This is with reference to the meeting held on August 12, 2016 at Punjab Safe Cities Authority,

Qurban Line, Lahore.


Our recommendations for the PTMS poles and foundations have already been forwarded vide
our letter no. SA-319/03/TR/01/8581 dated August 11, 2016 and letter no.
However, following have been concluded in the above referred meeting:

The PTMS poles (5m, 8m, 10m, 11m, 12m, 15m and F-Type) are ok from strength point
of view. However, the deflections in the pole and mast cantilever arm are substantial
which may affect the image/video quality, life of installed equipment etc. due to
oscillations/vibrations during the high wind. The opinion regarding the image stability,
video quality and life of mounted equipment in case of oscillations under the windy
conditions may please be checked by the video quality experts of M/s Arup.

The document referred in previous letters by Huawei the mobile communication tower
mast steel structure engineering design is irrelevant (as name indicates) for PTMS
poles under consideration.

Please note that, the above said is in context to the PID-1 keeping in view the exigency of the
project. However for other phases of the project, necessary remedial measures such as pole
stiffening and gantry option for mast greater than 10 m should be adopted in order to avoid any
delay in the remaining phases of the project.

Since the document is strongly emphasized by Chinese, NESPAK has assisted in


agreeing to the deflection limits provided therein. But it has been concluded that vertical
(L/125) and horizontal (L/75) deflection experienced by PTMS poles (5m, 8m, 10m, 11m,

12m, 15m and F-Type) exceeds the limits of the above referred document.
In order to bring deflection under limits, NESPAK strongly recommends to stiffen the

poles either by increasing their diameter or the thickness of the poles.


However, if Huawei violates the above said limits and takes the responsibility of image
stabilization/ image capturing and safety of installed equipment (under climatic
conditions), NESPAK has no objection provided that Client is willing to accept the
undertaking from the Huawei. In that case it will solely be the responsibility of the Client
to give approval to the Huawei.
