expansion of the Soo locks which has been studies

I understand the federal government overreach

and them pulling that away. Theyre controlling
the states with the purse strings. But if you,
would you tell this group here whether or not
you would vote for the repeal of the Affordable
Care Act when were being told it was your vote
Tom
Caspers thats the deciding factor that brought it to the
state of Michigan? Or it was an A vote.
on
Well, the question is your vote still enabled it.
Not just here in the state of Michigan. It was
impacted all across the country by Michigan falling in
and other states falling in line with that. The word is
that Obama Care would have imploded in on itself
quickly. You gave it a shot of plasma by your vote. My
question for you is if given the opportunity to end
this because.
Im blessed. I have health insurance. Its costing me a
lot more than it used to and Im getting less than I
used to get. And truly I dont disagree with that state
trooper up there. I think most of them are actually
brilliant. But in this particular case your vote cost me
hundreds of dollars a month.

opportunity for whatever reason because the

Obama Care. And you can have your money
back. It could be gone. We can work out
something else. If given that opportunity would
you vote to in fact end what you voted for
previously?
But heres the point you made earlier and this goes
directly against the point you made earlier.
Sometimes the state has to stand up and say hey,
federal government. Youre going to take a bite out
of me. Let me tell you something. Youre going to get
a kick when you do it.
And you are going to be called whatever it is you
are. And sometimes, I understand standing up for
what you feel is the financial fing schwa of making
things work between the state and the federal
government. But what you did in fact was say Im
going to compromise on a Republican platform issue.
And thats the issue you need to address publicly.

65

Other people in your district I understand. But as a

Republican my concern is your vote was in support of
increasing my taxes to something I vehemently

Well number one, you noticed that I already said my folks, my grandparents were immigrants. Okay.
They were (inaudible) born in Finland. We are a nation of immigrants. If we had such restrictive policies
back a long time ago a lot of us wouldnt be here today. We have plenty of policies in place right today
we tend not to use what we have in place. We have challenges. The difference between immigration
today and immigration lets say even 50 years ago not necessarily 30 years ago, 50 years ago, is that we
have people in the world who figure that they can get into our country and subvert us from within. So the
point is we utilize the policies that we have put them into place and actually see what happens and
figure out a way in a reasonable time vet those coming in and then move forward.
No. No but the bottom line is that you have to be able to vet people. There is more, his is either
absolute or out, ban them or not. I would suggest to you that is there is probably at least a third if not a
fourth way to figure out how to, a vetted process making sure that the humanitarian issues that need to
be taken care of around the world are done so that we do maintain our leadership role in the world but
we have to make sure we secure our borders from the outside and from the inside thats (inaudible).
"I believe a marriage is between a man and woman and I think the Supreme Court was wasting their
time to even get into the business of that.
Thanks for the softball Pete. Thats an easy question to answer. Yes. Okay yes. Question of states. Get
the federal government out of the businesses it it has migrated into the course of time. Get them outta
it. Bring back to the states which was originally intended, intended thru the Constitution, to be in the
states. And there, when you start doing that, when you talk about the Dept of Education, the Dept of
Energy, the Dept of Energy in all fairness theres some things that probably need to continue but they
can be done in other departments where they were historically done before. The bureaucracies folks are
killing us. Are absolutely, theyre killing us. So yes.
Im going to close the Department of Education, I said that earlier right. Okay.
I am pro-life.

The, well, honestly, originally it was a couple of days ago here in Michigan about the issue with the care
down in Grand Rapids. But Ive been because of my involvement with the medical equipment business I
started calling on hospitals in 1976 right after I got off of active duty. And I had a couple of VA hospitals. I
was in the East Coast at that time. But I got a chance to see under the tent in the difference in quality in
care and capabilities of the hospital. And these were largely my peers in Vietnam. Okay. But Ill cut to the
chase here. In that there is no reason that we need the size of the VA medical facility brick and mortar
buildings when you have perfectly fine hospitals like Althena, you know, over in Munson, you know,
whatever. There is no reason for a veteran to have to go long distances to receive care just because
theyre in the VA system. Give them an access card whatever you want to call it. Choice card is what I
think theyre calling it now to an extent. But is there a need for VA medical facilities? I would suggest to
you certain types. Number one behavioral health, PTSD type of things that are unique, unique but if you
have good. Post-traumatic stress is not just related to the military. Post-traumatic stress you could have it
happen to you something, an event happened to you tonight when you leave here that could cause you
to suffer the same thing. Prosthetics. The advances in prosthetics because of the fact that the body
armor we wear now when these IEDs or RPGs. And I apologize if I acronym you up here. It gets a little
nuts. But the bottom line is a lot of our young service people survive today because they dont get vital
wounds to the vital organs like [12:42??] occurred again during Vietnam. So, now you have amputees,
double, triple, traumatic brain injuries. The science and the advancements that have been made
because of these injuries will benefit all of mankind. So, we have to put the right capabilities and medical
type facilities in the VA that reflect the needs of the Vets. And then broaden the ability for the Vets to get
their care in the normal, you know, in their local communities. Is that kind of where? The bottom line, we
dont need all these big hospitals for Veterans. Its not giving them the care and its a waste of money.

Well creating jobs here in the district. What would you do about unemployment? Well number one my
Dad left the Upper Peninsula because there were no jobs. There was no opportunity so he had to go
somewhere. He had to go to Minneapolis and I was talking to someone, as recently as yesterday that
they expect their children will leave the first district go find a job and hope that someday they will
remember why they loved it up here and come back. There are going to be people who naturally leave
the first district because their lifes plan takes them elsewhere. We need to figure out what job skill set
we can put into the district that will incentivize companies to come here so weve done some training for
people at lets say the high school or tech school level so the companies who provide clean
manufacturing jobs that those clean manufacturing jobs will then provide a living wage so our
youngsters who want to stay and not want to leave can raise their families here.

