My Tour Report is going to be on Salisbury-Ocean City: Wicomico Regional Airport (SBY)

which is located in Salisbury, MD and is about 7 miles from where I live in Delmar, MD.
I chose this airport because it is where I have worked for the last couple years and although I
never joined the ARFF team I know a little about it. Piedmont Airlines currently operates the 37
passenger Bombardier Dash-8-100 and 50 passenger Bombardier Dash-8-300 aircraft.

Every year the Wicomico County Airport Commission solicits bids to Third-Parties for
compliance with Federal Aviation Regulation Part 139.319 which requires all rescue and
firefighting (ARFF) personnel to participate in at least one live-fire drill prior to initial
performance of rescue and firefighting duties and every 12 consecutive calendar months
thereafter. (Rising Up Aviation, 2011)
I also know from first-hand experience and the airport commission website that Wicomico
County Airport Commission has a Letter of Agreement with Piedmont Airlines to provide
personnel necessary for compliance with Federal Aviation Regulation part 139.319. The Letter
states that the Piedmont Airlines ARFF Crew is made up of no more than 30 airframe and
power plant mechanics with 18 of those 30 slots currently filled. (County of Wicomico, MD

Office of the County Executive, 2015) Therefore, since the Salisbury-Ocean City: Wicomico
Regional Airport is a certificated air carrier airport issued an Airport Operating Certificate by the
FAA it is required to fully comply with FAR Part 139 which Section 139.319 is a part a part of.
SBY operates as a Class I airport and has an (A) Index which permit the use of mobile
interior/exterior fire training simulator which it uses and is identified in Advisory Circular
150/5220-17B Aircraft rescue and Firefighting Training Facilities. (Federal Aviation
Administration, 2010)

Here are some required Minimum Interior/Exterior Fire Exercises SBY ARFF is required to
comply with.
1. ARFF Live-Fire Training must provide all ARFF Crew member with the opportunity to
participate (with nozzle) in the following:
a. an exterior (pad) fire b. An interior fire c. An engine fire (simulator should be set up in a highwing configuration because airport primarily serves high wing aircraft).

2. All members have successfully completed the University of Marylands Maryland Fire and
Rescue Institutes (MFRI) Airport Firefighter Seminar and have facial hair that meets compliance
with NFPA 1500 are at least 18 years of age and are provided with full turnout gear and SCBA.
Moreover, The County Airport Commission also maintains and provides an Oshkosh Striker
1500 ARFF Response Vehicle that Piedmont houses in its maintenance hangar and is used for
ARFF training/response. The Striker 1500 is equipped with two 150 foot hand lines with pistol
grip nozzles one on each side of the truck and a joystick operated roof/bumper turret system that
dual out between 300 to 750 GPM depending on the system used. The truck has a water tank that
holds 1,500 gallons of water and has a foam tank that holds 210 gallons of foam as well as the
capability to use dry chemicals and Halon. (Thebigredguide, 2009)
Now about the Third-Party that won 2015s bid it was Kellogg Community College at
$16,712.67 and they beat out WV Fire Service Extension to provide this years training. Kellogg
Community College is from Battle Creek, Michigan.
In closing, I hope this provides some insight into the ARFF program at SBY airport.
