Administrative complaint to be grounded on: Civil Service Decree of the Philippines (P.D. 807) Article IX. Discipline. Section 36. (a)(1) Dishonesty The affidavits provide circumstantial and collaborative evidence refuting the alleged forgery. Further investigation must be made to ascertain the veracity of the allegations to establish sufficient probable cause in which case, the presence thereof shall be a ground for the filing of the proper complaint in compliance with Rule 3 of the Revised Rules on Administrative Cases in the Civil Service (RRACCS). In the event that the complaint is found to be meritorious, Rule 7 of the same rules with regards to preventive suspension should then be suppletorily enforced to ensure proper disposition of the case.