Have I giving it a little or a lot of thought? They both start with L. But number one, we cant afford the

are small business owners here you might say I cant afford my business so I have to do one of two
things. Either have to sell more or make more or I have to go out of business. Well, when you deal with
budgets that are appropriated money it becomes a feeding frenzy among the departments at least at the
federal level, how I observed the process to work. And number one I would suggest that one of the first
things I would do to send the signal because you already talked about it here tonight. Get the federal
government out of the education system. Two. The Department of Energy was created for a reason. Im
12 not sure what reason but it was created for a reason. That would be number two on my list. Now, there

company and you dont control your bureaucracy it will drag your profit down and you run the risk of
going out of business. Well, we need to just bring more money. Thats what weve been doing. Youve got
to cut the bureaucracy because what happens when you cut the bureaucracy then you decrease the
numbers of steps in your lines of communication that allow you as we would say, the, our young Marines
on the ground their ability to transmit whats going on up to our higher headquarters to get a decision is
shortened.Theres not as many steps. And were more effective. And we push leadership down to the
lower levels. Youre next sir. And then youre after that.

My position on the Enbridge Pipeline. Im a kind of guy if its not broke dont fix it but prove to me its not broke. So,
if the Enbridge Pipeline can be certified safe through modern technology then why would we spend time and money
dismantling it. I tend to look as an airline pilot.
We have technology now. The new airplanes we build are all composite. Our old airplanes, the old DC 9s and 727s,
we never knew how long they were going to last. We built them to last. As long as they werent corroded they were
15
fine. The new airplanes composite.
A certain number of life cycles, theyre done. We X-ray the internal structural pieces. So, if the technology to
assess and X-ray whatever it means to that pipeline youre going to have to make a case to me why we would shut
it down. Okay. Thats my position going in. I havent seen enough data that says yes or no.
As long as the integrity of the seals can be verified why would you dismantle it? And I dont know what the
thickness is but if the walls of that pipe are this thick and you can verify that. But if you cant then you need to take
16 different measures. But thats one of those things that I believe has to be debated at the functional level of what is
the risk involved. What is the cost involved? And then make a decision. But to be shortsighted one way or the other
saying its got to stay open or its got to come out I dont buy the either or going in.

Anyway with regard to that deal. If we dont accept the fact that we are in a global economy then were missing
business opportunities that are going to lead to jobs locally and internationally. Okay. Anything that hurts our ability
in this country to trade, in other words, you produce before you trade. Because if you havent produced anything
youve nothing to trade. There are certain jobs that whether we like it or not will be better performed
outside of our country. But that doesnt give us carte blanche to just say stop. Were going to just going to make
the change for the change of business trade sake. So, thats a long way in saying that I have not studied in depth
that I could articulate an article on that. But I do believe that. And probably one example I would give to you is on
an airplane as a passenger probably 20 years ago flying I think it was from Pittsburgh to. It doesnt make any
difference. But sitting next to me was a gentleman who was a career high school teacher and coach from central
Pennsylvania. And they were economically, you know, all the manufacturing jobs had moved, just kept moving
south. So, what do you tell your students? What do you tell your high school students? He says I advise them that
they need to look beyond whatever it is that they would like to do. And get a job and get a career that cannot be
exported. Now, why did I tell you that? I think weve got a lot of opportunity here in the UP and throughout the 1st
17
district to look at what we have. How do we create opportunities that companies would come here and do a
business? Maybe they havent done that business here before. What do we have to do? As a country, the federal
level, create a corporate tax rate that doesnt drive them to Ireland. Okay. Anyone here business owners? Okay.
Well, if you cant make money why would you stay in business? Businesses provide jobs which provide paychecks
which provide stability within a community that provides a social stability that allows people to build and grow,
raise a family. But its not static. Its not static. So, I think as the 1st district we have to be wise and look at what
can we attract? What do we have for natural resources that need to be managed? Not preserves. You know,
preserved is a word that I dont like because if you think. Anybody in here can? Anybody can when you were
growing up? Okay. They call them preserves, right, because you preserved the fruits or the vegetables for future
use. What happens if you preserve it and then you dont use it? It rots. So, people who talk about preserving things
dont understand that when you have things like the logging industry, when you have things like, you know, our
mining industry, when you have things like the Great Lakes and the shipping and all the things we could potentially
do, you dont, you conserve and use your resources.
Ive studied. Ive spent the last four years reading a lot of history, going back to 400, 500 BC. And theres no end to
what culture will drive in that part of the world. If there was one person left standing they would still have internal
conflict. So, one thing is fact. You cant fight others wars for them. But can you put them in a position if they so
choose to fight their own? Its a slippery slope. It really is. But if you look at the history no entity has ever been
18 successful in that part of the world about stopping what it is they do and why they do it. So, theres no cookie
cutter approach. Theres not even a list of A,B,C, and D because it goes back to cultures thinking differently than
we do. We want to solve things. We want identify the issue and we want to solve it. They dont look at it that way.
They dont see it as a solvable issue.

A couple things. Number one and this is, Im not a career politician. Okay. Thats the number one differentiation.
Number two, any baseball fans here? So, you know how the minors are set up in the major leagues. Now, Im not
demeaning, you know, different level but I would suggest to you that being in a state legislature and doing business
within a state gives you the perspective of what you might have as a double A baseball team. Okay. But you have
hopes that you may make the majors. Someday. Well, Ive already got six years in the majors with having an office
and a staff and living and working in Washington D.C. So, the differentiator there is the day I go to D.C. Well, lets
put it this way. On November, excuse me, on August 3rd after winning the primary I will make a few phone calls to
get some people on notice that I plan to be back in D.C. in about three months.
On November 9th after winning the general election, I already have a network that I activated in Washington D.C.
19 when I was in uniform for the express purpose of dealing with Congress. Some were in suits. Some were in
uniforms. Some of thats changed a little bit.
Weve dealt with in the Department of Defense. I had one colonel on my staff during that six years whose sole job
was
to get us into meetings we werent invited to. So, when you think about that Im a full up round. The day I get there
its game on and were getting business done.
And Im not really interested in, well, I shouldnt say. I am interested in how the party works. But the point is the
partys got to start working for the constituents not vice versa. So, differentiation Im not a career politician. And by
the way, I think Ive been stress tested a little bit.

