Utilize the instructions that Abt Associates developed PM Augmentation Tool


Instructions.pdf but with the following caveats for Nonpoint data category
processing:

1) The Nonpoint RAS was deleted from the Control file; this data should be
limited to your (SLT) submittal. We (EPA) also determined that we did not
want PM Augmentation for some source categories such as Railways,
Commercial Marine Vessels and Ag fires.
2) As mentioned in the instructions memo, there are 2 output tables for each
data category (point and nonpoint): Additions and Overrides. We postprocessed these output tables prior to loading in the EIS, concatenating the 2
tables with the following notes:
a. Fundamentally, we did not want to override State/Local/Tribal (SLT)
primary PM10 and PM2.5 data when SLTs reported this data the PM
augmentation tool computes PM-CON and PM-FIL species and
recomputes primary PM components when the aggregations differ
more than the tool expects. If the difference in the primary PM (10 or
2.5) reported by RAS and in the Overrides table is less than 0.01 ton,
we removed the PM augmentation value (keep SLT data).
b. Even if SLTs reported both primary PM species, if the overrides
(computed) primary PM (10 or 2.5) is more than 0.01 ton difference,
then we keep the PM augmentation overrides. This actually happens in
very few cases (a total of 264 tons difference nationally for nonpoint),
where PM10-PRI greatly exceeded PM2.5 for fuel combustion SCCs and
PM-CON and FIL computations dictated that PM25-PRI was too low. In
some cases, all 5 PM species were reported but the sum of (for
example) PM-CON and PM25-FIL was different from SLT-reported PM25PRI. These PM25-PRI override values should be the focus of SLT review
prior to the v1 release.
c. We chose not to include zero-emissions Additions.
3) Point RAS PM augmentation used much of the same approach as the
Nonpoint data category. Contact Ron Ryan (ryan.ron@epa.gov) if you have
