In view hereof, all Local Chief Executives are encouraged to allow the attendance of their Sports Office Heads to the said activity on official business. Payment of travelling expenses may be authorized subject to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations. Provided further, that travelling expenses shall not be charged against the 20% component of the Internal Revenue Allotment or from whatever source which may prejudice poverty reduction efforts.