I would agree with them because when you think about it if your Congressman is spending all their time back in the
district telling you what theyre going to do for you next week instead of being in D.C. actually working and writing
laws. You know, if you had a business, you had someone working for you and was always telling you tomorrow Im
going to get to that youd have fired them. Weve got to change the fact that Congress needs to rethink how it does
its business. By the way, the reason they do it this way now, spend all the time back in the districts, that was Newt
Gingrichs vision in 1994 when the Republicans took control of the House. He envisioned that the Congressmen
would go back to their district every weekend, bond with their constituents and then come back to D.C. I would
suggest to you, especially as a reservist, we work weekends. If I had a 30-day month and I was writing the
20 Congressional calendar the first 20 to 21 days of that month you would be right there in Washington D.C. working
weekends until you got things done. And then the last nine or 10 days of the month okay, take a break. Three
weeks of day on stay on, you know, 20, 18 hours a day or whatever it is. Earn your paycheck. Then go back to the
district for nine days and tell your constituents what you did, find out what they think about it, and come back
ready for round two. Ill earn my paycheck. And by the way, the voters of the first district are the ones who write
the paycheck not the federal government, not the Republican party. And you write my report card. You tell me. And
by the way, I love debate. I love discussion. And it scares me to death if everybody in the room is agreeing because
it means were missing something. I like the fact that. But in the end, discussions over, decide, execute. Dont sit
around and wonder. Dont worry about oh, am I going to get voted out if I dont do this. Do something.

marine or soldier, sailor or airman or coastguard, you know whom ever, leaves active service their records both
personnel and medical transfer through the system. I was Department of Defense and actually end up depending
on their commitment, now Im starting to build a watch and again I apologize because again I have so much detail
and history in this subject. I'll get to the end here. If we don't continue to do two things; Number 1, streamline is
not a strong enough word because that means you assume the process that you already have is working but create
the process that allows those records, both personnel and medical, to float through the system so when that vet
gets back into the care outside of the Department of Defense that whatever their dealing with at that time they're
immediately taken up and care continue. Or, in the case of someone not needing care that their records are such
that when they do need care and they go into a VA clinic or they go into a VA service office somewhere that you
pull it up and go, "Here we are right in the system. Let's start from here." There was until 2007, there was really no
hand on it. It was kind of like the box went here and then hopefully somebody from the department came and
picked it up. That's one side. Let's talk about the health care side. Would you agree that quality of healthcare is
number one? Okay. Accessibility of healthcare would be second and affordability, regardless of the healthcare, is
third because if it's free and it's not any good it's not worth it. Okay, so why would...now the VA has the VA choice
card but why wouldn't you as a veteran be able to have the same primary care doctor as your spouse? You go to
the same hospital, It's Munson or its you know McLaren or it's whereever it happens to be. You don't have to go to
Saginaw but the bottom line is you make it accessible and then where it branches off where that veteran has an
25 issue that is more specific to VA capabilities. I'll give you three areas. One, prosthetics. We have young veterans
now surviving. Normally they would have wounds that would have taken their lives now with the body arm and
everything they're surviving. The prosthetics, we are the leaders as the United States military in some of the
prosthetic development. That should be very robust within the veterans administration. Two, traumatic brain injury.
With these explosions comes traumatic brain injury. There are four centers of excellence in the VA: Palo Alto,
California, Minneapolis Minnesota, Richmond Virginia and Tampa Florida. They started now 14 years ago because
we knew what was happening so they have developed some procedures and rehabilitative procedures within that
specific area that again I would suggest you should stay within the confines of the VA because we have the data
that shows what works and what doesn't work. Third, is general behavioral health, okay not [00:26:15] but general
behavioral [00:26:16]. Post traumatic stress, we can all experience it and it comes in different forms but I would
suggest to you that veterans talking to veterans about those issues that are challenging for them, those are those
three areas that the VA should remain strong and other than that we don't need big VA hospitals. Maybe it's right
depending on where you live. If there is one there, okay, keep it going but basically put the VA in a position where it
actually serves the veterans and does in timely manner, that's a long answer but because I have a lot of history in
it already I know what the priorities I believe need to be within the veterans affairs committee and Congress and
then within the veterans affairs department. But there's a lot of business being done. Remember I was talking
about how to use zero base budgeting, stop doing the things you don't need to do. The VA's got a pulmonary share
in that.

That's another touchy subject, while touchy for some people not touchy for me. I don't understand this bonus
system in the federal government. And that's one of those things that make sense where you have VA hospitals and
26 they're put there because there are large medical schools right next to them so those residents can get the training
especially when it comes to Veterans. I'm not saying shut it all down. What makes sense for the area youre in,
when you look at first district of Michigan what have we got? We've got the VA in Kingsford and then the closest
thing we've got to full-blown hospital here is Saginaw right? Am I missing something? Okay
27
Theres not leadership in the White House. Theres not leadership in Congress. Theres not leadership across the
board at all levels. Weve got a problem. We are focused or de-focused on issues that are not [07:20] on the
28 betterment to the well-being of our country. Until we have leadership that spends time on both side of the river in
Washington D.C. because thats how its set up. And down the road, down I-95 from 395 in the Quantico where
other agencies are headquartered were up.
Yes. And the point is until we have our elected officials actually sit down and acknowledge the fact that as
Americans we are making three erroneous assumptions. Number one, other cultures think the way we do. Number
29 two, they have the same value system that we do. And number three, that they like us. Weve got our head in the
sand. We need leadership in Washington D.C. thats going to prioritize the fact that this is a global issue not just the
United States. We have to protect our borders and our people.
Every major city in this country has a gang, anti-gang network in their law enforcement department. That is like the
ultimate Rubiks cube in trying to figure out who the bad guys are in the zoo. And they massage that all the time to
make sure they know who the leadership is, who the troops are, what it is theyre planning. The point of that is we
need to expand the ability of our law enforcement, military, whatever networks that we have in this country to
make sure that we pinpoint the people that want to do us harm. Part of that process is have the communications
30
between the people who are the vendors, the gun shops, and who are interacting with these people. If you see
something say something. I would suggest to you we need to upgrade that to if you sense something actually do
something. Be more proactive. To come out with a policy or procedure that just is a hair fire really doesnt benefit
because I guarantee it as soon as we come out with a procedure the bad guys are going to be trying to figure a way
around it.
Yes and Ill tell you why. I believe as a businessman hes going to surround himself with strong people especially
those cabinet positions that are so essential. He has a track record of figuring out ways to get things done. And the
31 idea that we have the challenges in this country that we do hes only going to be successful if he has stronger
people in Congress. And in this particular case more combat veterans in Congress.
I think that over the long term privatization of social security definitely has its advantages but we have people of an
32 age right now that if you slammed the door and said no were going to privatize it tomorrow those people will
suffer. So, this is a long term process by which we implement step by step logical fiscal procedures and incentives
so that people can enjoy their retirement with the dollars that they have saved.

