Remaining Resettlement Works not Completed by the Contractor

in all Towns since Last Two Years Required to be Completed Prior
to the Impounding 2016.

Minutes of the meeting with PM AJK at Kashmir House and

Chairman WAPDA dated 02.12.2015.

I am directed by HE Prime Minister AJK to apprise that subject-cited issue in

the light of decision reproduced here-under:
Quote ..Project Authorities would complete all amenity buildings work in
New City Mirpur only by the end of this year and special measures shall be
adopted for completion of other remaining resettlement works subject to
release of funds.unquote.
In this regard a follow-up meeting was held between GM/PD MDO and PM AJK
followed by series of meeting with GM/PD MDO/MDRP regarding the
remaining resettlement works but unfortunately till todate all the remaining
resettlement works as on 11.03.2016 are even not resumed. Rather, it is
feared that WAPDA failed to complete remaining part of resettlement works
causing resentment among the affectees of Mangla Dam Raising Project
being dislocated for the second time from their native place. It is pertinent to
mention that the sacrifices of the people of Mirpur are tremendous which are
also acknowledged by Chairman WAPDA in the above referred meeting.
In this regard a follow up meeting was also conducted and participated by all
stake holders of the GoAJK and WAPDA in particular wherein WAPDA had tried
its best to assure accomplishment of the remaining resettlement works
within the available financial resources but eventual completion of the
project has not been made as per commitment made by WAPDA at several
occasions.
Although WAPDA and MoW&P have been extending utmost efforts for
arrangement of necessary funds for completion of remaining resettlement
works whereas the PSDP allocation Rs.1000 million is insufficient and
unfortunately the additional PSDP allocation already been requested at the
highest level has not been materialized.

You are well aware that current year is the election year and the print media,
electronic media as well as other non-state actors may jeopardize the
impounding 2016.

The Prime Minister shown his serious concern over the unrest among the
affectees of MDRP who are of the opinion that WPADA will not fulfill the
commitment despite assurance at various forums at so many occasions. The
remaining part of resettlement works shall remain unattended besides the
works done is being deteriorated from worst to worst condition which is
posing loss to National exchequer resultantly increase in cost over-run and
time over-run.
Keeping in view the due deliberation among the PM AJK and other stake
holders of MDHA/MDA GoAJK which are directly linked with the matters of
affectees of the MDRP that GoAJK offered WAPDA for execution and early
completion of remaining part of resettlement works
through sitting
contractors or WAPDA should terminate the existing contracts being
contractually terminated by contractors, default at the part of WAPDA due to
non-clearance of certified liabilities of the contractors etc or otherwise GoAJK
may be allowed to execute and complete the remaining part of resettlement
works at their own from the available funds to meet with the requirement of
affectees in the best interest of state as well as the country. However other
financial matters shall be dealt separately. The concurrence in this regard
may kindly be conveyed so as to apprise the Prime Minister AJK, please.
