Réunis à Luxembourg les 30 et 31 mai 2005, les trente-cinq Ministres euro-méditerranéens des Affaires
étrangères ont confirmé que « le rythme des investissements directs nationaux et étrangers restait
trop lent dans les pays partenaires » du Sud de la Méditerranée et qu’il convenait d’accroître la
coopération, en vue d’attirer ces investissements et d’accélérer le développement économique de la
région.
Là réside précisément le rôle d’ANIMA, Réseau Euro-méditerranéen d’Agences de Promotion des
Investissements basé à Marseille, qui a largement contribué, depuis 2002, à l’élaboration d’une
stratégie et à la mise en œuvre d’outils d’attraction des investissements directs étrangers vers la
Méditerranée. Tous les partenaires du processus de Barcelone sont désormais convaincus de l’utilité
de l’action ainsi engagée.
ANIMA, ainsi que ses partenaires locaux et nationaux, suggèrent logiquement d’aller plus loin. Ils
proposent une nouvelle approche, « l’accélérateur des investissements en Méditerranée (AIM)».
Celui-ci prendrait la forme d’une organisation pérenne, installée à Marseille, plate-forme économique
et financière, qui nourrit l’ambition de devenir la capitale régionale de la coopération sur
l’investissement.
Conscient de l’urgente nécessité de promouvoir les investissements dans la région méditerranéenne et
connaissant les atouts présentés par la Ville de Marseille, la Communauté Urbaine Marseille Provence
Métropole, la Région Provence-Alpes-Côte d’Azur et tous les organismes associés, le Gouvernement
français accompagne très volontiers leur initiative et encourage ses partenaires au sein du processus
de Barcelone à la soutenir.

Introductory message

Paris, 15 June 2005


At a meeting in Luxembourg on 30 & 31 May 2005, the thirty-five Euro-Mediterranean Foreign Affairs
Ministers confirmed that “the rhythm of domestic and foreign direct investments remained too slow
in the South-Mediterranean partner countries” and that it was advisable to increase co-operation
with a view to attracting more investment and accelerating the economic development of the region.
This is precisely the role of ANIMA, the Euro-mediterranean Network of Investment Promotion
Agencies, based in Marseille, which since 2002 has contributed to a large extent in the development
of a strategy and the implementation of tools for the attraction of foreign direct investment into the
Mediterranean. All the partners of the Barcelona process are now convinced of the usefulness of the
action undertaken.
ANIMA, like its local and national partners, logically suggests going further. They propose a new
approach, "the Accelerator for Investments in the Mediterranean (AIM)". This initiative would take
the form of a perennial organisation, situated in the economic and financial platform of Marseille, a
city which nurtures the ambition to become the regional capital for co-operation on investment.
Conscious of the urgent need for promoting investment into the Mediterranean region and knowing the
advantages as presented by the City of Marseille, the Communauté Urbaine Marseille Provence
Métropole, the Région Provence-Alpes-Côte d’Azur and all other associated bodies, the French
Government accompanies this initiative whole heartedly and encourages its partners within the
Barcelona process to also give their support.

Why a global investment approach
in the Mediterranean?

As of 2010 the Euro-Mediterranean region will become the biggest


free trade zone worldwide … based on existing European standards
With a global GDP of €600bn, the MEDA region itself is half of China
… and much more accessible to us

A co-operation between many Euro-Med partners

In 1999 the Région Provence-Alpes-Côte d'Azur (PACA) defined and subsequently


approved a strategy of decentralised co-operation for the period 2000-2006
With neighbouring European regions, notably in Italy (Tuscany) and Spain (Andalusia) in the form
of Interreg programmes
With several MEDA partners: Tunisia (Tunis), Morocco (Tangiers-Tetouan region), Israel (Haifa),
Palestinian Territories (Khan Younis, Gaza), Lebanon, Turkey and Egypt (Alexandria)
Med Accueil Programme for the international mobility of young people, a sort of Euro-Mediterranean
Erasmus programme (welcoming of students from PACA’s partner regions)
The PACA region supports a policy of innovation and a strong network of centres
of excellence for the attraction of investment

Public partners
More than 10 local organisations have shown an interest in assisting
ANIMA: IPAs such as Provence Promotion (Home Sweet Home),
National Agencies such as Euroméditerranée or AFD (supply of offices
or conference space), experts from local authorities for training or
technical assistance (Côte d’Azur Développement, MDER PACA, etc.)
and incubators such as Marseille Innovation etc.
Marseille will continue to mobilise those locally-based bodies keen to
develop synergies with AIM
Private partners
Marseille decision-makers favour the search for co-investment on both
banks of the Mediterranean. Large companies (for example Sodexho)
form part of the Pro-Med Committee and will play a role in this task of
promoting the Mediterranean site
Co-organisation of events or initiatives
Investment promotion is undertaken in the region by promoting the
image of the region to international comapnies : Marseille will allow all
AIM partners to benefit from this, as was already demonstrated with
the Euro Mediterranean Investment Summit

The ANIMA network has the support of all local public partners
Its continuation in the form of AIM will receive the same kind of support

They will actively participate in the Steering Committee tasked with
preparing ANIMA’s future (AIM)
They will help in the welcoming of new personnel and the setting up of the
new structure at the heart of Euroméditerrannée

« Le développement de l'investissement direct étranger (IDE) dans les pays MEDA est
d'une importance stratégique à la fois en termes d'injection de capital et comme vecteur
de modernisation du tissu économique et social. Aujourd'hui, la "région MEDA" draine
moins de 1 % du total mondial des flux d'IDE. L'Union européenne n'injecte dans cette
région que moins de 5 % de ses investissements privés mondiaux.
Le projet européen de créer l'APIM – Agence européenne pour les investissements en
Méditerranée – est à cet égard très important. En préfiguration de cette possible agence
européenne, la Commission européenne, à la suite notamment de la conférence euro-
méditerranéenne de Klagenfurt à la fin 1998, a mis en place le programme ANIMA
(Réseau des agences de promotion des investissements dans la région Méditerranée). Ce
programme est placé sous l'égide d'un consortium conduit par la France et auquel
participent l'Italie et le Maroc, ce consortium étant également lié par des partenariats
avec 11 autres pays du Sud et de l'Est de la Méditerranée et plusieurs agences de
promotion des pays et collectivités d'Europe.
L'AFII – Agence Française pour les Investissements Internationaux – a été désignée
comme "pilote" et comme "Unité de gestion du programme". L'AFII que préside Madame
l'Ambassadeur Clara GAYMARD, a décidé de localiser à Marseille, dans le périmètre de
l'opération d'intérêt national Euroméditerranée, une antenne chargée de conduire une
part conséquente de ce programme.
La réussite du programme ANIMA, qui comprend à la fois de nombreux séminaires de
formation, la réalisation d'études sur les IDE en Méditerranée et la création d'un site
Internet, est majeure. Si l'Union européenne décidait vers la fin 2003 de créer l'APIM,
Marseille serait bien entendu candidate à sa localisation, la France étant, je le rappelle, le
premier émetteur d'IDE vers le Sud. »