I agree with both the other gentlemen. I would suggest to you that in the words of a good friend of mine retired
General Surgeon we need doctors who diagnose not type all day on a computer because when you think about
what theyre doing when you talk about treating a patient its that personal contact that allows for better results.
33 So, if were training all our physicians and all they sit and input in their computer and expect the system to spit out
the diagnosis or result weve got some challenges within the bureaucratic system. The administrators who are
within that system whose whole goal is to ensure that the cash flow is such that the hospital can have a better
standing we need to eliminate that. So, its about healthcare for the patient not care for the system.
Well number one, any benefit that a veteran gets theyve earned because theyre the ones that signed a blank
check payable with their life for this country. So, anything that we can do for vets we need to be doing and we
should be doing. Anybody who disputes that needs to rethink their position. Privatizing veterans healthcare, I
would not support that totally but what I would support very strongly is make sure that the veterans hospitals are
the right kinds of hospitals for that geographical area. An example. Do we need a complete veterans hospital in a
town that has other hospitals in it? Why wouldnt we use the veterans choice card so that veteran can go with their
34
family to their service provider, get the same healthcare? Quality is number one. Accessibility is number two.
Affordability is number three. But there are certain special benefits, wrong word, special needs that veterans will
have and that we are the leaders in the United States Military medical system. Prosthetics, traumatic brain injury.
When you think about our young service men and women who come back with traumatic brain injuries, there are
four centers of excellent. Pal Altos, California, Minneapolis, Minnesota, Richmond, Virginia, Tampa, Florida. For the
last 10 years have made great strides toward the better treatment and rehabilitation of traumatic brain injury. The
general public will long term benefit from that.

35

Okay. As you said, its already been studied for 30 years. The core of engineers and all the other folks that have the
data on it know its the right thing to do. And the question is how do you get it a higher priority enough that its
going to get funded by Congress. I would suggest to you that as we talk about securing our borders which the Sioux
locks are an example that were right on the border right there we would build a consensus so that it becomes part
of the new national security strategy. And the funding would come in as part of that.

Yes with reservation. We dont put sunset clauses on anything. We negotiate a deal and let it go and then we
wonder what happened down the road. Nobodys measuring outcomes. Nobodys evaluating markers as we go
along. We as a country are letting bureaucrats negotiate business deals. I would suggest to you, you need business
36 people negotiating business deal because thats what they do for a living. Its been articulated already what has
gone wrong, what has gone not so well around the world here with other entities, countries trying to game us in
different things. If we let things go on forever without an outcome and an end game we will eventually end up on
the short end of the stick with all of these.
The President of the United States has the single most difficult job in the world. Without good people around him
they are no better than the average citizen no matter how good they are. We, no matter who is the president needs
to surround themselves with people who have actually been there, done that. And when it comes to the military we
37 dont have anywhere near enough members of Congress who have been boots on the ground so that they can
number one evaluate the authorize the use of military force if it comes to that in a logical way that protects the
country but also makes sure we do not squander our most precious resources, our young men and women who
have volunteered and joined the military.
I think as long as he surrounds himself with good people that understand what its like to use the military and know
what its like to be boots on the ground he will be well served. Hes a smart man. Hes no dummy. And he will go
38 with the advice that is given. That heres the risk. Heres the reward. And he will make those decisions. Hes
decisive.
Our adversaries in this world have one common tool that they use against us every day, the internet. They recruit
with it. They plan operations with it. They execute operations with it. They go back and review their operations with
39 it and use it as the propaganda tool to begin the recruiting again. When we think about this country is at war every
day in the cyber world. Isis is only a derivative of that ongoing war. We dont have a choice in this world for our
country to be involved with making sure that we secure our borders, that we utilize our military resources so that
we protect the American people.
40

41 The short answer is in the long term yes, in the short term because were going to have to figure out a different
financial plan. Weve got people that are such an age that if we start changing things. Theres got to be a transition
that we go to privatization.
42 Yes.
It has to be a phased step because sometimes if you do something too quickly you can do more harm than good.
43 And but youre right.

Yeah, thats not true. If youre saying Medicaid vote was bringing Obama Care to Michigan. Obama Care
is already implemented from the federal level. The disagreement I had was the federal government,
Obama Care, is already taxing Michigan in a heavy way. The moneys leaving Michigan. So, when I was
confronted with all that bull based on the health care providers, my hospitals, many of them on life
support that are giving care to people who dont have any insurance and dont have any means of
paying. When that vote came down we were looking at the money already leaving Michigan. Could I,
should I vote to look and appear like Im against Obama Care? So, thats good because thats the easier
vote. Or do I vote to take the Medicaid money that was already leaving Michigan? That was not the issue.
59 Obama Care needs to go. But weve had three cracks at it. We had two elections and a Supreme Court
ruling. We have lost on all three accounts to this point. So, all this moneys leaving Michigan. So, do I just
vote to let it go? Ive had some people that have said yeah, let it go. Thats not government money.
Thats our money thats leaving Michigan through the taxes. So, what I said when I voted for it was Ill
vote for it but the whole program goes away if the federal government doesnt keep its commitment.
That means the money theyre taking from us and sending back. They better keep doing it. If they do it,
if they dont do it the program goes away. Well, how does the program go away? The program goes away
by getting rid of Obama Care. Its over.

How did it do that?

65 increased your taxes. I simply said theyre taking the money from us and a lot of it. And until we get Obama Care
straightened out it made no sense to me to let that money go to the other states which is where it was going to go.

