The activities and policies discussed in this manual will be transparent to employees from onwards. All HSE related activities would be superseded by this manual. Of the four mobile operators, GP managed to grab 60% of the market share only by providing cost-effective & the best service available in the market of Mobile Telecommunication. GP has made its expansion not only in the urban areas, but also it has stretched its network in the rural areas for the economic empowerment of the rural people. GrameenPhone has made a special arrangement with Grameen Telecom, an affiliate of Grameen Bank, in providing cellular services in the rural areas. Within this short span of time since its inception GP has covered 6 divisions of the country with an aim to cover the whole of it by 2001. GP believes excellence in its service towards the subscribers. We are growing and at the same time being competitive. To keep up this upward trend and leading position absolute dedication to understanding and fulfiling our customers’ need with the appropriate mix of standard service, reliability, improved technology, and skilled as well as dedicated manpower is necessary. 4.2 Company Vision GrameenPhone believes that a clearly defined statement is necessary to achieve the future goals of the company ~ ‘to make the dream a reality’. Accordingly a standard set of goals ie., the broader level of objectives and approaches could be determined to accomplish the Vision. GrameenPhone's vision is: “Ideas that Simplify’. 1.3 Working Conditions The company offers a safe, healthy and wonderful and working environment in the office, The Company's intent is to establish a good working relationship through a ‘mutual understanding of expectations. We believe in working in a team and demonstrate team spirit to maximize and excel in standard quality service to our valued subscribers in the area of telecommunication. Employees work in an environment where they feel valued, responsible and supported by the authority as well as by their colleagues. GrameenPhone takes preventive and safety measures to avoid all sorts of hazardous situation that might take place in all areas of technical as well as non-technical functions. CES 1.4 Classification of Employees Permanent: An employee who has been employed against a permanent position and hhas satisfactorily completed the probationary period and has been notified in writing as a permanent employee. Whenever, the Managing Director feels it necessary, GrameenPhone may hire ‘someone directly without probationary period, Probationer: An employee who has been hired for filing a regular position but has rnot yet completed his/her probationary period. Contract: An employee who has been recruited for a specific period of time for performing specific job. Usually, the period should not be more than one year. Under ‘special circumstances, however, such period may be extended upon the approval of HR, Temporary or Part-time: Any person who has been hired for a short period of time to perform a specific assignment. Such employment is situational. Their payment ‘may be made hourly, daily, weekly or monthly. The period of such employment shall not exceed three months. However, in exceptional circumstances, their employment ‘may be extended for further one month, 1.8 Characteristics of this Manual ‘The Manual has the following essential characteristics: i) Simple and consistent: The HSE Manual is simple and consistent with the Company's other policies, vision, values and objectives, The principle intent of manual is to provide guidelines and specify actions egarding HSE. The policies are also consistent with other policies of the Company such as administration policy, finance policy, business Policy. Needless to mention that the Policy Manual also looks at the country's existing law to ensure faimess in policy application. ii) Practicable and reasonable: Employees are able to see the manual as a guideline of their daily day to day activities and be being fair, flexible and realistic. ii) Necessary: HSE policies are of value to employees in respect of HSE. Managers confirm the intent and necessity of approved rules and recommend for elimination of obsolete ones. Policies and practices will be reviewed when there are major changes and accordingly policies will be revised and incorporated. iv) Applicability and uniformity: HSE policies are developed in such a manner so that they are applicable for all employees of the Company. ‘Throughout the Company they are expected to be uniform. ¥) Understandable and communicated: The policies narrated in this ‘manual are clearly stated so that employee can clearly understand them. Ambiguity in presentation, complexity in expression is avoided. The policy will be communicated, interpreted & distributed to the employees by the HSE, 1.6 HSE Implementation and Monitoring Implementation HSE in workplace is every one’s responsibilty |tis very important that all concemed understand and comply with the HSE manuals, and activities at the work place. Non-compliance of HSE policy is clearly violation of policy and merits disciplinary actions. {tis the responsibility of each line manager or supervisor to ensure that employees under the department/section implement HSE at the work place. It is the responsibilty of the HSE section to make the HSE standards understandable to all and HSE officials will also give proper interpretation of the policy against the queries made. The main principle of this policy is that, discomfort in the job and work related injury and diseases could be prevented. This can be achieved through systematic work, awareness of dangers and common sense. GP strives to maintain a well- motivated and well-educated work force. ‘A good and safe working environment in the company will enable us to give our customers a high level of service and ensure high productivity and efficiency, ‘Main Purpose of HSE: To ensure better health of the employees for better productivity To give health support to all employees including expatriates To reduce work related injury, discomfort to a minimum leve! To make workplace safe and attractive To maintain a good working erivironment by offering awareness on health hygiene and safety among all associated with GP To ensure healthy and safe procedure in all work process of GP including all stake holder 7. To maintain liaison with all available medical centres for ensuring discounted and attentive medical services for the employees of GP 9. To fulfil social commitment of GP towards community especially regarding health 10. To conduct research based work regarding HSE 3.2 Relations to Telenor HSE Policy. GP policy on HSE is based on the corresponding policy in Telenor, and adapted to conditions in GP and Bangladesh. 