PRESS RELEASE

"Stockton Mayor Arrested"


On July 26, 2016, our office received evidence developed from an FBI investigation of Anthony Ray Silva,
41, current mayor of the city of Stockton. Aspartofthatinvestigation,theFBl executed a search
warrant on Silva's cellular telephone. Pursuant to that warrant, a forensic evaluation was conducted
which elicited 23 photographs and four video clips relating to a youth camp later identified as Stockton
Silver Lake Camp in Amador County, which took place from August 3, 2015 through August 9, 2015.
Mayor Silva annually hosts the camp for economically disadvantaged inner-city children.

ln one of the video clips, it appeared that moments after the video began, the phone was set down,
darkening the camera lens and thus only containing audio. That clip contains a udio of a conversation
between participants involved in a strip poker game that occurred in Silva's bedroom. The conversation
between the participants indicated that they were naked. One of the participants was a 16 year old
male. The audio of the surreptitious recording clearly indicates that the participants did not want to be
recorded. Witnesses also informed FBI agents that Silva provided alcohol to the participants, all of
whom were underage, including a minor. Witnesses stated that Silva had supplied alcohol and made it
available to a number of underage counselors at camp.

lncluded in the evidence submitted was a prior incident where Mayor Silva audiotaped a conversation
with a Stockton city employee without their consent. Another witness told investigators that Silva has
cameras installed in his bedroom and at the Stockton Kid's Club.
Based upon the evidence submitted, Silva was charged with a felony charge of recording confidential
communications and misdemeanor charges of contributing to the delinquency of a minor, furnishing
alcohol to persons under the age of 21, and child endangerment. He was arrested on the charges earlier
this morning.
