The road-widening project, which began in March
2014 and was completed last
month, stretches to nearly
four kilometers (km) with two
more lanes added, cutting the

travel time of vehicles plying

alternative route for motorists

Good Governance
as Good Economics
In his recent visit to Bicol, particularly
in the Camarines Sur capital town
of Pili, President Benigno Aquino III
said that good governance is good
economics. To support this, the
President enumerated the various
infrastructure projects that were
completed under his administration,
like the widening of the Pili diversion
road, the expansion of the San Jose
bridge, the Sabang fishport project as
well as the Naga River flood control
project.
Theres no debate on the
Presidents statement. It is another
way of putting another Aquino
administration slogan: Walang
mahirap, kung walang corrupt.
Indeed, there had been debates
on what really is the cause of the
countrys poverty. There are those
who say population explosion. Others,
corruption in the government.
We lean more on latter, or rather, it
contributes the unkindest cut of all.
These roads, these bridges will in
time contribute to the transformation
of the local economy.
The signs are already there: traffic
even on non-rush hours and even on
such unlikely places like the Pawili
to Pili stretch, the opening of more
gasoline stations, even fruit stands
along the highway.
Imagine if all the government
funds intended for the people will be
really put in the right use, that is, not
in the corrupt hands of corrupted or
corruptible government officials.
As a line of a song goes: What a
wonderful world this would be.

TURMOIL: The worsening relationship
between the two giant oil producers Saudi
Arabia and Iran is affecting not only the
allies of these countries but also other
nations including the Philippines. Despite
the 8% deficit suffered by Saudi, the ruling
family refuses to reduce its oil extraction
activities thus contributing to the supply
glut and eventual downswing of prices. Its
adversary Iran, is doing the same, even
as it is releasing its huge oil stockpile.
Good and bad. Pump prices of oil
products have been slashed close to
50% - to the delight of all consumers. But
this is bad for import tax collections! The
downside effect on Middle East economies
has complications. Job orders for OFWs
are being reduced, even as renewals of
work contracts are also being adversely
affected. In the last estimate, the lower
job market will mean no less than10,000
OFWs may be sent home jobless. Local
employments must be increased.
US DOLLAR: The mighty greenbacks
is losing exchange value, albeit minimally.
Since the Phl peso is somehow attached
to the dollar, our FX rate is also adversely
affected. This is the reason why the
USD is now worth close to P48 and this
rate is expected to further decelerate.
Good for OFW beneficiaries as long as
their remitting relatives are kept in their
employers payroll. Exporters are also
benefitting from the higher dollar exchange
rate.

Their stock markets are losing investors,
especially foreigners. This should lower

POLITICS: August 9 is the start
of the campaign period for national
posts. All the major parties will proclaim
their presidential, vice-presidential and
senatorial bets usually in their respective
bailiwicks! Grace Poe will be in the ballot
but her fate hangs with the Supreme
Court. If our organic law is fully applied
she may be disqualified. The issues
are clear: whether she is a natural-born
Filipino, and if her Philippine residency
suffices for her candidacy!

The other Dengue Mosquito


The World Health Organization had
been warning all nations about the risk and
danger of the Zika virus which belong to
the common dengue virus. Our Secretary
of Health frequently talk on TV about the
danger of this virus. Hence, I wish to echo
the following advice of the World Health
Organization published in the Philippine
Graphic dated Feb. 1, 2016:
Dengue is carried by two vectors: The
Aedes Aegypti and the Aedes Albopictus.
Tha Aedes Aegypti is an indoor mosquito
that tends to breed and bite people inside
houses and structures, according to the
research uploaded to the United States
Centers for Disease Control (CDC) website.
Aedes Albopictus is an outdoor mosquito
that breeds in outdoor areas like stagnant
ponds and sometimes comes indoors.
So many advertisements for bug spray
and insect repellent use dengue as its
scare marketing tactic. Killing mosquitoes,
Lee-Suy said, is not the only approach
people should take. Nor is repelling them.
The mosquitoes will still be there if you use
repellents. Killing them does not destroy
their breeding grounds, he said. Ideally,
we should look at ridding our environment
of mosquito breeding grounds to bring the
total population of mosquitoes down and
keep them down.
According to studies done by the World
Health Organization (WHO), dengue can be