Yeah in that particular case it was because looking at the health care process where are we going. Because I. You
keep getting about to the question but dont ask me would I vote to repeal Obama Care. Id do it in a heartbeat.
Thats where the problem is. Obama Care has overreached and created all kinds of problems for us including health
care premiums going through the roof, co-pays going through the roof.
So, the President literally lied through his teeth and everything he said was going to happen didnt happen. But
they are taking the money. Thats the point. Theyre sucking us dry in Michigan. And so, until we come up with a
solution which by the way if we get rid of Obama Care is part of the solution because then this whole thing goes
69 away including the tax. Then we come back with I would hope as Republicans we wouldnt just say well, good we
got rid of Obama Care. Theres a real problem up there. Theres a health care problem thats disastrous right now.
And weve got to find solutions. I think you mentioned Donald Trump earlier someone said. Hes talking about the
across the border lines with the insurance. Hes right about that. We should be open and wide open. I think health
savings accounts [39:39??] but were doing it. Health savings accounts work. I would hope as we work to repeal
Obama Care we dont just go through the rush of proving our platform and getting rid of it.
I would. Yeah, I absolutely would. You know, Ive got to be absolutely honest with you. I was in Detroit for the
debate and I walked out of there with a real sour taste in my mouth. I was embarrassed. In all honesty, I was
embarrassed. The way the three of them were going after each other. I thought all three were good guys but I was
really disappointed. I cant explain it. John Caisick was the only one that you felt like you could breathe when he got
up to the podium and started saying something because it was so bad. It cleared the field a little bit more and my
heart now is leaning more towards Trump. Only because what you talked about is could he possibly. And I know
70 nobody knows but could he possibly be the guy that will take some of this big stuff on and say on my watch
Department of Education youre gone. As much as a President can sign an order and start a department like Jimmy
Carter did or George W. did. Couldnt he do the same with the stroke of a pen and take one away? And maybe and
hopefully get the support of the elected side of the Senate and Congress to help him do it. Thats the only reason
right now is because of his no dependency. It feels like maybe theres hope. Thats the only thing I can come up
with.

Tracking Questions and Answers

Thats a good point. I would also say, you know, mentioned Donald Trump before. Hes brought up the trade issue.
Im with you on his stand about hes not for free-trade. Hes for free trade. We are getting hosed by ourselves and
its through the regulatory process. Our cherry growers, in this area here, are getting slapped and its coming from
Turkey of all places. And theyre processing the cherries over in Turkey and bringing that product here. So, we did a
little digging to see what kind of standards are we talking here. And its like night and day.
Our cherry growers and processors are living here in this standard. Turkey not so much. So, if this standard is
designed to protect us as citizens, consumers then why would we remove that standard with the product coming
in? Now, we might enjoy the lower price of the product but then that means that standard doesnt mean a whole
hill of beans, does it? And yet we keep imposing more on them. The steel is the same thing. Weve got steel
companies that. Weve got steel coming in and theres people that use steel like that. They get the cheap steal.
Great, great. Then you take a look at our steel companies and the people. Theyve got the iron ore mines but you
take a look at what theyre living under compared to China as far as standards. Theyre not even in the same ball
71 park. So, that has to play a role in how they can get cheaper steel manufactured and along with the wages and
send it over here. So, we get some of us that enjoy the lower priced steel but we penalize the other guys. And I
wouldnt call it penalize. Thats the wrong word. But we hold them to a very high standard. If that standard means
something then shouldnt our government in this case the federal government protect us at the border to say wait
a minute, we want fair trade here? And we need to hold the standard up. The timber industry. I come out of Canada.
Right now with the lumber. The Canadian government owns the timber. So, they give the timber to the saw mills
and let them have the timber so they can have the jobs at the sawmill.
Well, in America we charge for that timber. And I think were doing it right. I think theres a value to it so you should
get something for it. But how do we as people compete with the Canadian lumber coming across when that whole
equations taken right out of the mix? Thats not free trade. Thats not fair trade. So, I think hes right there. We
better start paying attention to that because were getting boiled right here. All I ask for is for fair regulations and
that the government defend us against other nations that might not have those regulations and want to dump
those products into our markets. Go ahead.

On
Nope. That was in Washington. Yeah, that was something that my opponents tried to make an issue out of it
because I was in Washington and should have been in Lansing voting. It was the only opportunity I had and if you
look at my record youll find I missed some votes when my father died, when my aunt died, and my wife had
cancer. Other than that if I missed a vote it was because I might have went to the bathroom and missed an
amendment vote or something. Its the first time Ive ever done that. And so, the opponents want to make an issue
72
out of it, try to hurt me because you should have been there. So, what I did when I came back is we did what we
always do traditionally on the floor is you can go up and put into the record how you would vote on those bills. So, I
went through the list of votes that I missed and I announced how I would have voted on each one of those bills. So,
anybody wants to know how I would vote its on record. But thats what it was.

Yeah. When I went to Lansing I went to govern. And weve been working on that problem since 2003. And Ive got
to tell you I was pretty disappointed with the result that we ended up with. And Ill tell you why I was disappointed
with it. Because a lot of people were saying they would never vote for an increase, never, never, they said voted for
one because it was 40% increase in your registration fees. And they had a guy tell them I wont consider that a tax
increase. You go ahead and you can support that. That was appalling. And so, when that came over to the Senate
me and two other guys went to the leadership and said theres no way in Gods green Earth Ill support that. And I
have been supportive of doing something about the gas tax. A 40% increase for registration fees, folks. I dont care
which way you slice it up, thats a tax increase. Its a tax increase. Youre going to pay more money. But that wasnt
being honest with the people because it was disguised under a fee. So, thats technically not a tax increase. So, we
pulled it down to 20% and moved it over to the gas tax itself. And the reason Ive been supportive of it is because
every other state around us is well over 30 cents a gallon going right into the roads. Michigan has been at 19 cents
for many, many years. I dont know if theyre all doing it wrong but Im not so sure were doing it right. And so, it
has been a heck of a struggle and not something Im excited about. I can tell you that right now. Im not excited but
73 I do think its important to be straight with people. And Ive never hid from it. And again, that gets into this what Im
doing now, running for Congress. Dont think we didnt think about the cost of that or really any of the votes that
came up tonight. We did. I can only tell you that I thought the information we have it was the right thing to do. And
when you talk about the will of the people youre talking about the ballot issue, when they voted and rejected the
ballot issue. It came from the Democrats. Because the Republicans that said they would never vote for an increase
wouldnt work with us to come up with a way to make this, fix this problem. They just simply said well find the
money somewhere else. And by the way, 54 million, 53 right in there is state funded. I think its been mentioned
here tonight. How much money is actually in the general fund? Its either $14 million dedicated to schools,
constitutionally. Cant touch it. Or the rest of it is all federal [01:13:45??] money. Im pretty sure the feds arent
going to let us tap into it. And that 9.6 billion thats in the general fund, 9.7, 9.8 probably right now was at about
9.45 when I came in, in 2003. Thats where the general fund, the state money was. So, thats where we were
dealing with that was. So, I dont know what else, I dont know what the solution should be at this point. In fact, we
split it up. We $600 million. We said get it out of the general fund. And the other $600 million in revenue which was
the fees.

