SECTION1.Ageneraldiffusionofknowledgeandintelligence
beingessentialtothepreservationoftherightsandliberties
ofthepeople,theLegislatureshallencouragebyallsuitable
meansthepromotionofintellectual,scientific,moral,and
agriculturalimprovement.

SEC.5.NeithertheLegislature,noranycounty,cityand
county,township,schooldistrict,orothermunicipal
corporation,shallevermakeanappropriation,orpayfromany
publicfundwhatever,orgrantanythingtoorinaidofany
religioussect,church,creed,orsectarianpurpose,orhelpto
supportorsustainanyschool,college,university,hospital,or
otherinstitutioncontrolledbyanyreligiouscreed,church,or
sectariandenominationwhatever;norshallanygrantordonation
ofpersonalpropertyorrealestateeverbemadebytheState,or
anycity,cityandcounty,town,orothermunicipalcorporation
foranyreligiouscreed,church,orsectarianpurposewhatever;
provided,thatnothinginthissectionshallpreventthe
LegislaturegrantingaidpursuanttoSection3ofArticleXVI.