married in Bikol, and raised her family
in Bikol. Albay Gov. Joey Sarte Salceda
promised to deliver his constituents
votes to the Mar-Leni tandem,
predicting Leni will beat Escudero here.
My heart goes for Leni because of her
qualification, values and programs. His
model father - Judge Tony Gerona is
my NKP frat brother. Bingo!

These projects are in support of the
Medium Term Philippine Development
Plan (MTPDP) 2005-1010 being pushed

for institutionalizing the 4Ps that benefited more or less 5,000 families and the

treat the patient as effectively as they
would have been able to if the ailment
is caught early. Many Filipinos dismiss a
fever as if it were nothing.
Fever, he said, is the sign your body is
fighting an infection. This should already
alert the patient and his or her care
providers that something is wrong and
that a doctor should be consulted.

Tinagba Festival 2016 successful

came for the 2016 Tinagba
Festival which culminated
February 11 in Iriga City.
The festival which started
with the nine-day novena
to Our Lady of Lourdes
whose feast coincides with
the festival was highlighted
with the colorful float and
bullcart parade and street

dancing competition. The


floats carried the thrusts
of the Asean Integration
while the bullcarts that
were pulled by beautifully
decorated carabaos were
filled with the best fruits
and vegetable produced
from the farms in different
barangays. They were later
given to selected depressed
families in the city.

Explicit Teaching Towards Fast Learning

Flowers, candy, red hearts and romance. That's what Valentine's day is all about, right? Well, maybe not.
The origin of this holiday for the expression of love really isn't romantic at all -- at least not in the traditional sense.
Father Frank O'Gara of Whitefriars Street Church in Dublin,
Ireland, tells the real story of the man behind the holiday -- St.
Valentine.
"He was a Roman Priest at a time when there was an emperor called Claudias who persecuted the church at that particular time," Father O'Gara explains. " He also had an edict
that prohibited the marriage of young people. This was based
on the hypothesis that unmarried soldiers fought better than
married soldiers because married soldiers might be afraid of
what might happen to them or their wives or families if they
died."
"I think we must bear in mind that it was a very permissive
society in which Valentine lived," says Father O'Gara. "Polygamy would have been much more popular than just one
woman and one man living together. And yet some of them
seemed to be attracted to Christian faith. But obviously the
church thought that marriage was very sacred between one
man and one woman for their life and that it was to be encouraged. And so it immediately presented the problem to the
Christian church of what to do about this."
"The idea of encouraging them to marry within the Christian church was what Valentine was about. And he secretly
married them because of the edict."
Valentine was eventually caught, imprisoned and tortured
for performing marriage ceremonies against command of Emperor Claudius the second. There are legends surrounding Valentine's actions while in prison.
"One of the men who was to judge him in line with the Roman law at the time was a man called Asterius, whose daughter
was blind. He was supposed to have prayed with and healed
the young girl with such astonishing effect that Asterius himself became Christian as a result."
In the year 269 AD, Valentine was sentenced to a three part
execution of a beating, stoning, and finally decapitation all because of his stand for Christian marriage. The story goes that
the last words he wrote were in a note to Asterius' daughter. He
inspired today's romantic missives by signing it, "from your
Valentine."
"What Valentine means to me as a priest," explains Father
O'Gara, "is that there comes a time where you have to lay your
life upon the line for what you believe. And with the power of
the Holy Spirit we can do that -- even to the point of death."
Valentine's martyrdom has not gone unnoticed by the general public. In fact, Whitefriars Street Church is one of three
churches that claim to house the remains of Valentine. Today,
many people make the pilgrimage to the church to honor the
courage and memory of this Christian saint.
"Valentine has come to be known as the patron saint of lovers. Before you enter into a Christian marriage you want some
sense of God in your life -- some great need of God in your
life. And we know, particularly in the modern world, many
people are meeting God through his Son, Jesus Christ."
"If Valentine were here today, he would say to married
couples that there comes a time where you're going to have to
suffer. It's not going to be easy to maintain your commitment
and your vows in marriage. Don't be surprised if the 'gushing' love that you have for someone changes to something less
"gushing" but maybe much more mature. And the question is,
is that young person ready for that?"
"So on the day of the marriage they have to take that into
context," Father O'Gara says. "Love -- human love and sexuality is wonderful, and blessed by God -- but also the shadow of
the cross. That's what Valentine means to me."

