to the 2012/13 QS World University Rankings Report

he ninth annual QS World University


Rankings arrive at a time of seismic
change in global higher education.
The boom in international study continues
to reconfigure the landscape, with well over
3.5 million students currently taking degrees
abroad. The central importance of human
capital to 21st century economies is underlined
by a global drive to expand the proportion of
university graduates, while the competition
to innovate through R&D intensifies every
year. And as government budgets are squeezed
in the aftermath of the recession, in many
countries students and parents are being made
to contribute ever more to the cost of funding
this expansion.
All of these changes and many more besides
mean that a reliable, trusted and rigorous
way of comparing universities worldwide has
become indispensible. This years QS World
University Rankings draw on record survey
responses from over 46,000 academics and
25,000 graduate employers, the largest ever
snapshot of expert global opinion on comparative university performance.

As in previous years this information is


counterbalanced by citations data sourced
from Scopus, the worlds most comprehensive
database of research citations. The rankings also
incorporate figures on student/faculty ratios
and international students and faculty, collected
and verified by a multilingual team of analysts
working within QS Intelligence Unit.
As the need for greater and more nuanced
information increases, QS has continued to
adapt. Rather than cramming a greater number of indicators into a single ranking table
which in our view simply creates a mess
since 2009 QS has introduced a series of more
targeted exercises: QS University Rankings:
Asia; QS University Rankings: Latin America;
QS World University Rankings by Subject; QS
Best Student Cities; QS 50 Under 50; and QS
Stars, a new, comprehensive university rating
system.
Yet despite this innovation, the QS World
University Rankings remain the centerpiece of
our research output. Though no ranking provides a magic answer for everyone, QS World
University Rankings are a valuable reference
tool for millions of students worldwide, and
bring vital comparative information into the
public domain. We are confident that this years
rankings provide the most detailed yet source
of information in areas of central importance
to students and parents: research, employability,
teaching and internationalization.

New-look rankings show


the unstoppable rise of
student mobility
MIT overtakes Cambridge and Harvard, as leading universities report a
remarkable surge in international student numbers. ByJohn OLeary

are notable not only for the changes in
standing of individual institutions, but for what
they say about the increasingly international
nature of higher education at the top level.
Global student mobility is on a seemingly
unstoppable rise, with those seeking an overseas
education targeting the leading universities.
Even after considerable growth in recent years,
the latest rankings show an extraordinary rise
of almost 10% in international student numbers
at the top 100 universities.
As a result, even those universities recording
a modest increase, or simply maintaining their
previous recruitment, are being overtaken on
this measure. Cambridge, for example, has seen
a significant increase in international students,
but has dropped five places in this measure,
contributing to its fall from first to second
place in the overall ranking.
The Massachusetts Institute of Technology
(MIT) is the new leader, overtaking both Cambridge and Harvard to top the institutional table
for the first time. The signs of MITs rise were
visible in the subject rankings published by QS
in June, when it topped 11 of the 28 tables.
MIT has attracted attention over the past
year mainly for its development
of massively open online
courses (MOOCs), which
it pioneered. The MITx
project has been launched
to make more courses available
globally and the university is one
of the lead players in a collaboration
with other US and overseas institutions. Recent months have also seen the
announcement that Susan Hockfield, the
President, would be stepping down and the
remarkably speedy appointment of Rafael
Reif, the Provost, to succeed her.

rankings show
an extraordinary
rise of almost
10 per cent in
international
student numbers
at the top 100
universities.
MIT would have been higher in previous
years were it not for a relatively low proportion of international faculty. A sharp rise in
this measure is the biggest factor behind its
rise to overtake both Harvard and Cambridge
and take top place. Although it is still not in
the top 100 for the proportion of foreign
academics, the
increase was
enough for
its consistently strong
showing in other
measures to capture
first place.
Harvard, in third place,
remains the favourite of
both academics and employers, who responded in record
numbers to QS polling this year.
It also tops four of the five broad
faculty rankings published today.

