ThemembersoftheSecurityCouncilcondemnedinthestrongesttermsthe
heinousandcowardlyterroristattackthatoccurredon23July,inKabulfor
whichlocalaffiliatesofISIL[IslamicStateinIraqandtheLevant/Daesh]has
claimed responsibility.Two explosions occurred at Dehmazang square
targetingapeacefuldemonstrationwhichresultedinatleast80peoplekilled
andmorethan230wounded.
The members of the Security Council expressed their deep sympathy and
condolencestothefamiliesofthevictimsandtothepeopleandGovernment
ofAfghanistanandwelcomedtheirunityinconfrontingthistragedy.They
wishedtheinjuredaspeedyrecovery.
ThemembersoftheSecurityCouncilreiteratedtheirseriousconcernatthe
threats posed by the Taliban, AlQaida, Islamic State in Iraq and the
Levant[ISIL/Daesh], illegal and armed groups to the local population,
National Defence and Security Forces and international presence in
Afghanistan.
The members of the Security Council underlined the need to bring
perpetrators,organizers,financiersandsponsorsofthesereprehensibleactsof
terrorismtojusticeandurgedallStates,inaccordancewiththeirobligations
underinternationallawandrelevantSecurityCouncilresolutions,tocooperate
activelywiththeAfghanauthoritiesinthisregard.
ThemembersoftheSecurityCouncilstressedtheneedtotakemeasuresto
preventandsuppressthefinancingofterrorism,terroristorganizationsand
individual terrorists, in accordance with resolutions2199(2015) and2253
(2015).
ThemembersoftheSecurityCouncilreiteratedthatterrorisminallitsforms
andmanifestationsiscriminalandunjustifiable,regardlessofitsmotivation
andwherever,wheneverandbywhomsoeveritiscommitted,andshouldnot
beassociatedwithanyreligion,nationality,civilizationorethnicgroup.
ThemembersoftheSecurityCouncilreaffirmedtheneedforallStatesto
combatbyallmeans,inaccordancewiththeCharteroftheUnitedNations
and other obligations under international law, in particular international
humanrightslaw,internationalrefugeelawandinternationalhumanitarian

law,threatstointernationalpeaceandsecuritycausedbyterroristacts.
ThemembersoftheSecurityCouncilreiteratedthatnoviolentorterroristacts
canreversetheAfghanledprocessalongthepathtowardspeace,democracy
and stability in Afghanistan, which is supported by the people and the
GovernmentofAfghanistanandbytheinternationalcommunity.