3.3 Relation to ILO-OSH policy GrameenPhone shall try to comply with the ILO-OSH policy with their day to day activities. It also shall try to establish the standard ILO-OSH Management system in GP. 3.4 HSE goals for Grameen Phone There are to be reviewed yearly as a minimum, 1. To establish an HSE goals for each year and continual improvement of the operational HSE tasks and responsibilities. 2. Tocreate an awareness of HSE throughout the company. 3. The Organizational chart will form an integral part of this document and may be updated from time to time as needed by amendment. 4.2 Scope of activi HSE shall look after the following things: 4.2.4: Health: In broader sense health of the employee is a big thing to deal. GrameenPhone shall tty to take the initiative of taking care of initial health care services of the employees. In-house Medical Consultancy services: |t shall be done by running a health clinic at head office. Registered medical Practitioner will be available there to offer the consultancy and serve primary health facilities to the employees. More over, over phone, all the employees of GP will have the facilities of taking consultancy at any time. The employees can seek help at any emergencies from the GP-Ciinic help desk by dialing 78274 or #38274 (from GP. mobile). In case of any illness employees will also get assistance form ‘Authorized Medical Support Service Agent’ Executive Health Check-up (Pre-employment & Yearly) To keep up a healthy life of an employee a regular health check-up is conducted with the authorized medical service providers. Yearly Executive Health Checkup is conducted in two categories-"below 40° and “above 40°. Moreover, a pre- employment medical check-up is also performed for the prospective employees of GP. Other Regular Check-ups: Dental and ENT check-ups are covered for the employees in periodic intervals especially for the Customer Management Division. For traffic staffs yearly medical check-ups and psychological tests will be carried out for their overall general health Vaceination Vaccines are available against some communicable diseases for the GP employees. Different vaccination program is run by the HSE department for the safe and sound health of the employees. Insurance Coverage. GP jis giving insurance coverage under ALICO Bronze plan to its employees. It includes general hospitalization and maternity benefit health plan. Employees’ family members also come under this coverage umbrella, 4.2.2: Authorize medical centres: For all of the employees of GP at all the divisional office, there shall be at lease one medical centre with which GrameenPhone shall go for agreement for health and medical services of the employees over there. At least one Doctor (May be the Director of that centre) will be the contact person for any sort of health services. Any case of casualty in different location of the country shall be treated locally preferably at authorized centres, |n case of life saving matters, casualty shall be transferred to Dhaka without delay. 4.2.3: Communication regarding Health activities: HSE head shall be the centre point of all communication regarding Health, Safely and Environment. Information to and from the employees at different regional offices shall be carried out through the regional HSE/PS representatives. Jn case of any emergency the Emergency Control room no. is : 78999, 4.2.4: First Aid boxes: First aid boxes shall be supplied to each and every workstation of GP where more than 10 employees are working. More over, all sub-stations and GPDCs shall be supplied with first aid boxes. GP ‘pick-up and drop’ buses and other vehicles of GP is furnished with necessary first-aid boxes and those will be updated as needed at regular time intervals, HSE/PS representatives of the respective workstations shall look after the contents of first aid boxes. Contents of the first aid boxes shall be replaced, once it is consumed as soon as Possible locally or from head office whichever shall be convenient. List of the first aid medicine and the user form are given as annexure 4. ; HSEIPS representatives: To ensure and to implement HSE activities in GP it is essential to select a good number of HSE representatives/Personal Safety Representatives from non-technical and technical side respectably. 4.23 Selection of HSE/PS Representatives: HSE Representatives from non-technical side: ‘There willbe at least one HSE representative in each work- station out side Dhaka. At head office there will be two HSE representatives in each floor. The employees themselves will select these representatives after sitting with HSE personnel. They will be finally selected after getting information from their respective supervisors. HSE representatives will be selected initially for one year. al side: Personal Safety Representatives from techni There will be one personal safety representative in each region and one for each department in the head quarter. in addition there will be a personal safety representative at working places with at least 7 employees linked to it, e.g. larger sub centers. These representatives wil be selected jointly by the employees and the respective GMIDGM for a period of one year. 4. 2.5.2: Responsibility of HSE/PS Representative: Responsibility and accountability of HSE/PS Representatives are defined in accordance to main frame documents of HSE. Responsibly and accountability of HSE/PS Representatives are being attached as annex herewith. 