The one most important purpose of
teaching is to make students learn.
Learning is a difficult process. It is also a
painstaking activity and even takes a long
period of time for a child to learn.
To a teacher, there us none more
inspiring than to see that his students are
learning or have learned. Yes, Virginia, a
teacher is very happy over his students
getting good results in examinations he has
himself given. If a pupil can shout with joy
because he has made an excellent mark in
an examination, the teacher feels the same
way. The student is just manifesting that his
teacher has taught well that he understood
what he taught and that he has certainly
learned.

not new. And this is something that should
get into the teachers mind.
There are many ways of teaching and all
of them are aimed to make learning easy.
So, education find ways.
Explicit teaching can bring in the desired
learning.

Explicit teaching is an instructional


strategy used by teachers to meet the
needs of their students and engage them in
unambiguous clearly circulated teaching.
Making students learn is a challenge to
a teacher that can be answered through a
concrete focus on a gradual and progressive
steps. This eventually leads to a student
development through an independent
application of knowledge, understanding
and skills associated with a particular
curriculum.
The following are steps suggested in
explicit teaching. The steps have been
formulated by education expertise.
Start focusing instruction on identified
curriculum content. It is therefore necessary
to understand in the first place what the
curriculum is all about.
Connect to prior knowledge and skills
when beginning a new lesson. We can this
recall of a past lesson taught to establish
continuity of a lesson. Every single lesson
is taught independently but they are carry
over of a previous learned lesson.
Establish and maintain clear learning
goals and expectations for each lesson. As
teachers we are aware that every lesson
carries a particular objective.

Deconstruct and sequence teaching


to focus on the steps that lead to new
knowledge and deeper understanding
and more sophisticated skill.
Describe and model concepts and
processes clearly using thinking aloud
and examining models and examples.
Vary instruction in response to
immediate and reflective feedback.
Ask questions to continually monitor
understanding and progress. The teacher
should ask questions as often as possible
and comment on previous knowledge
Establish and maintain a reflection
on objectives.
A kind of success criteria should be
formulated.
Demonstrate and intensify the lesson
to develop the capability of the students
to eelf regulate their learning.
Actually, explicit learning is nothing
new. The whole idea of teaching very
clearly and simply is the bottom line of all
kinds of teaching and the goal of teaching
has not changed a bit and that is to make
students learn.
With explicit teaching and with more

What Keeps Me Going?


Motivation is basically a feeling of
movement. When I am motivated, I want
to go from doing one thing to another thing.
Most of the time, I am going from doing
nothing to doing something. But what is really
the importance of motivation when it comes
to my personal life as well as the workplace?
Well, unless if I dont have goals go work on
and tasks to complete, motivation is quite
worthless. Of course, I know that there are
always things to do in life. In most cases,
what to do is not the problem, the biggest
challenge that many people have is being
able to have enough motivation to do the
things I know I should be doing. One fact
of life is that most of the things that will give
me what I want are the things that I want to
do the least. I know I need to take a certain
action in order to produce a certain result but
what I am currently doing is more pleasurable
than taking that action. Thats probably why
most people will never really experience the
life that they have always wanted. Lets look
at what motivation is and its importance in
different situations and how a lack of action
can lead to negative consequences.
In the Workplace, when I dont have
the motivation to do my work, i will either
eventually get fired or I will not likely get
promoted and will stay where I am for a
long time. If I am the supervisor or the
owner, a lack of motivation throughout my
company can create a rather unproductive
workplace. This will lead to loss of sales,
profits, and market share. In this case, its
important to do what it takes to create an
environment where people naturally want to
do their work. The importance of employee
motivation shouldnt be taken lightly here.
The companys survival depends on it.
In Business, if hate working for someone
else and want to start my own business,
that is great. However, as most business
owners will find, having my own business
will depend way more from me. This can
be great if I am highly motivated but if I am
not, that can be a bad combination. Without
anyone at my back telling me to do my

