District hopes to improve


PARCC performance,
reduce student lateness

The Eastern Camden County
Regional School District has released its goals for the 2016-2017
school year.
This year, the district has five
goals it hopes to achieve related to
improving participation and performance rates for future Partnership for Assessment of Readiness for College and Career
exams, reducing student lateness,
reducing freshman course failures and examining the districts
internal controls.
In the districts attempt to raise
PARCC participation rates, director of curriculum, instruction
and professional development

to recognize
high school
seniors
Alpha Kappa Alpha Sorority,
Incorporated Theta Pi Omega
Chapter will hold its fifth annual
Best of Best Awards program to
recognize 60 high school seniors
in Burlington, Camden and
Gloucester counties. These students have excelled academically
and are involved in extra-curricular activities in their high school
and communities. These students are our future leaders.
The sorority will award more
than $10,000 in scholarships, including six academic scholarships, two from each county and
one scholarship to a student attending a historically black college or university. In addition,
students will receive a gift card
and thumb drive. Last month, the
sorority awarded more than
$30,000 in scholarships and book
awards at its biennial Debutante
Ball.
The keynote speaker will be
Lloyd Freeman, Esq. from Archer
& Greiner, PC in Haddonfield.
Freeman has a passion for service through professional and civic
organizations.
The event will take place Saturday, June 4 at the Mansion, 3000
Main Street in Voorhees from 9
a.m. to 11:30 a.m.

Would legalizing pot be good?


Too many unknowns exist for us to agree to that
he taboo that hovered over
marijuana for years is rapidly
evaporating into a puff of
white smoke. Gone are the Reefer
Madness days with the belief that
marijuana does significant harm to a
persons body. Gone, too, seems to be
the belief that marijuana is a gateway to more serious drugs.
Across the country, marijuana laws
have loosened from legal medical
marijuana in states such as New Jersey to the decriminalization of it in
Philadelphia to the full legalization of
it for recreational use in states such as
Colorado.
Pot is now more of a socially-accepted practice, and its becoming a big
business one that advocates for its
legalization in New Jersey say could
reap $300 million in sales tax revenue
per year.
A joint report released by the New
Jersey United Marijuana Reform and
New Jersey Policy Perspective said almost 370,000 people in New Jersey 21
and older use marijuana illegally on a

monthly basis, according to federal


data. The consumption of 2.53 million
ounces of weed a year, at the street
price of $343 per ounce, nets about
$869 million in sales.
The report estimates that if New
Jersey were to legalize pot, control its
sale like that of alcohol and tax it at 25
percent, that could result in quite the
boost to the states economy.
Representatives from the group and
other weed advocates say its time for
the full legalization. Gov. Christie has
said for a long time that he will not be
the governor to sign such a bill into
law, but he leaves office after next year.
Starting in 2018, then, its at least a
possibility that legalized marijuana
for recreational use will come up for a
vote in the Legislature.

Were glad that discussion is most


likely two years away, because we
dont feel theres enough solid information on the effects of legalized marijuana to say the money is worth it.
At the forefront of this lack of information, for us, is the absence of clear
knowledge of the effect of legalizing
pot on impaired driving. Colorado, for
example, handles stoned driving as
a DUI, no different than being under
the influence of alcohol. But there are
no field tests to see whether a driver is
stoned, and blood tests only say the pot
was in a persons system recently, not
necessarily at the time he or she was
driving.
There are plenty of other concerns,
too, such as the long-term effects of
prolonged use of marijuana, whether
its something we should be promoting
and whether were legalizing it just for
the windfall of cash.
Theres a lot to think about, a lot to
study and a lot to discuss.
Were just glad we wont have to do
that soon.

With the 2016 municipal budget
now passed, Voorhees Township
Committee has moved on to the
introduction of this years round
of major bond ordinances to fund
various projects around the township.
Committee officially introduced the bond ordinances for
first reading at its May 23 meeting, with the combined ordinances reaching more than $5
million.
Bond ordinances introduced at
the meeting include $1.2 million
for the installation of turf soccer
fields, nearly $400,000 for improvements to various township
buildings and grounds, $1.6 million for road improvements, $1.1
million for sewer utility equipment and sewer utility system improvements, about $180,000 for
traffic signal work and $1.2 million for the purchase of township
vehicles and equipment.
Township manager Larry
Spellman outlined some of the
less straightforward items, and
said much of the money for improvements to township buildings will go toward roof and
HVAC replacement at the
Voorhees Township Police building.
Spellman also said much of the
sewer funds would go toward
work to the Beagle Club Pump
Station and work on the Homer
Avenue sewer line.
For the traffic signal work,
Spellman said the township
would be adding left turn signals
to certain lights as well as installing sensors in places to
change the lights from red to
green for cars that are waiting at
lights with no other directions of
traffic at that time.
In regard to the purchase of
township vehicles and equipment, Spellman said the majority
of funds would go toward police
vehicles, public works trucks and
a trash truck.
In other news:
Committee passed a resolution to submit the 2015 recycling

tonnage grant application. The


grant allows the township to draw
from a state fund made available
to municipalities to encourage
local source separation and recycling programs.
Spellman said the township increased its recycling rate by 2.5
percent last year or by about 1,200
tons, which equates to more than
$157,000 in additional funds.

