. Tropical Storm force winds extend outward up to 150 miles
from the center.

WFO G u m has received over 1.25 inches of rain so far. Saipan is reporting over 2 inches of rain so far.
Tinian and Rota are over 2 inches as well.
Conditions of Readiness range fiom 1 to 4 with level 1 representing the onset or occurrence of damaging
winds expected within 12 hours.
WFO Guam: All equipment and communications status are normal. Staffing is normal. Minimal impact
is expected on Guam.
Rota Handar (weather observing system) went out of service at 2 am EDT Tuesday.
Tinian Handar was out of service prior to this event and remains out of service.

management system in R-IV (Fenton) and b e White IST. Looks like we'll be there a while.

Local law enforcement in New Orleans is directing evacuation of T-Mobile employees from the 12" Floor of the
Commerce Building in New Orieans. If this switch goes down then wireless communications in the New Orleans
area will be severely impacted.
T-Mobile personnel are apparently supplies with food and water sufficient to stay in place but they are being
directed to evacuate.

Emergency management officials are appealing to residents of Louisiana. Mississippi and Alabama
who evacuated in advance of Hurricane Katrina's landfall to stay put
This hurricane has caused catastrophic devastation across areas of Louisiana, Mississippi and Alabama,' said Michael 0.
Brown. Under Secretary of Homeland Security for Emergency Preparedness and Response and head of FEMA. "FEMA, abng
with our federal. state and local partners, is working around the dock to get live-saving assistance into the hardest hit areas.
We need everyone's moperation to keep passable roads clear and to prevent those returning from placing additional burdens
on the limited shelter, food and water in the heavily impacted areas."
Many Louisiana. Mississippi and Alabama residents heeded evacuation orders and made the safe choice to leave areas
threatened by Humcane ~atn'na.Early reports indicate that hundreds of thousands of customers are without power in
impacted areas, and for some, it may be many days or weeks before power and other essential utilities are fully restored.
Returning residents could face blocked and washed out roads, downed power lines across highways. unsafe road crossings
due to flooding and many other dangers. Many storm related deaths occur when residents return to their communities and
homes, a statistic FEMA is trying to minimize in Katrina's wake.
'We know people are anxious to return home, but we are asking for everyone's patiencein waiting for the all clear," said
Brown. "Our greatest concern is the safety of Louisiana. Mississippi. and Alabama residents, first responders and rescue
workers."
FEMA pre-staged emergency response teams and critical commodities such as ice, water, meals ready-to-eat (MREs). and
tarps in strategic locations in Texas. Louisiana. Mississippi, Alabama, Georgia and Florida. Convoys of supplies are moving
into heavily impacted areas but with many roads damaged or impassable, it may be several days before emergency workers
are able to reach all the victims of Katrina.
FEMA recommends that evacuees tune to local news coverage wherever they are located for ongoing response and recovery
information. Federal, state and local officials will work with the media in these areas to communicate emergency informationas
it becomes available.
Evacuees can call the American Red Cross' information line at 1-866-GET-INFO for information regarding emergency
assistance and public safety information and road closures. In addition. Louisiana residents can call the Louisiana State Police
at 800-469-4828 to check on roadways that are open and safe for travel In less impacted areas.
FEMA also reemphasized that volunteers should not report directly to the affected areas unless directed by a voluntary
agency. Selfdispatched volunteers can put themselves and others in harm's way and hamper rescue efforts.
FEMA prepares the nation for all hazards and manages federal response and recovery efforts following any national incident.
FEMA also initiates mitigation activities. trains first responders. works with state and local emergency managers. and manages
the National Flood Insurance Program and the U.S. Fire Administration. FEMA became part of the U.S. Department of
Homeland Security on March 1.2003

Secretary of Homeland Security Michael Chertoff activated the National Response Plan by
declaring an Incident of National Significance as a result of the devastation caused by Humcane
Katrina - the first-ever use of this designation. The National Response Plan (NRP) fully
mobilizes the resources of the entire federal govemment to support response and recovery efforts
for state and local authorities -particularly in the event of a catastrophic incident. The NRP is the
national playbook, developed with years of real-world disaster response and recovery expertise,
that establishes a consistent, uniform way to respond to disasters to ensure that aid gets to the
people who need it more quickly and efficiently.
. The NRP, finalized in December 2004, brings all of the federal government's response and
recovery resources under a single effort led by the Department of Homeland Security. This
streamlines the process of coordinating immediate federal support to the states, cities, and
counties that need federal assistance. The NRP was jointly developed by federal, state, local,
tribal, private sector and professional responders and provides a unified and coordinated response
effort.
The NRP defines an Incident of National Significance as a major disaster or emergency that
overwhelms the resources of state and local authorities, requiring significant coordination across
the federal government. The Secretary has activated the Interagency Incident Management Group
(IIMG), bringing together experts from across the federal government and housed in the
Homeland Security Operations Center. This provides the White House, the Secretary, and other
national leaders with a focal point for federal strategic coordination and recommended courses of
action.
Under the NRP, DHS coordinates overall incident management, response and recovery efforts to
address the immediate aftermath of the hunicane. Concurrently, the White House has established
a White House Task Force on Hurricane Katrina Response to oversee recovery efforts and
develop policy initiatives to address the recovery needs of the region.
Under Secrelary Michael Brown, head of the Federal Emergency Management Agency (FEMA),
is currently in the region directing efforts under the National Response Plan, and Secretary
Chertoff has designated him as the Principal Federal Official (PFO) to lead the deployment of
federal resources. The primary activities remain focused on life saving and life sustaining efforts.
FEMA is currently coordinating a number of programs to help meet basic shelter and emergency
needs.
Humcane Katrina has proved to be one of the most dangerous storms in U.S. history. Hazards
from weakened and damaged trees, downed power lines, high water, and other dangers remain.
We urge citizens to be mindful of instructions fTom state and local officials who have asked that
individuals remain in shelters, homes or safe places until given further notice. Individuals in