work and threatening to fire me if I dont,


its easy to just put things off until later.
The worse thing that can happen is that I
go out of business and if I have invested
a lot of money into the business, it can be
a tough situation to go through. Business
owners normally work 12 to 16 hour days
so unless I really hate working for someone
else or I really love the business, I may want
to think twice about this option. Its not for
everyone.
In the Classroom, when students have
no motivation to study, it can be hard to get
the grades they need to accomplish their
educational goals. Most students, believe
it or not, are capable of doing very well in
school despite what their current grades
are showing. Most of the time, its not the
lack of ability to learn the material but the
lack to interest and motivation to put in the
effort to actually do well. I, as a teacher,
its important that I do what I can to teach
the material in a way that will interest the
students. Even something as boring as
history can be taught in a stimulating way.
Theres no question about the importance
of motivation and how it plays a part in all
areas of our lives. We all have dreams
and goals that we want to see become a
reality. If we had a never-ending stream
of motivation, we can literally do anything.
The problem is that most people will never
put in the effort that is needed to live an
extraordinary life. Why?, Because its easier
to do nothing than to do something. Go, do
something!
We never observe motives directly.
Rather we infer their existence from the
people say about the way they feel and
from observing that people and animals
work towards certain goals. In other
words, motives are inferences behavior. If
our inferences about motives are correct,
we have a powerful for the explanation
of behavior. Truly speaking, most of our
everyday explanations of behavior are
in terms of motives. Here is a simple
question- Why are we going to Graduate

Studies? The answer is given usually


in terms of motivation. We are going to
the educational institution because we
want to learn something or we need a
masters degree to upgrade our skills and
secure a better position in our company
or in the work place. We, teachers, are
students in the Graduate because we
think it is expected of us, and one of our
goals is to conform to what is expected.
It is true that, most likely we are going to
study to meet some combination of these
needs. Someone who understands our
motives can see why we do the things
the way we do. For this reason, clinical
and personality psychologists who study
the behavior of individuals place so much
emphasis motives. Sometimes motives
do not tell us exactly what will happen;
rather they give us an idea about the
range of things a person will do. So, in
other words, motives help us to make
predictions about behavior.
Motivation, known as a strong
and irrespective force which helps
people to achieve what they want and
aspire to, which can help overcome all
possible obstacles and find the shortest
way to the goal. This is an amazing
factor that helped millions of people
to get what they wanted and needed.
Motivation goes hand in hand with such
two essential concepts as inspiration
and determination, which can help us
pursue our personal and professional
goals, reach financial independence and
professional career success, achieve
personal harmony and peace of mind,
as well as other moral heights. Properly
supported with strength of mind and
courage of the spirit, motivation can
become an unbeatable weapon in the
hands of any one on the way to all sorts
of success and much better life.

Institute of Management
(AIM) in Makati City who are
themselves civil servants and
students of local governance
in their respective countries
were on site visit in this city

observe Nagas best practices
in terms of transparency, participation, and responsiveness
as norms in how it conducts

them on the citys people empowerment initiatives and its

monologues by Eilyn Nidea
based on Arejolas Mga Ibon
sa Maaraw na Alas-Siyete.

who is concerned with transparency and accountability
initiatives and sees to it that lessons learned should be applied

The other participants were

They were accompanied by

la Cueva of the Ateneo (de Manila) School of Goverance who
coordinated their itinerary and
logistics.

