Sir, |'am directed to convey the approval of the President of India for sanction of Tarleet under Aajeevika Skill Development Programme [ASDP] [called as placement {inked special project NRLM earlier] for placement linked skli development of rercl BPL youth in Nalanda and Gaya districts of Bihar, and in Bokaro, Dhanbad, coordinating/monitoring agency for this project. 2.4 ihe total cost of the project is Rs.477,00,000.00 this cost shall be shared by the Central Government and Implementing Agency (IA) in the ratio of 75.95 The Fental share of funding shall be restricted to a maximum of Rs.14310.00 (Rupece Fourteen thousand three hundred ten only) per beneficiary and include exct of skilling, poseeecement support and monitoring fees for the project. This declaration shall be certified by the monitoring agency. 2.8.3 The third installment shall be released subject to the following conditions: (@) Proven utilization of 90% of the total available funds and achievement of corresponding physical targets. (©) Submission of year-wise utilzation certificates for the funds utilized in the project. (©) Submission of year-wise audit reports of the funds utilized in the project. (2) 100% reporting of progress of the project in the MIS in the prescribed format, giving details on target, achievement and fund utilization and as per monthly reporting schedule. Audit Reports and Utilization Certificates of the project should reflect the total Government grant (Central and State Share and interest thereon) and cash contribution, if any, from other sources with reference to cost estimates and components in the project report. In case of contribution in kind by Implementing Agency (IA) or other sources, the Auditor will provide a Separate cerfificate indicating the valuation of cost components borne by the 'A or other sources. The Audited accounts, however, need not reflect this as Part of receipts 2. The physical progress report must also indicate the number of trainees who have been given post placement allowance. The Implementing Agency will maintain @ record of such trainees along with complete address, contact number and certificate from the trainees to that effect that they have ‘eceived post placement allowance. The Coordinating Agency will verity the ‘same during Audit and certify the same while forwarding proposal for 2"! and 3 installments. 8. No stipend wil be paid to the beneficiaries during the training period out of funds provided by Ministry of Rural Development under this project. 4. The Implementing Agency will furnish a certificated to the effect that the beneficiaries trained and/or placed have not been assisted under any other Goverment programmes for similar skill developmentitraining 5. No capital assets, equipment or infrastructure wil be supported under the Project with Government funding. Only expenses on consumables and apportioned revenue expenses (rental, lease etc.) on training related infrastructure will be permissible. 8. The Implementing Agency will furnish an affidavit to the effect that the infrastructure or cost components included in the project proposal have not been funded and not proposed for funding under any other Government Programmes/schemes. This is an essential condition for the release of funds by the Coordinating Agency (viz. Production of BPL cards, SC/ST certificates ete. by candidates duly verified by the Panchayat/Block/Tehsil functionary as BPL may be treated as Sufficient for candidates’ selection by PIA/DRDA. 10.100% rural BPL beneficiaries will be covered in the project and provided placement, which in no case will be less than 75 of beneficiaries trained, Release of funds after 1° installment will be based on achievement of placement corresponding to financial targets and expenditure. 11.Under the project, 1A will ensure that components like Training cost, mobilization of beneficiaries, Curriculum, Training, Utilities, Infrastructure, Equipments, Teaching aids, raw materials etc. Boarding and Lodging or food and to and fro transport of trainees, Assessment & Certification, Placement Linkage, MIS & Tracking/Monitoring, Institutional overheads (Admin. Cost maximum up to 10% of the total project cost), Assistance during post placement settlement support for trainees are included, 12.The Implementing Agency will keep periodically informed state Government about the progress in the Implementation of the project. The implementing Agency will ensure regular participation in the review meeting organized by ‘State Governments from time to time. 18.PlA will ensure that the beneficiaries enrolled for training under the special Project have 12 digits Aadhaer (UID) Individual Identification Number issued by Unique Identification Authority of India. Wherever this is not available, PIA will facilitate obtaining the same for the beneficiaries during the training Period. However, under 0 circumstance4s will be denied skill development training for want of AAdhaar number, 14.PIA will ensure opening of Bank Account for the beneficiaries enrolled for training and al payments due to the beneficiaries will be remitted through this bank account. 15.PIA will develop MIS as per requirements of Ministry of Rural Development on Sanctioning of special project. 2™ and 3" installment of central share will not be released in the event of PUA tailing to develop MIS as peer Ministry requirements. This will improve retention of candidates on placement and will of great assistance to partly overcome migratory hassles, 18.A Web based monitoring system is to be established and a web site for this Project with details regarding beneficiaries, training, placement, income etc. will have to be maintained by the PIA, The beneficiaries have to be tracked by the PIA at least for one year. 19-The training contentimodules under the project will be uploaded on the project website. The website will also be given a link in MoRD's website/MIS for placement linked skill development projects under SGSY/NRLM. 20.The Market scarvsuvey already conducted or to be conducted by Implementing Agency for the project will be uploaded on the project website Annexure-| Specific Terms and Conditions 1. The Committee also decided that in all placement linked skil development Projects under NRLM, the conditions of appointment and remuneration must be communicated in writing by the placement Agency and kept on record with the PIA. 2. Salary entitlements and deductions must also be communicated in waiting fo the BPL youth and the amounts should be paid into the Bank Accounts by the Placement Agency for which the PIA will open the account 3.
