Teves questions DepEd


on no collection' policy

The No Collection policy of the Department of Education is


being challenged in Negros Oriental, following reports that it is
mere propaganda, as collection still exist in the guise of being
sanctioned by the Parent Teachers Association or other
organizations.
Liga ng mga Barangays president Arnulfo Teves, an ex-oficio
member of the Sangguniang Panlalawigan, has invited Negros
Oriental division superintendent of schools Salustiano Jimenez to
the next SP regular session to respond to several concerns.
Among these are the practice of some teachers to make a runaround when their students need their signatures for their
clearances, while some declare a specific day when to sign the
clearances, he said.
He believes scholastic records of the student should not be held
hostage for his failure to pay dues to any organization, like PTA
fees, Teves said.
Teves also said he wanted to know if PTA collections are being
audited and is inviting the federated PTCA presidents from all
over the province in the their next regular session.
In an interview, Jimenez welcomed the action of the provincial
board on the No Collection policy of the department. He said the
No Collection policy is adopted on enrolment and PTA
contributions are not part of the clearance.
He said a DepEd Order issued in 2012 is still in effect that no fee
shall be collected from school children in kindergarten up to
Grade 4 anytime during the school year. For grade 5 pupils up to
fourth year high school students, there will be no collection from
July to July which means from August up to the end of the school
year, the fees may be collected on a voluntary basis and PTA fees
must be reasonable and to be determined during the PTA general
assembly.
He asked the parents to report violations of the no-collection