The twin bill is scheduled for


performances at the Multi-Purpose Hall of the Ragay National
Agricultural & Fisheries School
(RNAFS) on February 22 and 23
and at the Rolando Andaya Hall
on February 24. On tour performances at the Ravina Hall of the
Central Bicol State University of
Agriculture is scheduled on February 28 and at the Pili Sports
and Cultural Complex on February 29.

table discussion on the gender
issues raised by the two plays.

Follow new wage hike order

The Department of Labor
and Employment (DOLE)
provincial office here has
reminded owners of establishments to implement new
wage order which took effect
since December 25 last year.
This is in line with the new
Wage Order No. RBV 17 of
the National Wage Productivity Commission of DOLE.
Based from the said wage
order, the salary was increased
from P260.00 to P265.00 per
day to workers working in

establishments or non-agriculture which have 10 employees


or more.
Among these establishments are department store,
grocery store, hardware, restaurants, bakery, construction firm, gasoline station and
among others.
Those working in agricultural, cottage or handicrafts or
establishments with less than
10 employees, salaries shall be
P248.00 per day from the previous P236.00.
DOLE Provincial Director Jane Rolda said that they
have already distributed cop-

ies of the new wage order to


the establishments and Public
Employment Service Office
(PESO) of the local government units for implementation
to their locality.
She also urged employees
to visit their office if they have
complaint against their employer and if they dont receive
proper wage and other benefits

The pace of technology development is simply astounding.


Cellphone, iphone, netbook, laptop, tablet, name it and the IT
world will give you a long list of the latest trends and fad as far as
communication and technology are concerned. We must admit
that these things made our lives easy and comfy, especially in
transmitting messages, worldwide.
Gone were the days when an ordinary letter or telegram could
reach the receiver in a week or two. Today, in just a snap of a
finger, there your messages go, at the lowest rate, more so, if
you avail yourself of the unlimited promos and services offered
by telecom companies, indeed, we are amazed, enticed, and
fascinated by the various features installed in our gadgets and
the convenience they accord us. Truly, the generation Z is now
engrossed with these life-changing array of modern and hightech products.
But,wait, let us pause and examine how the IT world has
twisted our way of life. During the early days, courtship was along
painstaking process. The guy has to pass an ordeal before he
reaps the girls sweet yes. Nowadays, relationships are built
online. Partners are easily hooked by their flowery and sugarcoated words even without meeting each other in person. As a
result, there are an enormous number of shattered relationship
since they are built on the wrong foundation. Exploitation and
cyber crimes have become rampant which oftentimes victimize
women and children.
I am a martial law baby, but I can still vividly recall how we
enjoyed outdoor games such as chinese, garter, tumbang
preso, football and some indoor games like sungka and bahaybahayan. Play time was indeed full of fun and vigor running,
jumping, screaming and laughing. Now, kids tend to be obese
since they no longer have physical activities. Even outdoor
games are already played in the computer or laptop inside the
house. Dota, Clash of Clan (COC), Candy Crush, have captured
the youngs mind and time instead of studying their lessons.
These games have also stolen the opportunity to mingle with
playmates and learn social graces.
Reading, which is supposed to be a worthwhile hobby has
been replaced by texting and instant messaging. Communicating
with family members has been set in the silent mode. The text
generation has already lost its sense of respect and good virtues
as their minds have already embaced the diverse cultures which
they have known and manifested in real life. We have already
lost that utmost identity as respectful, reserved, family-oriented
and peace-loving people.
Who would shoulder the blame? It would be hard to point
our fingers. But in the peak of technology breakthroughs, each
of us must be responsible of what we indulge in.
The choice is ours.

Construction Company Limited, San Miguel Corporation
(SMC), Metro Pacific Investments Corporation (MPIC)
and Ayala Corporation (AC)
which all have bought NSRP
pre-qualification bidding documents.
The winning bidder will
design, construct, finance, operate and maintain the project,
according to the PNR.