Overall, the institutional ranking is more


stable than it has ever been. There is only one
new entrant to the top 20 the University of
Toronto. The average movement in the top 100
is 4.6 places, while in the top 200 the average
is 9.1.
Universities from the United States continue
to dominate, although four of the top six are
from the UK this year. US institutions occupy
the remaining six places in the top ten, plus 13
of the top 20 and 31 of the top 100 the same
numbers as last year.
The UK is again the next most successful
country, although it has lost one university
from the top 20, one from the top 100 and one
from the top 200. Its four universities in the
top ten and 18 in the top 100 show a system
continuing to punch well above its weight.
Leading universities in other countries experience mixed fortunes. Canada, for example,
has two universities in the top 20 for the first
time since the QS World University Rankings
were launched in 2004, with both Toronto and
McGill among that elite group. The University
of British Columbia has also joined the top 50,
but several other universities have slipped down
the ranking.
Switzerland is another country with reason
to celebrate, as two of its small cadre of universities feature in the top 30. ETH Zurich,
at 13th, is easily the highest-placed university
in continental Europe, while EPFL Lausanne
is the only other continental institution in the
top 30.
There is little good news for the rest of
Europe, although France has two institutions
ENS Paris and the cole Polytechnique, also
in Paris - in the top 50. The mergers of several
institutions in and around Paris may improve
matters in future years.

Some countries that have invested in the


promotion of world-class universities are yet
to see an impact on their results in the QS
rankings, however. Germany, which recently
announced a second round of its Excellence
Initiative, has no universities in the top 50,
while the top six universities in Japan have all
dropped marginally.
In China, however, seven of the top ten
universities have gone up, and both Peking and
Tsinghua universities remain in the top 50.
Hong Kong also has three universities in the
top 40, including Hong Kong University
of Science and Technology, the
youngest institution in the
top 150.

South Korea is another Asian country to see


its universities flourish, with three in the top
100. Seoul National University has moved into
the top 40, while the Korea Advanced Institute
of Science and Technology has registered the
biggest rise in the top 100.
Australia again has more universities in the
top 100 than any country outside the US and
UK, although the total is down from eight to
seven. Japan has six universities in
the top 100 and the Netherlands four.
The new rankings also see the
emergence of Latin American universities, albeit not yet in the higher
positions. Sao Paulo University is up
30 places and into the top 150, where
it is joined by UNAM, of Mexico City.
A dozen feature in the top 400 much
the highest total since the QS rankings
began.

Some Middle Eastern universities are also


making their mark, particularly those in Saudi
Arabia, where King Saud University is in the
top 200 and King Fahd University of Petroleum and Minerals is only eight places outside
it. Eleven Middle Eastern countries are represented at some level in the ranking.
African universities remain largely absent,
however. The University of Cape Town is by
far the highest-placed, just outside the top 150.
When the individual placings have been
digested, experts are likely to see the new edition of the rankings as confirming the growing
mobility of both academics and (especially)
students. Inevitably, the demand for places is
strongest at the leading universities, while the
financial constraints on higher education institutions around the world mean that there is also
intense competition for the best candidates.

Since QS World University Rankings has the


largest sample size of any rankings organization,
this is clearly one reason why our rankings move
less over time. The more pitches you see as a
batter, the better and more consistent or less
variableyou become. However, even if we
account for this statistically, why do we still see
more consistency in our rankings year-over-year?
We contend that it is precisely our use of
information beyond the cold facts of facultystudent ratios, citations, etc. that create not
only more stable but also simply more useful

university its true character or look and feel
much in the same way an in-person interview
helps us learn more about a person than just
his or her test scores, GPA, or IQ. And, ironically, the ones we capture in the QS World
University Rankings tend to be some of their
most stable elements, not necessarily the ratios
and objective measures.
A recent addition to the QS offerings, QS
Stars, is a terrific example of both of these key
points in action. This ratings program, which
universities are encouraged to participate in

remained sufficiently consistent over time to
allow a direct comparison between 2004 and

But these changes to the rankings over time
are less important than the growing sophistication with which we produce them. The
rankings are now supported by a deep database
of information on the worlds universities and
by experts within and around QS who know
how to interpret it. This gives us a high level of
confidence in their validity.
Perhaps because of their stability, the rankings contain some common themes through
time. Looking beyond the Anglo-American
dominance of the top spots, ETH Zurich is
consistently the top university in continental
Europe, 10th in 2004 and 13th now. The Ecole
Normale Suprieure in Paris is always the top
French institution, 27 in 2004 and 34 today.
The top German institution is always more
modestly placed: Heidelberg in 47th place in

The story becomes more interesting in Asia.