o Teams bring truckloads of medical equipment and supplies with them and are
trained to handle trauma, pediatrics, surgery and mental health problems.
o HHS, VA, DOD and NDMS are working in the public health and medical areas
and are working on establishing temporary MASH style facilities for the
ambulatory and non-ambulatory cases.
o VMATs have also been deployed to provide medical care to pets and livestock.
as well as provide any needed veterinary medical care for rescue dogs.
o 18 Urban Search and Rescue (USBR) teams have been deployed in response to
Hurricane Katrina. An additional 8 swift water rescue teams from the state of
California have been deployed as well.
o Supplies and equipment are moving into the hardest hit areas as quickly as
possible, especially water, ice, meals, medical supplies, and generators. There
are currently over 1,700 trucks which have been mobilized through federal, state
and contract sources to supply ice, water and supplies.
o Working through the emergency support functions of the disaster, the Dept. of
Transportation is reporting that all bridges and railways are closed in New
Orleans, and the port is dosed.
o While rescue efforts continue, it may be several days before emergency workers
are able to reach the victims of this hurricane, and we are working to

o We will do everything we can to minimize losses and help those affected get
back on their feet. Recovery will take time, but FEMA will be here as long as
needed.

. and Housing:
FEMA is supporting our state partners, the American Red Cross and voluntary agencies in
ensuring that victims of the storms are in safe shelters with essential life-sustaining
commodities. Shelters will continue to be the safest place for victims to stay in place.
o Special FEMA housing task forces set in place to identify housing needs, mass
care 'and human services, have been procuring trailers and identifying temporary
housing sites for the displaced victims.

We still have many people very much in harm's way, and want to caution people about
trying to return home too early.

Please don't put yourself - or our first responders at risk.
o Even once the immediate danger of the hurricane passes, hazards of weakened
and damaged trees, downed power lines, high water and other dangers may
exist.
o Listen to state and local officials who ask you to remain in shelters, homes or
safe places until given the 'all dear" to travel. Roads are very likely to be
damaged or blocked by debris. Traffic jams slow emergency managers and first
responders in doing their job.
Outside C o n t a c t .
We know the people impacted by Hurricane Katrina are suffering, and our thoughts are
with all of those who have been stranded by the storm and are seeking to connect with
family members and friends.
o The damage is extensive, and the personal and emotional losses tremendous.
We are asking individuals who have access to means of communicating outside of the
impacted areas to reach out to loved ones and let them know they are safe.
o During a disaster such as this, and with so many communications systems down.
there is no way to have an organized, centralized number or system to find
individuals who evacuated.
FedlState Coordination:
FEMA continues to coordinate closely with state emergency officials in the impacted states
to continue to push needed pre-positioned supplies, equipment and personnel directly into
the hardest hit areas.
o As local communities identify their critical needs and each state prioritizes those
needs, FEMA is deploying personnel, equipment and supplies to meet those
needs.
President Bush declared the affected counties in Florida from the initial hit of category 1
Katrina a major disaster freeing up federal aid and support for county and state government
needs.
o With the President's disaster declarations, we are able to bring full resources of
the federal government to bear to help the residents in the impacted states with
emergency needs and recovery support
o 32 parishes in Louisiana have been designated for both Individual and Public
Assistance programs. 15 counties in Mississippi have been declared for
Individual Assistance. 3 counties in Alabama have been designated Individual
Assistance programs and 6 counties for Public Assistance.
o Damage surveys will commence for other areas after moving out of the life-
saving and -sustaining efforts are complete and more counties and additional
forms of assistance may be designated.

o Storm victims with insurance coverage should contact their insurance company
or agent before calling to report losses and, ifnecessary, to request an advance
or partial payment of their settlement.
o If you have a family member with internet access who can help you register, that
may also be an option to avoid busy signals and waits on our teleregistration
line.
o Our registration centers are operating 2417, and we've added personnel to
minimize wait time as much as possible.
o We are aware that some people with serious needs might not be able to call us
due to power or phone outages - we'll be operating 24 hours a day 7 days a
week until all have a chance to register with FEMA.
When registering for assistance, FEMA has a number of programs to help meet basic
shelter and emergency needs
o Low interest disaster loans through SBA to repair or replace homes, personal
property or businesses that sustained damage, not covered by insurance
o Assistance with other emergency needs, which could include medical expenses,
transportation expenses, or repair or replacement of certain personal property