The house Freedom caucus what would I have to do to join?

I have already signed a no tax pledge for Washington. I wouldnt sign it for Michigan because in Michigan its so
broad that if you looked at a fee increase or anything it was like you are demonized and I thought that was
inappropriate [00:16:53]. On a federal level the tax pledge is about income tax, would you raise the income tax? I
think there's too many problems in Washington that we need to start finding ways to downsize Washington much
like my attitude was on state-level, that a lof of the best governing that could happen is on a local level and we
tried to implement, push stuff that way. I think the same thing applies with Washington. They're so far
overreaching, there is so much duplication, I think our goal should be elimination. I have made the comment. You
remember, some of you here are old enough that you would remember Ronald Reagan had proposed closing the
Department of Education. Eliminate. He wasnt able to get it done. So I have heard a lot of candidates talk about
76 that on our side of the aisle that they are going to eliminate programs or Departments in Washington, my
suggestion would be pick one. Pick one. The reason I say that is because I would probably pick the Department of
Education from me, if I had to have one and Id pick which one it was to start with and I only say that because I am
convinced that if we could close one department [00:18:02] just like the president signs an order and starts a
department [00:18:07] let the governing take place on a state-level. The public would see the sky didnt fall. The
world didnt end as we know it and life has gone on. I think if you could get that one accomplished the sky is the
limit from there but if we go in with guns a blazing saying we are going to kick the doors in and take it down in one
sweep, I think we will hand it over to the other side so fast it will make our head spin and that would be my
concern. I just think that you have to go govern you gotta be reasonable, the problems were faced with have
happened over a course of time and its going to take some time to fix it.

Well, first of all weve got to take this thing serious with Isis and terrorist threats. And it seems to me weve got
people now trying to cloud the issue and talk about side issues that are not directly related to what this individual
did. And until we get our hands around that issue I dont know how we stop these singular issues that are
happening right now. This person was very motivated. He made it very obvious what motivated him. And yet I find
people talking about other issues versus that. And I think we as America have to step up and start addressing the
78 terrorist attacks and terrorist threat that we face and get serious about it because it clearly hasnt gone away. In
fact, we can see cases where its grown. We had the CIA director, I think it was yesterday, talking about the threat.
He did not talk in terms of us having this under control. He actually talked about in terms of weve got to get our
arms around this thing. And so, when we look at what happened there Im hearing the opposite. Were almost
talking about it as if its just a domestic issue. And clearly that was part of it with the person being from here but
weve got to get serious about this Isis problem and this problem of terrorists in general. And America needs to
come together. And we need to build allies with people that are like minded with us to deal with it.
Yeah. Yeah not until we get this straightened out. And thats a prime example when you take a look at what
happened here. Multiple times he was on a list. And then all of a sudden poof out of sudden clear air hes gone. And
then he goes and buys his weapons. You had the people that sold him the weapons did everything they were
supposed to, went through the core of the process. They get there and it did no good. And in fact we found out, I
believe it was this morning, we just heard of an individual where he tried to buy the bullet proof vests and the
79
Kevlar and, you know, really ramp it up. And they suspected something was wrong. And they called authorities. And
it really went nowhere. So, for us to rush in now and go running and pass more laws as if somehow thats going to
solve the problem. That concerns me because thats usually when we get ourselves into trouble versus really
walking through this and see whats unfolded and see if we can fix the breakdown or the failure of the
communication to start with before we jump into legislation and make a law.
Yes, I will be supporting Donald Trump. And I know a lot of people are going to try to connect especially through the
political process trying to connect us to something where we might disagree on an issue but I think I have a proven
track record. Ive served with Governor Snyder for six years. Ive had several vetoes along the way. Clearly I havent
agreed with everything with the governor said or his policies but where we do we work together very well. I think
80 the governor would back that up as well. So, Donald Trump does give us a chance I believe for some true change
and shaking it up a little bit because the status quo hasnt worked. And I think thats the appeal that he brings. And
I would agree that certainly in northern Michigan he has earned a lot of support up here. And clearly will be voting
for him.

Yeah, I would agree. Weve got to have a sustainable system for those that already in the system. I like the idea of
the privatization in the sense of you control your own destiny. Its your money. You invest it but at the same time
that transition is where the problem really hits the road. And if were going to look at something like that youve got
to have a means of making sure that those that are in the system carry through and we keep our commitment to
them. Theyve invested in their social security. And they expect to get it. So, that is a big lift. But the concept
81
certainly has merit. And I, weve seen it all over. Weve seen it with pensions around the state. These long term
liabilities with these pensions have been a problem. And we have been shifting over to more of a 401K type system
and investment system that you control your destiny, your own destiny. So, it has merit but I absolutely would have
to work on with others on a transformation system that would take care of the ones that are already in it. That
would be the hurdle.
Yeah. If what she was saying, if were on the same path it really comes back to what Jack talked about earlier and
thats leadership. And we need leadership in this case in Washington thats willing to think bold and think outside
the box and challenge whats going on. And when we keep seeing the reports on. Recently I was given a report on
the state level with some abuse that I believes taking place. I went to the Department of Human Services, handed
it over to them and said what are we going to do about it. Im still waiting to hear back. So, if they dont take action
then we need to step up. And the issue really comes down to leadership. Is leadership willing to do it? And youve
82
got to beat through the political process because if you try to deal with some of this stuff sometimes you get beat
up politically that you dont care for people because they need help. And you should just automatically give the
help. Well, I agree with helping people but at the same time when theres some fraud and abuse going on we need
to step in and take some bold action to stop it because when you look at Washington the debt thats been talked
about today is just over the top. And we wouldnt do it in our private homes and our private businesses and allow it
to go on. Why are we allowing it in Washington? So, I think leadership needs to step up with some bold ideas,
working with Congress to take action on some of these things in a concerted effort.
Yeah, I dont completely support that but what I would support is a public private partnership. And we see where
that can work in many cases. We have our veterans hospitals. They do a fine job. I have one in my Senate district
in [27:40] Mountain. You find that a lot of the veterans feel like really that the veterans hospital is a part of who
they are and they take personal pride and ownership in it. But were also seeing people across my district that have
to travel long distances to go get simple things taken care of like a set of eyeglasses, would be an example. Now,
we pay that individual mileage to travel all the way over to get the eyeglasses. And if you start figuring out what it
83 costs for that travel they probably could have went to a local provider right in their own hometown and got the
same service taken care of. And it either would have been a wash or we possibly save money so I would be in
support of trying to find ways to have a private public partnership where theres certain needs that our veterans
have the card. They go in and they get stuff done locally especially where it makes sense. And its not to say that
they dont need to go or shouldnt have the veterans hospital but it makes little sense to me to send people that
far across country to go get their services there when in fact we could work with some of the private sectors in
those cases and partner with them.