In 2004, the top 200 contained 23 Asian institutions, led by University of Tokyo at number
12 and dominated by six Japanese and six
Chinese entrants. The National University of
Singapore, 18 in 2004 and 25 today, has been
well-placed throughout.
Since 2004, Hong Kong University (23 this
year) has replaced University of Tokyo, now in
30th place, as the top Asian university. However, there has also been a general rise in Asian
visibility in these rankings. South Korea has six
top-200 institutions, up from three in 2004,
and the best placed, Seoul National University,
has risen from 118 in 2004 to 37 today. National Taiwan University has risen from 102 to
80 and has been joined by a second Taiwanese
university, National Tsinghua (ranked 192).
However, there is little sign here of China
taking over the world. Its six top-200 universities of 2004 have grown to just seven in

by faculty area

ince 2005 QS has published reputational


rankings in five core faculty areas as a
companion to the overall QS World University
Rankings.
These rankings are based entirely on the
responses of the QS academic reputation
survey, which this year drew on the views of a
record 48,000 academics worldwide. As such,
they offer an undiluted insight into the expert
views of the global academic community, who
were asked to identify the universities that are
currently producing world-leading research
within their field and region of expertise. They
are distinct from the QS World University
Rankings by Subject, now published annually,
which cover 29 individual disciplines using a
combination of three indicators.
The rationale behind the survey is simple: academics are by definition those
best qualified to judge the quality
of research within their field of
expertise. Whereas citations
operate at an inevitable
time lag, surveying
informed opinion
in this way means
we are receptive
to year-on-year
developments
within a given
field. Another
advantage is
the disciplineindependent
nature of the
survey, weighing all disciplines equally
in a way in that
citations alone do
not. The results are
adjusted to counteract any distorting

effect caused by differences in response levels


by country.
Reputation by faculty area provides a complementary perspective to the overall rankings.
Interestingly, whereas Harvard University is
ranked third once the other five indicators are
added to the equation, in terms of academic
reputation it heads the field. As well as ranking
number one in the survey overall, Harvard
comes top in four of the five faculty areas: arts
and humanities, life sciences and medicine, natural sciences, and social sciences and management. MIT retains its now customary number
one spot for engineering and technology.
As was the case in the 2011 QS World University
Rankings

by Subject, the performance of University


of California, Berkeley is far stronger than in
the overall rankings, reflecting its undoubted
strength in research. Berkeley makes the top
ten in all of the five faculty areas, ranking as
high as second in engineering and technology.
Berkeley is the third best-performing university in the survey as a whole, behind Harvard
and Cambridge, with the rest of the top ten
made up by Oxford, Stanford, MIT, University of Tokyo, UCLA, National University of
Singapore, and Yale.
Specialist institutions, naturally disadvantaged
by the comprehensive nature of the overall
rankings, also come to the fore at faculty level.
London School of Economics ranks 4th in its
specialist field of social sciences and management, while California Institute of Technology makes the top five in engineering and
technology. The prominence of Johns
Hopkins University as an internationally recognized center of biomedical research is reflected in its
fifth-placed ranking in life
sciences and medicine.

this total is exceeded in all of the faculty areas.
A remarkable 53 countries are represented in
the top 400 for arts and humanities, followed
by engineering and technology (50), social sciences and management (49), life sciences (48),
and natural sciences (47).
Global mobility of students and academics

examples of institutions outside of this traditional power nexus that prove themselves to be
world-leading in a given field. For example, in
the strategically important field of engineering
and technology a key battleground for governments worldwide there are five different
countries represented in the top ten: the US,
UK, Japan, Switzerland, and Singapore.
The advantage of universities whose primary
language is English is diluted at a faculty-area
level. Switzerlands ETH Zurich is consistently
the best-performing non-Anglophone institution in the overall rankings (placed 13th this
year), and it makes the top ten in engineering
and technology (8), and life sciences and medicine (9). However, in terms of overall academic
reputation it is surpassed by Japans University
of Tokyo, which places 7th in the survey overall
and makes the top ten in engineering and
technology (7), life sciences and medicine (9),
and natural sciences (9).
