Changes from the 3.

1 release:
- Release plane, depth per pass, decimal precision, and Z offset defaults are no
w stored in ACE.ini for convenience.
- Fixed background color issue on Windows XP systems.
- Output file now defaults to *.NC (was *.TXT)
- Added build notes for the free command line version of Borland C++ 5.5.1
