SELECTION OF CANDIDATES: Those candidates


who acquire a specific standard in the written
test will be called for the skill test. The date,
place and time of the skill test shall be intimated
to the candidates online. Admit cards for the
written examination as well as the skill test, if
called for, would be sent to the candidates at the
email provided by them in the online application
form. The candidates would also have an option
to download their admit cards if they do not
receive it by email. Based on the performance of
the candidates in written & the skill test, they will
be selected subject to the condition of successful
completion of their Character and Antecedent
verification followed by medical examination.

HOW TO APPLY: (i) Applications should be


submitted ONLINE only by logging on to the
website www.mha.nic.in. Applications will NOT be
accepted through any other mode. (ii) Online
registration will become operational from the date
of publication of the advertisement in the
Employment News, i.e. Jan 30, 2016 till 2359
hours of the closing date, i.e. Feb 20, 2016.
Registration done prior to Jan 30, 2016 and after
Feb 20, 2016 will not be entertained.

EXAMINATION FEE: Rs. 50/ (Fifty Rupees only).


Only male candidates belonging to General and
OBC category are required to pay the fee. SC/ST
and female candidates are exempted from
payment of examination fee.
MODE OF PAYMENT: Applicants (who are
required to pay the fee) are to pay the fee by
cash deposit at any branch of State Bank of India
using the Challan form (available in part II of the
online application). The applicant will be required
to take a printout of Challan form (wherein name
of the applicant, his/her Registration number, etc.
will be printed) and deposit the fee in cash in any
branch of State Bank of India after a gap of one
working day. A counterfoil of this Challan would
be given back to the candidate by the bank,
indicating the transaction ID, which may be
retained by the candidates.
Those candidates who apply on the closing date
(Feb 20, 2016) can deposit the fees in any State
Bank of India branch after a gap of one working

Mazhar Sultan & Anr. V/s. U.P. Public Service
Commission & Ors. and The Gujarat State
Judicial Service Rules, 2005', invites On-line
Applications from the eligible Practising
Advocates, for filling up, by Competitive
Examination, approximately 47 (22 Regular + 25
ad-hoc) vacancies, existing and future, in the
cadre of District Judges, in the pay-scale of Rs.
51,650-1240-59,090-1390-63,260 + Allowances, as
admissible under the Rules.
(ii) The High Court reserves its right to alter the number
of vacancies, than notified.
(iii) On-line Applications can be submitted from 01/02/
2016 (12.00 Hrs.).
Last date for submission of On-line Applications
will be 29/02/2016 till 23.59 Hrs.

Essential Qualifications :Candidate must possess a Degree in Law from a


University recognized by law in India.
(ii) Candidate must be a practising Advocate in Courts
of Civil and/or Criminal jurisdiction on the last
date fixed for submission of On-line Applications
and must have so practiced for a period not less
than Seven Years, as on 29/02/2016.
Explanation : For the purpose of this Clause, in
computing the period during which a person has
been an Advocate, there shall be included the
period during which he has held a Judicial Office.

the Government of Gujarat in General

The Preliminary Examination (Elimination


Test) based on a Computer Based (Online)
Examination System shall consist of 2
Papers - (each of 100 Marks & 2 Hours

Preliminary Examination, will be English.

Marks in the Preliminary Examination
(Elimination Test), shall be eligible for being
called for the Main Written Examination.
However, the Marks obtained in Preliminary
Examination (Elimination Test), shall not be
taken into consideration for preparing the Final
Merit of the candidates.
Competitive Examination :Main Written Examination (Descriptive Type) :(Tentatively scheduled on 24th April - 2016)
The Main Written Examination (Descriptive Type)
shall consist of Two Papers - (each of 100 Marks
& 3 Hours duration)
Viva voce (Personal Interview): (Tentatively
scheduled for the month of June/July, 2016).
Viva-voce (Personal Interview), shall be of 50
Marks.
The object of the Viva-Voce is to assess the
suitability of the candidate for the cadre by judging
the mental alertness, knowledge of law, clear and
logical exposition, balance of judgment, skills,
attitude, ethics, power of assimilation, power of
communication, character and Intellectual depth,
Analytical ability and the like, of the candidate.
In view of the amended Rules viz. Sub Rule (1)
(i) of Rule 11 of the Gujarat State Judicial Service
Rules, 2005, since Character and Suitability,
of a Candidate, holds an important and paramount
place, for being considered, for Appointment to
the State Judicial Service, therefore, kindly note
that, these aspects can be inquired into, by the
Competent Authority, prior to the Viva- Voce
(Personal Interview), as per Annexure -A:
For being eligible to be included in the Select
List, the candidate must have obtained minimum
40% Marks in Viva-voce.