Spellman attributed the increase to the townships new sidearm recycling trucks.
Committee adopted an

policies and procedures for personnel.

Eastern drum line wins first place


at championship competition

High
Schools drum line won first place
at a recent nine-state chapter
championship competition held
over four days in Wildwood.
This is only the second year the
school competed in the A class,
having moved up from a novice
level, making the triumph even
more notable.
Each year, beginning soon after
the fall football season ends,
members of Easterns marching
band create a large percussion
unit that competes with other
drum lines from schools in the
mid-Atlantic region.
The shows feature a mobile
battery consisting of various
drums and cymbals played by
musicians moving across the
floor in a choreographed drill and
a stationary pit ensemble featuring marimbas, xylophones and
other large instruments.
The music from the battery
and pit is enhanced by electronic
equipment, including bass guitar
and synthesizers. All combine to
form a comprehensive themed
show completed by props and custom-designed uniforms.

According to Brad Trinkner,
director of Easterns 2016 drum
line, this year saw the largest
number of students partaking in

the program.
In total, there were 37 students
performing in a show titled
Worth the Wait, a musical dialogue among the drums, mallet
instruments and cymbals that
kept audiences in a state of anticipation because good things
come to those who wait, as
promised by a digitized voice during the performance.
Despite being such a large
group, according to Trinkner, the
students were the most prepared
[he] ever taught.
In addition, considering that
this was only the second year that
the school had been moved up to
the more demanding A class,
Trinkner said it speaks for what
our students can do that they
came in first place.
While Trinkner and his staff
are already at work planning next
years show, the students are gearing up to head back out on the
football field as the Eastern High
School Marching Vikings.
Soon the students will be performing during Friday night
games and competing against
other marching bands on Saturdays.

District wants to reduce freshman course failures

that really did a nice job of convincing their parents and students that the test wasnt just a
graduation requirement, but it really is about the reputation of the
school as well, he said.
However, Cloutier said PARCC
participation rates among next
years 11th-grade students at Eastern are of particular concern as
students who have taken AP English or a math class above the
level of Algebra II are exempt
from those portions of the
PARCC exams.
According to Cloutier, thats expected to be about 50 to 70 students, along with other students
who will be exempt after having
taken the SAT or other tests.
However, Cloutier said PARCC
participation rates are also expected to rise in the coming years
due to recent actions of the NJ
Board of Education.
The state BOE is in the process
of voting to finalize graduation
requirements for the classes of
2020 and 2021 the students now
in grade eight and grade seven.
Under the state BOE proposal,
students of the class of 2020
would need to at least attempt all
possible PARCC exams before
being allowed to meet their graduation requirement through
other tests such as the SAT. For
students of the class of 2021,
PARCC tests would be the only
exams available to meet their
graduation requirement.
Im a little concerned about
juniors, but were definitely going
to see much improvement with
the ninth and 10th graders, and

were going to try with the juniors, Cloutier said.


Cloutier said the second goal
related to PARCC is to increase
performance rates by using the
PARCC data in an effective way to
help teachers with instruction.
Cloutier characterized PARCC as
much more difficult than the
former High School Proficiency
Assessment tests it replaced, and
so Cloutier said teachers also
need help to understand the
PARCC test better.
Cloutier said the district is
going to be working to get better
data from matching released test
items and individual performance scores.
For the goals related to student
lateness,
Eastern
Principal
Robert Tull said the district hopes
to reduce student lateness over
the next three years by 10 percent
from the 2015-2016 total. Tull said
the district would put new prevention mechanisms in place
when students begin to arrive late
too many times, and the district
would also work to attack the
culture of lateness in which
many students find themselves.
In regard to reducing freshman
course failures, Superintendent
Harold Melleby Jr. said the district recognizes students can have
a difficult time transitioning to
Eastern from the smaller, more
nurturing environments typical
of middle schools.
As such, Melleby said the district would also work on intervention programs if it appears the
grades of a freshman student are
slipping, with the overall goal of
reducing freshman course failure
over the next three years by 50
percent from the 2015-2016 total.
Getting the students off to a
good start in ninth grade really
helps them be successful, and although we dont have a large
dropout rate, that should be lowered as well, Melleby said.

In regard to the districts internal controls, district business administrator and board secretary
Diana Schiraldi said the district
wanted to set up checks and balances and procedures to ensure
district assets are used properly
according to state regulations.
To achieve that goal, Schiraldi
said the district would review its
board policies, the districts standard operating procedure manual, the districts staff manual and
the districts student activity
handbook to ensure all of the procedures reflect current regulations.
If theres a need for modification or improvement, the district
would then update the policies
and manuals and communicate
any changes to those they would
affect.