Yeah, we were involved, Senator Schmidt, myself.
Wayne Schmidt. We held hearings over in the Soo. I took my transportation committee commerce and we had
tourism and some others involved in it. But obviously what the caller called in, hes dead on. This thing affects the
entire, this part of the country, probably the whole country when you look at it at the economy part of it. But what
we found was happening is happening is the Army Core has set a policy in place that has lowered the Soo locks in
priority. So, one of the things they told us was the fact that we had alternative routes. And so, the public knows
what they mean by that is they said that we could ship the same products with trucks. So, I asked how many trucks
would it take to move one freighter thats moving iron ore. 2,700 trucks would have to hit the highway to move it.
85 Thats what the Army Core use as the example to put us on the bottom of the list. So, for me, its much like what
Ive done in Lansing and that is weve got to after these departments and hold their feet to the fire. And they
should not be allowed to use bogus reports like that one to justify why they dont put this at the top of the list
especially when we see how important it is to our economy. Really it was terrible when we heard what they were
using for examples. They also talked about rail. Rail is a great component but it will never compete with the
shipping side of this thing. So, weve got to hold their feet to the fire as its been said. But the money can come but
we need the Army Core to prioritize it. And they havent done that so far. And I would love to be the Congressman
in this district to work on the Army Core and change the way theyre coming up with these policies because its
clearly that policy was terrible.

86

Yeah. Only if its fair. And Im one that believes that we need fair trade. Trump has talked a little bit about this. We
see too many times where our leadership has negotiated these trade deals and has put some of our people in
jeopardy, some of our companies in jeopardy. As long as its fair. And I can give, cite you some examples.

I dont believe it is in some cases. Clearly our sister country on the north on the timber side of things, the Canadian
government they control the timber supply. So, they have the timber. Well, they allow for that timber to go to the
sawmills and allow the loggers to go for the timber without paying for the timber because the government owns it.
And in our country, we do just the opposite. We charge money for the timber which I think were doing it right.
Theres a value there. And so, then we have to compete with that lumber coming over into the United States. So,
87 our people are put at harm and jeopardy by doing that. Thats one example and theres many like that. Steel would
be another one with our iron ore industry. Theyre competing with China and others that dont even come close to
holding up the standards that we hold in this country. I embrace the high standards but Im frustrated when I see
other countries not embracing those same standards whether it be the workers themselves or the environmental
standards, the regulatory part of how they produce their goods. And we allow that stuff to come into our country.
And heap more on our companies and our workers and say you need to raise the bar even higher. Thats what I
mean by fair trade.
Yeah. I think based on his track record as far as running a business and as Jack has mentioned putting people
around him thats the one thing I think is very impressive with what hes done. And I think thats how you get there.
If the question is, is he qualified I guess weve got to ask ourselves. This country voted for President Obama who
was a community organizer. And that was about it. And he served in the Senate briefly. And somehow he became
commander and chief. And the results Im not so sure are so great. Ive got a son-in-law in the Navy. Hes serving
88 right now over in Hawaii. Hes going to be heading out on his last deployment. Hes been on several already. And it
hasnt gone that well when you look at this commander and chief and really whats happened with those folks. And
talking with some of the people, the boots on the ground theyre really in question. So, we voted for, I didnt but
people did vote for President Obama and nobody questioned his qualifications to be the commander and chief as
far as our military is concerned. And quite frankly, I think Donald Trump does give us an opportunity because I do
believe he does have the ability to put the right people around him, listen to those people, and the run our military
appropriately. Because I dont think its been run too well over the last seven years under President Obama.
I dont think America has a choice. Weve always been a leader. But what has to be done in tandem with taking this
problem on is we have got to get our own act together in this country with our economy. Without a strong economy
its going to be very difficult when it comes to all the other things that are involved. And Ive been telling people
that America has to come first. And I dont say that to be in a selfish way. What I mean by it is that we have to start
89 putting our own interests first and get things turned around whether it be with the oil and the fuel and all the
independence on energy. We need to be putting ourselves first, get our economy turned around and start working
on this debt. At the same time, in tandem we have to take on whats going on right now. Who else in the country,
who else in the world is going to lead? Is it going to be Russia? Is it going to be China? Whos going to do it if we
dont?

First issue is that we are going to have to build a wall and then the other big area that Im exceptionally concerned
96 about is what are we going to doing to secure the Soo Locks and that area. If you take a look at what at what we
got to build the next Soo Locks and then also the border issues that are going on there. That is the first area and
then the next component is that were going to have to work very diligently on people who do not like our nation
whether that be terrorist from internally or abroad we have to take and secure those border
Well first issue I was able, working on a bipartisan basis to get a lot of things turned around. First area is we were
53rd behind Guam and Puerto Rico on our federal reimbursement and things derail and a lot of other people were
able to get policies put in place to start modernizing the intake process. So we had a lot of very good things going
on within the Veterans organization but no consistent management; so the challenge with that is that we had
uneven intake process between the different organizations whether it be at the county level like here in Benzie,
which is partnered with Grand Traverse. Or with organizations like the VFW, the American Legion or..so getting
97
them on board we were able to move up to the mid 40s. We started working very diligently to get questions asked
whether it be with our local sheriffs, whether itd be with our senior citizenship organizations or on the state wide to
ask the question are you a veteran and did you serve. We also worked in a lot of areas creating awareness because
there are so few people that were aware of the benefits whether it be programs that date back to that to Lincolns
second inaugural by Andrew Johnson - he put the programs in for Widows Pensionattendance, the aspect of the GI
bill and making those various programs work, so we did very very well on those areas and we have a long way to
go but with the Governors help and our legislative partners we will be able to move the ball forward.
The first issue is we got to get a budget. And so whats going on right now is were managing by continuing
resolutions resolution one has to fund programs without debate so we got to get control of the budgetary
process because there was no internal discussions on what role the values and the direction The united states of
98 America is heading; we ended up going into a crisis mood so thats the first thing we have to stop. And then start
having hardcore discussions about where were going to be heading with regards to the budget, where were
going to be heading on unencumbered liabilities like in the 19 trillion, 17trillion dollars worth of pension liabilities,
debts that are running someplace around 17trillion then from there I think well at least get a direction to go.

