CRITERIA FOR PLANT LOCATION


The selection for plant location is composed of several important factors that
are considered in the plant location evaluation. These are analyzed and graded
accordingly to conclude the location of the plant.
1. Raw Material Availability
The plant is producing ammonium sulfate which requires anhydrous
ammonia and sulfuric acid as the main raw materials. Its availability is
considered as an important factor prior to the overall costing, therefore, the
plant shall be accessible to the supplier of the raw materials. In considering
such advantages, this includes low cost of transportation and continuous
production. Also, sufficient supply of the raw materials at its reasonable price,
good quality, accurate amount or quantity and offers assortment shall be taken
into consideration.
AMSPC availed the services of Chemtech Philippines which is located
in Cebu, Philippines for the supply of sulfuric acid used in the production; it is
industrial grade which has 98% purity. The other raw material - anhydrous
ammonia will be imported from Saudi Basic Industries Corporate (SABIC) , the
primary supplier that AMSPC listed and an alternative supplier - Tanner
Industries Inc. in case of supply shortage from the primary source.
2. Transportation Facilities
The raw materials are transported from the main sources and being
distributed to the supplier, which can also affect the production, marketing, and
sales of AMSPC. The location that shall be considered should be close to the
major forms of transport. Road transport is being increasingly used and is
suitable for local distribution from a central warehouse. The national roads,
bridges, airports and other industrial transportation facilities should be ensured
to be in good condition. This can help to achieve smooth production and
distribution from time to time.
The raw materials used in the plant should be delivered to the facility
with proper storage that requires the purity according to the plant operation
standards. These can be possibly transported through shipping vessel and
transported to land through tank trucks/cars, cylinders, or drums.
3. Accessibility to the Target Market
The accessibility to the target market shall be considered in the site
selection. The target market of the company is mostly located in Metro Manila.
The distribution of product to the target market should be easy to transport in
order to have lower expenditures and transportation commodities. Thus, it is an
advantage to the buyers because of its accessibility.

4. Water Source Quality and Quantity


The plant uses large quantities of water for the whole production. Such
operations in the plant that requires water include steam generation used for
preheated air and as a secondary raw material in the granulator and mixing
tank; therefore, the location should be near to bodies of water. The location
must have sufficient supply of water in order to perform the operation
continuously. Sources include bodies of water such as a lake, river, bay, or deep
well. In cases of water shortage, alternative sources of water must be
considered.
5. Special Business Incentives
This refers to the various business incentives that might attract business
investors. This decreases the taxes and other production expenditures of the
company, which in turn affects the cost of the product and profitability if the
plant site chosen is not registered in PEZA, the company will have tax right
affront of the operation date. Hence, this should be given due consideration in
selecting the plant location.
6. Climatic Condition
The climate in a location affects the production such as the workers
mood, transport of raw materials and delivery of the product in which results
from a delay in its operation. Adverse climatic conditions at a site will increase
costs. A cold climate increased costs of necessity for construction of protective
shelters around the process equipment. When the climate is too hot, the workers
will have a hard time to perform several tasks assigned to them because they
can possibly get irritated easily. Rainy weather affects not only transportation
but also the quality of the product, the attitude of the employees and their
capacity.
7. Utility Cost and Availability
In the production and operation of the plant, electricity is needed.
Energy must be readily available for an alternative source to be considered in
the case of any power interruptions and emergencies. The plant uses high
technology equipment that requires process and instrumentation controls in
order to access and monitor the plants operating conditions. Therefore,
sufficient supply of electricity in the plant should be considered.
8. Waste Treatment Facility
Water is being consumed in many ways such as during the process or in
the lavatory. The plant location must have an adequate capacity and facilities
for correct waste disposal and water treatment facility to avoid water, air
pollution, and other forms of pollution. This is in compliance with the
government laws of environmental protection.

9. Construction cost
The construction cost includes the cost of the land, equipment, and the
building costs. It determines how much capital is needed for a certain plant.
10. Operating Labor
A successful corporation lies in its people. The plant must be located in
an area where a large number of workers are available. The workers should be
qualified to be production personnel, administrators, and sales and marketing
officers. By spending workforce and competent workers, it will ensure a
productive plant operation. Special training for the workers/employee should
also be implemented.

LOCATION A: FIRST PHILIPPINE INDUSTRIAL PARK (FPIP), STO.


