1 Introduction
1.1 Scope
This document describes the video phone service.

1.2 Intended Audience


This document is intended for:

Personnel who are familiar with WCDMA basics

Personnel who need to understand video phone

Personnel who work with Huawei products

2 Overview

2 Overview
The video phone (VP) service is the universal mobile telecommunications system (UMTS)
circuit-switched (CS) domain multimedia service defined in the 3GPP protocol. This service supports
integration of voice, data, and video. The transmission rate of this service is up to 64 kbit/s.
VP service complies with 3G-H.324M protocol. 3G-H.324M is based on ITU-T H.324 recommendation
and 3GPP modified it for purposes of 3GPP circuit switched network based video telephony.
For details of 3G-H.324M, see 3GPP TS 26.110 and 3GPP TS 26.111.

3.1 Radio Bearer Scheme

3.2 VP Fallback to AMR


During handover from 3G to 2G, VP may fall back to AMR. For details, see Handover Feature Parameter
Description.

3.3 VP Service Restriction


This section describes the feature WRFD-020130 Videophone Service Restriction.
In restricted areas such as military management areas and key laboratories, the use of VP service may
lead to leakage of information. To meet the security requirements in these areas, the RNC supports the
prohibition of VP services at the cell level. Through configurations on the Local Maintenance Terminal
(LMT), the VP services of all UEs in a cell can be prohibited.
VP service is barred in the cell by turning on the switch VPLimitInd.
The implementation of this feature involves the following aspects:

The RNC prohibits VP service setup including originated call and terminated call in the cell with VP
restriction during service establishment

The RNC releases VP services when the UE is handed over to the cell with VP restriction

The RNC releases only VP service in combined services and retaining other services

The processing of inter-RNC handover is the same as that of intra-RNC handover but the RNC needs to
consider the capability of VP in the cell in the neighboring RNC. The VPLimitInd parameter in
ADD/MOD UEXT3GCELL indicates whether the VP service is limited in a neighboring RNC cell.

3.4 Link Stability Control of VP


3.4.1 Overview
When the UL TX power of the UE or the DL TCP of the NodeB exceeds the associated threshold, the link
stability control function for VP services triggers an inter-frequency handover, to guarantee the stability of
links.
The measurement is the same as that of AMR service except that some parameters are introduced for
VP services. For details of measurement, see AMR Feature Parameter Description.
When link stability problem is detected, handover is performed. For details about handovers, see the
Handover Feature Parameter Description.
The following table shows the basic principle of link stability control of VP.

3.4.2 UL Stability Control


Measurement
The UL stability control function for VP services involves events 6A1, 6B1, and 6D.
6A1 and 6D start measurement for handover. 6B1 stops the measurement for handover.
The time to trigger event 6A1, 6B1, or 6D is specified by the parameter UlVpTrigTime6A1,
UlVpTrigTime6B1, or UlVpTrigTime6D respectively.

Actions
When the link stability control function switch for VP services (UlQosVpInterFreqHoSwitch) is set to
YES, the RNC triggers an inter-frequency handover measurement if it receives a report on event 6A1 or
6D. When the conditions for handover are met, the RNC hands over the UE to inter-frequency cells.

3.4.3 DL Stability Control


Measurement
The DL stability control function for VP services involves events Ea and Eb.
Ea starts measurement for handover. Eb stops the measurement for handover.
The time to trigger event E is specified by the parameter DlVpTrigTimeE. The reporting period of event
E is specified by the parameter ChoiceRptUnitForVpE, TenMsecForVpE, or MinForVpE.

Actions
When the link stability control function switch for VP services (DlQosVpInterFreqHoSwitch) is set to
YES, the RNC triggers an inter-frequency handover measurement if it receives a report on event Ea.
When the conditions for handover are met, the RNC hands over the UE to inter-frequency cells.

4 Feature Deployment

4 Feature Deployment
This section describes how to activate, verify, and deactivate the optional feature WRFD-020130
Videophone Service Restriction.

4.1 Prerequisites

The license " Videophone Service Restriction" on the BSC6900 side has been activated. For details

4.2 Procedure
4.2.1 Activation Procedure
1. Run the BSC6900 MML command DEA UCELL (CME single configuration: UMTS Cell Configuration
Express > Cell Basic Information > Cell Basic Information. Set Validation indication to Deactivated;
CME batch configuration: Modifying UMTS Cell Parameters in Batches) to deactivate the cell. In this
step, set Cell ID to an appropriate value.
2. Run the BSC6900 MML command MOD UCELLSETUP (CME single configuration: UMTS Cell
Configuration Express > Cell Basic Information > Cell Basic Information; CME batch modification
center: Modifying UMTS Cell Parameters in Batches). In this step, set Cell VP Limit Indicator to
TRUE.
3. Run the BSC6900 MML command ACT UCELL (CME single configuration: UMTS Cell Configuration
Express > Cell Basic Information > Cell Basic Information. Set Validation indication to Activated;
CME batch configuration: Modifying UMTS Cell Parameters in Batches) to activate the cell. In this
step, set Cell ID to an appropriate value.
4. Run the BSC6900 MML command MOD UEXT3GCELL (CME single configuration: Object Group >
UMTS Service Configuration and Maintenance Management > External Cell Configuration > RNC 3G
External Cell; CME batch modification center: Modifying RNC External Cell Parameters in Batches)
on another RNC that controls the neighboring cell. In this step, set Cell VP Limit Indicator to TRUE.

4.2.2 Verification Procedure


1. Use two VP-capable UEs to camp on the same cell, and then use one UE to initiate a VP to the other
UE.
2. Initiate Iu Interface Trace on the BSC6900 LMT.
The BSC6900 sends an RANAP_RAB_ASSIGNMENT_RSP message to the CN.

4.2.3 Deactivation Procedure


1. Run the BSC6900 MML command DEA UCELL (CME single configuration: UMTS Cell Configuration
Express > Cell Basic Information > Cell Basic Information. Set Validation indication to Deactivated;
CME batch configuration: Modifying UMTS Cell Parameters in Batches) to deactivate the cell. In this
step, set Cell ID to an appropriate value.

UMTS Service Configuration and Maintenance Management > External Cell Configuration > RNC 3G
External Cell; CME batch modification center: Modifying RNC External Cell Parameters in Batches)
on another RNC that controls the neighboring cell. In this step, set Cell VP Limit Indicator to
FALSE.