4.3: HSE in Technical Division HSE related all activities under Technical division would be carried out as per HSE Manual of Technical divisionTechnical Manual shall be the over all guide lines for HSE activities and HSE practices in all technical and implementation, civil as well as other technical related activities. Technical Manual shall be finalized, reviewed and documented in the line of General HSE manual For reference please refer to HSE Manual for technical Division. will be merging with HSE manual- there will be one for whole company 4.4: HSE Guidelines for all stakeholder All the channel partner of GP, all contractors, all suppliers of GP shall have to follow the HSE guidelines of GP while they are doing the works in connection of GP. During finalization of work order for all vendors, GP procurement, admin or whoever, shall include all relevant clauses, which are necessary for ensuring HSE activities. HSE section of GP shall help them all by providing the documents in this regard. 4.5 Description of work situations, which can lead to injury, discomfort or disease: Base stations maintenance, specially roof top Antennae installations and maintenance on roof tops. Fire incident 4.7 Responsibilities: 1. Management ‘The Managing director is responsible for following up HSE in the company. He will be the top most person for guiding and ensuring support for all of the HSE related activities This incorporates updating and maintaining this manual ‘The goals are to be reviewed once per year as a mi 2. Director, Human Resources: Will be the key person and ultimate authority of any decision of HSE related activities within the organization All HSE related activities would be carried out on behalf of him. Any decision regarding HSE, he will be the top most authority and his decision will be the final. He will give and ensure all kind of management support in regarding HSE. 3. Head of HSE Will supervise the HSE activities of GP. Take preventive measures against all hazardous and contagious diseases. 8. Recording and analysis relevant reports relating to HSE. 8. Following up contracts with medical facilities. 10. Communicate with employees on HSE matters through HSE/PS representatives. 11. Report to Director HR, regarding HSE issues, 4.1: HSE statistical figures: 1. Number of employees who have worked the full month. 2. Number of working days in the month 3. Total number of absence days in the month. 4. Total number of Lost time Absence (LTA) in the month. If one person is jured on the job and is absent from work the following day or days, this isone LTA 5. Total number of LTA days in the month. This is the number of days lost due to injuries. The counting always starts the day after the injury occurred, 5. HSE Coordinator for technical division: A HSE Co-ordinator in Technical Division will follow up on HSE matters on daily basis within this division, reporting to the Director (temporary reporting to Deputy Technical Director). He/she will in the start phase use 100% of his/her time and tater on approx. 20% in this function. His/her duties will include, but not be limited to: 1. Participate in technical management meeting and submit weeklyimonthly report 2. Continuously strive for necessary improvement of the HSE system in use. 3. Stimulate and promote HSE concept in Technical Division. 4. Co-ordinate all inter-department HSE activities. 5. Assist TD's managers with practical matters regarding implementation of HSE system, 6. Provide regularly information to, ensure proper and up-dated documentation for and arrange training programs with employees of all levels in Technical Division + TOC. 7. Inspect and control work sites and work routines according to defined Program. 8. Record and analyze HSE reports and sick leave reports and suggest steps to be taken to reduce number and seriousness of incidents and sick leave. 9. Make a statistical database for all reporting for smooth access to all information. 10. Assist HSE manager in maintaining country-wide contact with medical facilities, safety equipment provider, safety equipment controls etc. 6. Department managers ‘They will be responsible for HSE reporting, promoting HSE and motivating the personnel in their department. They will take initiative to take proper measures for ensuring HSE practices in their day to day activities. 7. Security Security is established in two ways - Physical security which is done by Ante Pass Back Entry System and Network security which is electronic and on-line. Fire safety is run by switch automated set-up. Will take the initiative for fire protection in all workstations of GP. Provide training for evacuation and fire fighting Arrange adequate supply of fire extinguishers in all workst well as all base stations of GP. Activities: 5.1 Periodic review by HSE section This shall be done at least once per year and includes periodical review and possible adjustments of goals. 5.2 Health/Medical services 1 10 1. 12. Prior joining all new employees in GP shall have an initial medical examination. Records are to be kept with the clinic that performs the examination. In-house medical services will be given to all employees through a clinic at head office during office hours and/or over phone at any time when it is needed. First and initial dose of medicine will be supplied to the employees from GP clini, this will save man-hour. Telephonic consultancy will be available for all employees of GP at any time. GP will give medical consultancy services to all expatriates GP will take financial responsibility for any injury sustained by any ‘employee while he or she is at work for the company. The employee is. considered to be * At work for the company”, whenever the employee is physically present for official duties at his or her workplace or wherever GP sends him or her for official duty. GP will establish an agreement to authorized medical centres at Dhaka, Chittagong, Khulna, Sylhet and Rajshahi. Everyone should know where the nearest hospital or clinic is located, A sticker will be provided both in English and Bengali in all vehicles “The sticker should be put on the dashboards of each vehicle where it is Visible to everyone. The sticker should contain the name and contact number(s) of the primary medical facility used by GP and other important medical facilities. It shall also include the NCC communication center emergency number 78999 All personnel who are travelling should also know where alternative transport could be obtained in case one's own vehicle is put out of function, All vehicles will be supplied with a First Aid Box. A list of contents/items shall be provided inside the First Aid Box. The first aid box should be checked every six months for quality of contents. 