TOMAS,BATANGAS, PHILIPPINES
Plant Location Background
Santo Tomas, Batangas is a first class municipality in the province of
Batangas, Philippines. According to the 2010 census, it has a population of 124,
740 people. The town is a gateway to the province of Laguna.The town
connects with the neighboring cities of Calamba City, Laguna and Alaminos,
Laguna via the Maharlika Highway. The Southern Tagalog Arterial Road starts
at the municipality from the north side of the expressway. The expressway
connects the town with the rest of Batangas.
The First Philippine Industrial Park (FPIP) which is owned by the Lopez
Group of Companies is located in the municipality. This is operated by the First
Philippine Industrial Park, Inc. with a land area of 331.85 hectares. The
corporate nationality is 70% Filipino and 30% Japanese.

Figure 3.2 shows the three-dimensional view of the industrial park
(FPIP) located in Sto. Tomas near Santa Anastacia in the province of Batangas.

The industrial grade sulfuric acid, one of the raw materials used in the
production is available in Chemtech Philippines located in Cebu, Philippines
which is accessible via Batangas Port through Pan-Philippine Highway for
about 1 hour and 24- minute travel time. Liquid ammonia is available from
Saudi Basic Industries Corporate (SABIC) via Batangas Port.
2. Transportation Facilities
FPIP is located in Sto. Tomas, Batangas 81.2 km. away from Metro
Manila via SLEx. The town is the principal port (Batangas Port) to ferry access
to Mindoro, Tablas, Romblon and other islands.
3. Accessibility to the Target Market
Manila is where most of the target market is located. First Philippine
Industrial Park is 81.2 kilometers away from Manila via South Luzon
Expressway (SLEX).
4. Water Source Quality and Quantity
The plant location in FPIP is near Taal lake and Batangas Bay and has
the capability of supplying all the fresh water needs of its locators. Its industrial
water is supplied from 15 deep wells inside the park through a centralized
distribution system and backed up by standby generators.
5. Special Business Incentives
FPIP is registered to Philippine Economic Zone Authority (PEZA). The
following are special business incentives entitled for FPIP:
Income Tax Holiday (ITH) or exemption from Corporate Income Tax for
four years, extendable to a maximum of eight years.
After ITH period, a special payment of 5% Tax on Gross Income, in lieu of
all national and local taxes.

Exemption from duties and taxes on imported capital equipment, spare


parts, supplies, and raw materials
Domestic sales allowance of up to 30 % of total sales.
Exemption from export taxes, wharfage dues, imposts, and fees.
Additional deduction of 50% of the total cost of manpower training when

Batangas has a naturally cool climate. It experiences two types of


seasons: dry from November to April and wet for the rest of the year. Mean
annual rainfall is at maximum during July at 1.5 to 2.5 meters. March is the
driest month. Mean monthly temperature is 82 degrees Fahrenheit. February is
the coldest month averaging 69 degrees Fahrenheit while May is the hottest at
96.1 degrees Fahrenheit.
7. Waste Treatment Facility
FPIP has a centralized sewerage collection and treatment facility for the
secondary treatment of industrial and domestic waste for each company as per
requested by the company.
8. Utility Cost and Availability
The electric source of FPIP has been granted by the Manila Electric
Company or Meralco, the primary power distributor in the Philippines, for the
Special Ecozone Rate (approximately Php.1.00/kWh) together with other few
industrial parks. There is a Meralco substation built inside the park exclusively
to supply FPIP.

The cost for industrial land in FPIP is Php.188.62 per square meter.
10. Operating Labor
The population of the province totals 1,658,567 as of 1995 with a
density of 524 persons per square kilometer and an average growth rate of 2.20

LOCATION B: GATEWAY BUSINESS PARK (GBP), GEN. TRIAS,


CAVITE, PHILS.
Plant Location Background
General Trias is a component city in the province of Cavite, Philippines.
Through Republic Act 10675, a plebiscite was held on December 12, 2015,
with the majority of its residents voting yes to cityhood, thus converting the
municipality into a city, in time for its 267th charter anniversary. According to
the 2010 census, it has a population of 243,322 people in a land area of 81.46
square kilometers.
The municipality of General Trias has been gradually undergoing
industrialization since the 21st century. Several major industrial estates
including Gateway Business Park, a world class business community in
Javalera and the New Cavite Industrial city (NCIC) in Manggahan, have chosen
General Trias to be their home base.
The location will soon be accessible with the C6 Expressways
construction connecting the North and South of Luzon and the CALAX
(Cavite-Laguna) Expressways development connecting CavitEx to SLEx.

