Resettlement Priorities
This session, led by UNHCR, will give participants an overview of
the most relevant global updates, highlighting previous positive
developments and challenges which lie ahead. 2017 Projected
Global Resettlement Needs will be introduced during this session.

Agenda Item 4: Lightening Talks
Participants will split into three groups and will be presented the
'Lightening Talks'(to-the-point, short, targeted Talks without Power
Point to spark a discussion) on all three topics mentioned. The
presenters will rotate, not the participants. Each talk session will
last 45 minutes.

Talk 1 Protracted and displaced populations
This session will cover protracted displaced populations that
continue to be in need of resettlement, focusing on the protection
needs and alternative solutions for groups including Somalis,
Afghans and Eritreans.
Talk 2 Resettlement out of conflict zones
This session will involve NGOs, Resettlement States and UNHCR
and will focus on the challenges associated with resettlement
processing in armed conflict areas.
Talk 3 Resettlement of children at risk
This session will open with a short film by Eefje Blankevoort (TBC)
on the resettlement of a Congolese minor to the Netherlands, and
will provide an overview of the considerations associated with the
resettlement of children at risk, including in the context of their
integration in the resettlement country. States will be able to
discuss challenges and good practices with respect to reception
tailored to this group of refugees. NGOs and UNHCR, who play an
important role in the identification and processing of these cases,
will also have the opportunity to participate in the discussion.

Agenda Item 5: Pathways for Admission


In this session UNHCR will provide an update on policy and advocacy
activities undertaken in the context of pathways for admission. In
addition, UNHCR will brief participants on the main outcomes of the
30th of March High-Level Meeting on Global Responsibility Sharing
Through Pathways for Admission of Syrian Refugees, and its role in
the current global discussions that will culminate in the High-Level
Plenary Meeting of the UN General Assembly on Addressing Large
Movements of Refugees and Migrants, as well as the related US
summit, both of which are scheduled to take place next September .

Agenda Item 6: Resettlement Methodologies
A number of innovative methodologies aiming at processing
resettlement in an expeditious manner took place throughout 2015.
The session intends to take stock of the policy and operational

implications these new approaches had for UNHCR, resettlement
States, NGOs involved in their implementation, as well as for the
refugees.

Agenda Item 7: Strengthening Public Confidence in
Resettlement
Speaker: Mr. Frank Sharry
Mr. Frank Sharry is an immigrant rights advocate and a very
experienced speaker in both US and European settings. His focus is
on communication and media as part of an effort to win
comprehensive media reform. It is hoped in this session Mr. Sharry
will inspire participants and spark a discussion on how to strengthen
public confidence in resettlement.

Agenda Item 8: Breakout Groups


Track 1 Case Processing
Group 1 Identification of resettlement needs
Identification of those in need of resettlement is arguably one of the
most challenging areas in resettlement processing. This session will
focus on the identification of women-at-risk, survivors of violence
and refugees with both physical and developmental medical needs.
NGOs will be an integral part of this session speaking to their
involvement in the identification process and collaboration with
UNHCR in this respect.
Group 2 Maximizing the use of time between selection and
departure
One of the most important conclusions drawn from the workshop
Preparing refugees for resettlement during the WGR meeting in
The Hague in February 2016 was that the time between selection
and departure to the resettlement country should be maximized in
order to prepare the refugee for his or her new future. Andre Baas
from COA (the Netherlands) will lead a discussion that will focus on
the use of new technologies and innovative programs which can be
further developed to enhance reception and integration possibilities
before departure. The session will focus on examples from States,
NGOs and/or organizations that use new forms of technology, such
as social media and digital platforms, as well as COA involving
former resettled refugees as a pre-departure mentor.
Track 2 Reception and Integration
Group 3 Going local: Involvement of Cities in resettlement
The sustainability of national refugee resettlement programmes
increasingly depends on planning and coordination with regions and
cities to ensure a welcoming society and integration of refugees.

Based on outcomes of the SHARE programme, this panel presents a
number of case studies in experienced and new resettlement
countries, outlining successful coordination and partnerships
between states, civil society and cities ensuring placement of
refugees.

Group 4 Economic participation


The session will focus on the economic contribution of resettled
refugees to the labor market, their positive contribution in both
public and private sectors as well as the challenges associated with
finding employment. There will be reference to an OECD integration
study which could be elaborated on, as well as resettlement states
initiatives in pre-matching skill set exercises.

Track 1 Case Processing
Group 1 The role of Emergency Transit Facilities
The session will provide an overview of the evaluation conducted by
UNHCR Policy Development and Evaluation Service in respect of the
Emergency Transit Centers in Timisoara and Humenne.
Group 2 Registration updates in the context of resettlement
The session will provide an update of the most important
developments on registration practices relevant to resettlement
processing (further details will be added).
Track 2 Reception and Integration
Group 3 Innovative ways to social integration
This session will focus on innovative tools, methods and policies key
for social integration of refugees, apart from economic participation.
Resettled refugees will explain what for them was the most
important element in developing a feeling of belonging and
establishing a social network. Selected States and NGOs
representatives will be asked to perform a three minute talk citing
the most positive examples that worked in their countries using new
technologies or innovative methods in the areas of housing, health
and social activities and/or for specific vulnerable groups like elderly,
woman at risk or youth.
Group 4 Integration of Youth (16-25)
This session will focus on good practices by NGOs and States on the
integration of youth refugees [further details will be added].
