Being an Officer in Charge takes a lot of patience and will to deal with

different kind of people whether they are my superiors, my subordinates or


clients. In every work situation, I basically dont feel or experience any
difficult problem, because even that is a so called problem, I know that it
just part of the situation. And as long that we can make acceptable
justification on the problem, the problem is solved. The problem will remain a
problem unless we do something to resolve it. It has many factors to
consider. Say for me, I can always let go of my problem with my personnel,
because I can easily talk to them to deal and figure out our differences. If my
attitude is somewhat arrogant or my pride is so high, we wont be a able to
settle it. But sometimes, you just have to sit back and think about, when in a
certain situation, analyze and weigh things out. Its important to take a break,
to think before make a word. I remember, there were also times that I am too
quick to think and decide, unfortunately the result was unsatisfactory. I
havent had a difficult decision within the past years in relation to my work.
We are men in uniform thats why we are always following the chain of
command. No discussions to raise about.
In the Bureau of Fire Protection, we have what we called SPMS. It
means STRATEGIC PERFORMANCE MANAGEMENT SYSTEM. On SPMS,
15th day before the start of the coming year, we are to submit our Office
Commitment Target. The Office target is divided into three categories MFO 1,
MFO 2 and other activities. Thru this, we have to accomplish at least 50% of
the target half of the year. Say one of our targets is UGNAYAN SA BARANGAY
PROGRAM, and the Municipality of Balayan has 48 barangays. By the end of
the year, we should have accomplished to conduct ugnayan sa barangay
program on all 48 barangays. We also have to conduct fire safety inspections
on all business establishments around 900 and fire exit drills on all
businesses, schools and hospitals. All establishments must also have their
pre-fire planning and emergency evacuation plan. We, have a lot of
targets/goals. But sadly, we lack a number of personnel to perform the task.
Another, The estimated population of this municipality is 81, 805. The ideal
strength of fireman to population ratio is 1:2000. The actual number of
personnel of this station is 8. Thus, we have a shortage of 33 personnel.
I show confidence on the persons ability to do the job is by letting
them try to work the project on their own way but I have to make sure that
still the final objective and output is achieved.
One of the most challenging job on my position is being a law-enforcer.
We have RA 9514, which is the FIRE CODE OF THE PHILS 2008. Here, we have
to analyze and interpret the law. The most challenging is the implementation.
I dont want to self-proclaimed. For a good leader, everything has to be
in balance. Like on our workplace, though I am the Officer in Charge, still I
have to keep I mind that I am working with professionals not my
subordinates. They have their college degrees and their Professional license

too. So we are just equal. I have to treat and approach them as they are. And
I believe on their capacity as well. I am just the one who leads them to
accomplish the task assigned to us.
My greatest professional achievement so far is being designated as the
Municipal Fire Marshal of Balayan Fire Station.
Date Deadlines, Submission of Reports. That makes me stressful.
On the nature of our job, requires a high amount of flexibility and
resourcefulness. And communication is very vital. Because, we are to deal
with different situation. Like in Fire Suppression/ Fire fighting, communication
is very essential in this kind of operation.