Figure 3.3 shows the provincial map of Cavite. General Trias is the
place where Gateway Business Park is located. The location favors the target
market which is Manila based on the route that can be seen in the figure.

Figure 3.4 shows the top view of the Gateway Business Park with its
company neighbors. The location is in General Trias (refer to Figure 3.3).
1. Raw Material Availability
The raw materials are available from the same supplier in Location A via
Batangas Port, 81.8 kilometers away from Gateway Business Park about 2
hours and 15 minutes of time travel.
2. Transportation Facilities
GBP is located 33 kilometers south of Metro Manila. It is accessible via
Manila-Cavite Expressway and south Luzon Expressway (SLEx) going to the
province of Batangas and Laguna.
3. Accessibility to the Target Market
Gateway business Park is located in Javalera, General Trias, Cavite which is
33 kilometers away from Metro Manila which is the target market.

In terms of water supply, Cavites water supply is provided by public


and private agencies such as Maynilad and water Districts under Local Water
Administration (LWUA) supplying the different municipalities of Cavite. There

The Gateway Business Park is fully developed to meet the high technological
demands of all industries. The park implements a management system that
ensures uninterrupted operations in a clean, safe and well-secured area. GBP is
complete with power and telecommunications, fully-equipped fire trucks,
ambulances, well-trained emergency response personnel, security contingent, a
small hospital, and a museum that exhibits exceptional and rare antiquarian
19th and 20th-century Philippine photographs. The 23 companies in the Park
employ about 13,000 workers, earning a combined income of P4.3 billion in
salaries and wages per annum.
6. Climatic Condition
Cavite belongs to Type 1 climate based on the Climate Map of the
Philippines by the Philippine atmospheric, Geophysical and Astronomical
Services administration (PAGASA). Being Type 1, Cavite has two pronounced
seasons the dry season, which usually begins November and ends in April,
and the rainy season, which starts in May and ends in October.
7. Utility Cost and Availability
The electric power of the entire province of Cavite is being provided by the
National Power Corporation(NPC) through the Manila Electric Company
(MERALCO). All towns down to all barangays of Cavite have access to electric
power supplied by the MERALCO that gives an energy rate of 100 %. The
generation rate in General Trias is about Php5.67 per kWh.
8. Waste Treatment Facility
The GBP has a centralized, technologically advanced Waste Water Treatment
Plant, which guarantees pollution-free operations and sustainable industrial
productivity. This 1.2-hectare facility processes daily several thousand gallons
of wastewater into river-quality water.
9. Construction cost
The cost of an industrial lot in Gateway Business Park can cost about Php.
5,500.00 per square meter.

According to the Department of Labor and Employment (DOLE), the


majority of the provinces population belongs to the working age, which is 15
to 64 years old. The working population grew by 19,438 which is equivalent to
0.965 from 2009 to 2010. The employed residents of Cavite increased by 17,
591 from 2009 to 2010 accounting for 90.5% of the workforce.

Plant Location Background
The municipality of Mabalacat is a component city in the northern part of the
province Pampanga, Philippines. Also known as Dau (from its largest
barangay), the former municipality was officially converted into a city
following a referendum on July 21, 2012, and became the third Pampanga after
Angeles City and City of San Fernando. According to the 2010 census, it has a
population of 215,610 people. Mabalacat has a land area of 83.18 square
kilometers. Roughly 60% of the Clark Freeport Zone is located in Mabalacat,
the rest in nearby Angeles City, where the Clark main gate is located and which
is served by the Clark International Airport with its numerous hotels, casinos,
golf courses, and resorts.
In 1997, there were 2,447 business establishments registered in the Mabalacat
City, consisting of 79 manufacturers mostly involved is sash factory, iron
works, ceramics, bakery and 1,806 trading companies. Public utilities include
the Mabalacat Water System, Pampanga Electric Corporation II (PELCO II).

The figure shows the top view of the location of TECO SEZ in
Mabalacat, Pampanga. In the figure, there are also locators that are already
settled in the economic zone such as Asia Pacific Energy Corporation, Quanta
Paper Corporation and etc.