13. Evacuation of any injured person to Dhaka or his home. 5.3 Ider ification of risk analysis This is a tool for assessing the risk involved in any activity. The simplest way Of doing itis by asking the following questions. 1. What can go wrong? 2. What can we do to prevent this happening? 3. What can we do to reduce the consequences if this happens? 5.4 Information and education 1. A safety handbook shall be produced and distributed to all employees. This shall contain practical and essential information on HSE matters, 2, The publication of HR news, "GP@ Work’ will be used as a channel of information to the employees. 3. Necessary Medical Guidelines will be provided in a very nutshell to the employees by the small Medical Information Booklet. This booklet includes + Overall Contact point for any medical/heaith related issues * Discount medical facilities * Information of authorized medical centers 5.5 Trai 1g on HSE/First aid and other HSE issues: HSE section shall arrange first aid training for all GP employees through out the country. Preference shall be given to those employees who are engaged in installation, implementation, civil works and other technical activities, Other preventive and protective training programmes on Health, hygiene, stress management shall be arranged, In this regard HSE/PS representatives shall be given preferences, so that they can provide the training or they can transfer the information to others. if needed overseas. ‘advanced training shall be arranged for HSE personnel. For this a training calendar shall be defined at the beginning of the year. 5.6 Statistics as an HSE tool: ‘A system consisting of three internationally used parameters shall be established and maintained. This will be a tool to monitor the HSE situation in the company 1. Absence from work, This will be a simple computing in percentage of total absence per month, Example: In one month there are 210 employees who have worked the full month. There are 22 working days in the month. In this month there would be 210x 22=4.620 man days. During this month, the total number of days which employees have been employees have been absent is 29 days. ‘The percentage absence from work is then 29/4.620x100=0.6% 2. Injury Frequency Value :IFV ‘Number of TAX 1,000,000 Total hours worked in month Lost Time Absence (LTA) is defined as any absence, which exceeds the day of Injury. 5.7 Report of 1 This is a good parameter to follow the results of safety work in a ‘company. It says something about the rate of injury, but says nothing Of the seriousness of the injuries. Example: In one month 5 persons have been injured. Ergonomics This is the interaction between the human body and the physical work site. ‘The main objective is to avoid muscular injury and strain. This can often be achieved by simple means and by giving information about correct working positions. A key objective of ergonomics is to reduce the physical exertion needed to do a job. In recent years, improper ergonomics has become one of the leading causes of certain types of occupational injuries and illnesses. Workshops on Ergonomics are arranged to make people aware of this problem Safety in general : At GP we believe that safety of our personnel comes first. Therefore, personal safety has priority over material values. A safety handbook shall be distributed to each and every employees of GP regarding the personal safety including the first aid procedure. All new employees, when joining, shall be given the safety hand book to be followed to their day to day activities, It will be expected that all employees will comply with the instruction of the safety hand book. How to avoid being robbed and/ or attacked 6 Natural 1 Keep your personal belongings such as jewelry, watches, mobile phones etc... concealed in public. Do not take out lot of cash in public. If you happen to carry a lot of cash with you, conceal it separately so that you do not have to take out that money and expose it. Avoid travelling alone at night. If you have to travel late at night, then take someone along with you. Be aware of your surroundings and know where you are. Watch for suspicious characters. If you are in a situation whereby you are being mugged,co-operate with the muggers. Give them what they want and do not argue with them. Do not try to be a hero. When in public, conceal your GP ID card. Disaster Hurricane /Cyclones: Be informed of the cyclone progression. Watch TV and listen to radio bulletins. Take necessary steps to protect equipment. Do not travel if you hear of a cyclone coming. Remember you can not beat Mother Nature. Earthquakes: Being in a high rise building, the potential risk we face in case of a strong earthquake is enormous. Since earthquakes are unpredictable and can take place any time and anywhere, we suggest the following in such cases. + Know the evacuation routes out of the building. Do not use elevators. Be calm. Do not panic. Help the injured if you can and take them out in the open ASAP. Help save lives before you try to save material things. Floods: Floods can affect your commute to and from work, ‘+ When driving on flooded streets, do not speed. ‘+ Try not to walk on water, especially if you cannot see the ground. ‘+ Especially during floods, make sure all your water is boiled at least 20 minutes. ‘+ Try to avoid taking food at flood affected areas Personal Hygiene Brush your teeth twice daily Boil your drinking water at least 20 minutes to eliminate all harmful with soap and water.