Preparation of Select-List :-

Selection of candidates shall be made on the


basis of aggregate Marks obtained by the
candidates in the Main Written Examination &
Viva-voce/ Personal Interview. However, the Marks
obtained in Preliminary Examination (Elimination
Test), shall not be taken into consideration for
preparing the Final Merit List of the candidates.

are born between 28/02/1971 and 28/02/1981 and
the candidates belonging to Reserved Categories
(SC/ST/SEBC) as well as Orthopedically Disabled
Persons and Ex-Servicemen, who born between

to apply.
The Candidates who have successfully submitted
On-line Applications, shall only be eligible for
appearing at the Preliminary Examination
(Elimination Test).
The decision of the High Court as to the eligibility
or otherwise of a candidate for admission to the
Preliminary Examination, Main W ritten
Examination and/or Viva-voce, shall be final. No
candidate, to whom a Certificate of Admission

viz. e-Call-Letter-cum-Admission Slip has not


been issued by the Recruiting Authority, shall be
admitted for the Examination concerned.
The candidates shall have to appear at their own
expenses for the Preliminary Examination / Main
Written Examination and Viva-voce, (if called for),
at the place and time, that may be decided by
the High Court.
Benefit of relaxation in upper age limit & Fees
shall be granted to the Orthopedically Disabled
Persons, provided that Certificate in respect of
the Disability issued by the Competent Authority
of the State, is produced by the candidate as and
when called for, whereas, relaxation in upper age
limit shall be granted to the Ex-Servicemen,
provided Certificate/Identity Card in that respect,
is produced by the candidate as and when called
for.
The list of eligible/short-listed candidates will be
placed on High Court website as well as HCOJAS portal of NIC, at the relevant time.

g)

For any exigency arising in the interregnum


phases between the Recruitment process, no
request by e-mail or otherwise, will be entertained
for conducting re-test, under any circumstances.
h) Candidates shall be required to download their
respective e-Call-letters from the Gujarat High
Court website as well as OJAS Portal of NIC, by
using their respective Advertisement Number,
Confirmation Number and Date of Birth, for
appearing at the respective Examination/
Vivavoce, during the specified period.
i) Candidate shall have to produce, at the time of
appearing for the Preliminary / Main Written
Examination/ Viva-voce, an Identity proof i.e. ID
Card issued by Election Commission of India or
the Bar Council of the State or PAN Card or
valid Driving License, in original plus one copy,
along with the print out of the e-Call Letter and
original Cash Voucher.
j) Entry in the Compound of the Examination Centre
with Mobile/Cell Phones, Tablets, Laptop,
electronic gadgets, etc. is strictly prohibited.
A candidate who is found indulging in unfair
practices, viz. copying or misconduct during the
course of examination, using electronic gadgets
or Mobile Phones etc., tampering with Question
Paper, influencing any person concerned with the
Preliminary Examination (Elimination Test) or
Written Examination or Personal Interview, will be
debarred from appearing for Preliminary
Examination (Elimination Test) or Main Written
Examination or Viva voce Test, as the case may
be, for that Examination or for any number of
years or permanently, as may be decided by the
High Court.
k) Result of all Tests/Examinations, will be made
available on the High Court website as well as
OJAS Portal of NIC and/or by any other mode
that may be decided by the High Court, at the
relevant time.
l) Mere success in the Test/Examination, shall not
confer any right to Appointment, and no candidate
shall be appointed to the post unless the
Recruiting Authority and/or Government is
satisfied, after such inquiries, as may be
considered necessary, that the candidate is
suitable in all respects for Appointment to the
post.
m) Candidate should obtain the requisite Language
Certificate and Practice/Experience Certificate
from the Competent Authority after publication of
result of Main Written Examination.
n) At present, Candidates shall not send copies of
any testimonials/ documents to the High Court.
They shall produce, Print out of the On-line
application, alongwith following original
Testimonials as well as one set of self attested
photo copies thereof, and recent passport size
photograph, at the time of Viva voce Test, to be