TECO SEZ has an easy access to the Sea Port where the raw materials are
being shipped for about an hour.
2. Transportation Facilities
The TECO Special Economic Zone is located in Bundagul, Mabalacat,
Pampanga, which is about an hour away from Metro Manila via North Luzon
Expressway, ten-minute travel from Mabalacat Gate of the Clark Free Port
Zone, and a 45 minute of travel from Subic Free Port via Subic-Clark-Tarlac
Expressway (SCTEx). The TECO Special Economic Zone is approximately 3hours flight time of most major Asian Cities with the Diosdado Macapagal
International Airport in Clark.

The TECO SEZ is strategically located for both domestic and international
trade with an easy access to excellent airport and seaport facilities, tourism and
recreational amenities.

Most of the target market is located in Metro Manila. The TECO Special

The electric power is distributed to a majority of the towns through the


distribution centers of the Pampanga Electric Cooperative (PELCO) which
include PELCO I, II, III. PELCO I is the distributor of stable and sufficient
electricity to the residential, commercial and industrial establishments in its
coverage area. The PELCO I provides maintenance of its electric power
transformers and power lines. The source of power is from the AES
Philippines-MPPCL located in Masinloc, Zambales with the electric power
delivered by the National Grid Corporation of the Philippines through its
facilities located at Barangay San Jose Matulid, Mexico, Pampanga. The cost of
utility in PELCO I is Php.7.2282 per kWh.
8. Waste Treatment Facility
TECO SEZ has a treatment facility called the Clean Coal Technology that
would benefit the manufacturing industries by lowering the power rate and
improve the stability of the power. TECO Special Economic Zone has water

The cost of industrial land in TECO SEZ ranges from Php.12.70-Php.21.17
per square meter. Construction cost in the TECO Special Economic Zone for a
self-designed factory building is about Php. 9,409.00 per square meter.
10. Operating Labor
The proportion of the household population in the working age group (15 to
64 years) was 62.1 percent, young dependents (0 to 14 years) comprised 33.6
percent, and old dependents (65 years and over) accounted for 4.2 percent. The
overall ratio was 61, which means that for every 100 persons in the working age
group, there were 61 dependents (54 young dependents and 7 old dependents).
In 2000, there were 65 dependents (58 young dependents and 7 old dependents)
for every 100 persons in working age group.

Analysis of the chosen location:


Based on the evaluation in Table 3.3.2, it shows that AMS Philippine Corporation prefers First Philippine Industrial
Park as the manufacturing plant location. The main raw materials can be easily accessible because the location has an excellent
transportation facility near the location. FPIP also offers integrated utilities and water supply inside the plant location that is
considered as an edge compared to the two other locations. In considering the cost of utilities, FPIP has the least cost in most
of the operation requirements needed.

the values of the middle scores. Based on the table, a triple tie resulted for
Transportation Access, Utility cost and availability, and Treatment facilities;
however, Transportation access has the highest level of importance that is why
it is considered as the top-prioritized attribute followed by Utility cost and
availability, Treatment facilities, Operating labor then Construction costs.

Transportation access includes the distance it takes for the supplier to


reach the location, the distance of the location to its target market, and the
distance of the nearest port to the location. Indeed, it is really needed to
prioritize this attribute because, in order for the business to generate profit, the
operations must be continuous and cannot tolerate any delay in the supply of
raw materials, as well as, the delivery of the finished goods to the market. In a
scale of 0 to 100, Transportation access is rated as 100 since it is the topprioritized criteria, attached on the appendices for Sensitivity analysis of plant
location were the calculations for the rate of the other criteria.

From the previous calculations of rates in terms of ranking, the overall score for the sensitivity analysis was
calculated. The highest gaining score for this section will be the chosen location for AMS Philippine Corporation. First, the
total rate was computed which is equal to 312.46. Next, by dividing the individual rate to the overall rate, the decision
maker got the values for the weights and listed it in percentage. Then, the product of the scores and the percentage weight
was calculated. Finally, the summation of the product from previous calculation was computed for the overall score.
The above table shows that First Philippine Industrial Park, Sto. Tomas, Batangas is the most favorable location
among the three which were presented.
Succeeding discussions include the sensitivity analysis of each criterion that shows how choice is affected by
changes made in the scoring. Single-factor as well as two-factor sensitivity analysis were the method used for the analysis.
From the result of the analysis made, by single-factor sensitivity analysis, the choice will still return to Location A
which is First Philippine Industrial Park, Sto. Tomas, Batangas. On the other hand, by using two-factor sensitivity analysis,

the choice made still return to location A except for Operating labor Utility cost and availability and Operating Labor
Treatment facility which at some point changed the choice to Location B which is Gateway Business Park, General Trias,