The crucial date for determining the age limit,


educational qualifications, certificates/testimonials,
caste, category, etc., shall be the closing date
for receipt of applications from the candidates.
The date of birth as well as the name of the
applicant will invariably be taken from the
matriculation certificate issued by a recognized
board. No other proof of date of birth and name
shall be accepted.
Certificates in support of qualifications must have
been obtained on or before the closing date from
recognized Board.
Degree/Diploma etc. obtained through Open
Universities/Distance education mode will not be
accepted for the purpose of Educational
Qualification unless it is recognized by Distance
Education Council in terms of Ministry of Human
Resource Development Notification No. 44, dated
01.03.1995 published in the Gazette of India dated
08.04.1995 for the relevant period when the
candidate acquired the relevant qualification.
Those candidates, who are yet to get their 10+2
mark sheet or certificate, if called for skill test,
would be required to submit a proof of passing
the examination on or before the closing date.
Such proof would not be entertained if issued
after the closing date on ground of late conduct
of examination, delay in declaration of result or
any other ground whatsoever.
SC/ST/OBC candidates may fill up their respective
category in the application form carefully. It is
made clear that category once mentioned in the
form shall NOT be changed in any circumstances.
The candidate will have to produce the documentary
evidence issued by the Competent Authority in
support of his/her claim at the time of skill test.
Candidates claiming benefit of OBC Category
should ensure that they belong to OBC Category
as per the notification of the Central Government
meant for appointment to the posts under the
Government of India (and not as per the notification
of the State Government) and DO NOT belong to
the creamy layer. If any candidate qualifies in the
written test, he/she will have to produce the OBC
certificate along with the undertaking in the
proforma given at Appendix I at the time of skill
test. The certificate in any other proforma will not
be accepted in any case. In case the candidate
fails to submit the certificate in the proforma
(Appendix I) from the Competent Authority, his/
her candidature for the post will be summarily
rejected and no correspondence will be entertained
in this regard.
Any change in category will NOT be entertained
in future and the candidature of such candidate
shall be cancelled.
Candidates will be required to produce the original
certificates/testimonials when called for the skill
test.
Candidates already in Government service or
working with PSUs/Autonomous Bodies should
inform their Employer or obtain necessary
permission, as the case may be, before applying
for the said post. No Objection Certificate (NOC)
from the Employer is required to be furnished at
the time of skill test, if called for.
Candidates who get employed in Govt. service/
PSUs/Autonomous bodies after the closing date,
would be required to bring NOC from their
employer at the time of the skill test, if called for.
Candidates who have appeared in the 10+2
examination and whose results have not been
declared by the closing date are not eligible and
as such they NEED NOT apply. The candidature
of such candidates will NOT be entertained.
No TA or other expenses will be admissible to the
candidates for appearing in the written examination/
skill test except to unemployed SC/ST candidates
who will be reimbursed the fares as admissible
under the Rules. No cash payment will be made at
the time of written or the skill test.
Candidates are advised to keep ready the following
documents in original along with their attested
copies soon after the declaration of the result of
written examination: (a) Matric/Higher Secondary
(10+2) School certificate or equivalent showing
name and date of birth, (b) OBC certificate, if
applicable, in prescribed proforma, as explained
in para 8 (x) above, (c) SC/ST certificate, if
applicable, (d) NOC from the present employer, if
applicable, (e) Sufficient number of photographs,
identical to the one uploaded, and (f) Any other
document/testimonial as deemed necessary by
the candidate.

Upper age limit is relaxable by 5 years for SC/ST

for general candidates and up to 40 years for SC/

Candidates opting for Delhi as centre of
examination may not necessarily get Delhi as
examination centre. However, efforts will be made
to accommodate them in nearby centres.
(v) The eligibility of the candidates in terms of age,
educational qualification, caste/category etc. will
be determined on the closing date. The candidate
must be 10+2 passed or equivalent from a
recognized Board on or before the closing date,
i.e., the final result must be out on or before the
closing date, i.e. Feb 20, 2016 (till 2359 hours)