We have got to stop it. We have to stop Common Core. When you sit down and take look at how this is all laid out
and the sort of the elites that are making those decisions its a very, very bad situation; we know that in jobs for
the future we are going to need a lot more skilled trades, we are going to need a lot more tool makers. So let me
give you a statistic- the average workforce in the big 3 which is still one of the top tax payers, one in five taxes are
99 out of that more than five taxes. The average age of workforce is about 56 years old, so we know that on average
the typical toolmaker in general motors with some seniority, or Ford or Chrysler, is making someplace around 70 to
$80,000 those are good salaries and wages and those are the types of that are going to keep our nation
competitive. So we got to put an emphasis on going back to traditional shop, making sure that our kids are able to
compete on a worldwide basis.
Well you know my parents, as we talked about, talk about personal responsibility so we worked hard and we save
enough money and we also had an overriding policy so in my mind youve got to give people the responsibility of
100 taking care of their long term health and part of that is saving money for healthcare and having some sort of a
backup policy for those major catastrophe that you cant anticipate whether that be some sort of heart or serious
illness.
101
The first issue in my mind is weve got to secure the borders. And when we start looking at the fluid-ness of our
borders and being up in Sioux St. Marie and looking across into Canada and how individuals are supporting and
coming through those areas and then down in the southern part. That to me is number one. And then weve got to
start taking a serious look at what the role of the federal government. Well, we know this individual is on the FBI
watch list. It is disconcerting to me that there were a couple different times that he had been sort of identified and
the FBI did not do anything. So, what is the role of our local agencies or federal agencies in regards to tracking
102 these individuals? And so, going back to this issue of beefing up or allowing for the constraints being put on by
executive leadership both at Homeland Security and in the FBI. And then we have got to figure out what the role of
the US Military is because we have to take many of these different issues and take a look at where they are being
spun up. We had a cleric that had been radicalized and he was radicalized because of this cleric. And so, we have to
take a serious look at what are these individuals that do not like the United States doing within our country. And
weve got to hold our law enforcement more accountably. And weve also got to stop them from being constrained
because of politically correct issues.
Well, the first issue is if you take a look at the no fly list that is sometimes not really logical. Individuals will move on
103 and off that list as far as their involvement. On the aspect of whats going on with the terrorist watch list, again,
where is that involved? Now if this individual shows up and is known to have been actively doing certain things that
is a different thing than putting on the suspect list. And so, you know, I appreciate where Mr. Trumps going from
but weve got to really see where that is defined at because of those lists.
The question is getting into how do you go through and determine whos on those terrorist watch lists because that
104 is a very fluid document right now. Theres not, in my mind from what Ive read, its somewhat fluid as to how
theyre defined.

105 Donald Trump won Grand Traverse County by remarkable numbers. And in fact, won this township that were in,
Interlochen Center for the Arts.
I will be supporting Donald Trump and he is our nominee. Do I agree with everything? No. Do I think that there are
things that he is not doing correctly? But in fact the voters of Michigan have been aggressive in regards to their
106 nomination. And what he has resonated with is the concerns about the direction that America is headed. When you
start talking about taxes, when you start taking a look at creating jobs, when you start taking a look at border
security, those are issues that are resonating. Now, certainly he has some things that I disagree with but he is our
nominee. And I look forward to working with him.
I think social security liability is of significant concern. And when you take a look at the lock box that is in place I
think we have been borrowing it to pay Peter to pay Paul. So, the first issue that youre going to have to solve is the
long term sustainability of the existing model. And that is going to require bipartisanship. There are a variety of
different solutions that have been laid out but as the Baby Boomers start coming through and then the Millennials
which there are fewer of them and we know that from upper Michigan and the aging process. We are going to have
107
to come up with a long term solution to make sure its sustainable. Then from there the next big area which weve
got to take a look at is allow for flexibility for the younger generations coming up. And that is going to be something
that is going to take a lot of discourse because when you start looking at options and investment those can be very
cumbersome and clunky in other countries that they have done this. But first issue is weve got to put a model
together for the existing Baby Boomers to have a sustainable social security.
Well, the first situation is that the simplest way to do this is to get rid of Obama care and allow for
personal choice. And so, when you start taking a look at the decisions that are being made by the federal
government in Washington that is the first area and allow people to make those own decisions. That being said the
next issue gets into is then within our healthcare systems and as you know in northern Michigan we are sort of
regioning out. Youve got the upper peninsula system with Market. Youve got an independent War Memorial. Youve
got Alpina now partnering down with an Ann Arbor partnership down in Midland. Youve got [19:47] and McClearing
108
together in [19:49]. And then youve got Munson Medical system kind of reaching down to those areas. Within the
hospitals that is an ethical code that has been involved with the physicians. Now, do we need more bureaucrats in
there examining? There has to be criteria put forth so that doctors who may be over subscribing. And when I was
talking to our local prosecutor on drugs and opiate addictions those are the types of red flags that are the
responsibility of the federal government. The internal abuse is part of the code and the involvement of the local
doctors and physicians that are involved in this. I dont think we need to have additional bureaucracy but I think we
have to hold our healthcare systems accountable.

Thank you very much. And I appreciate that call. And as a veteran I was as concerned about that. My time period at
the Grand Rapids Home for Veterans occurred between 2011 and 2013. And during that time and during state
inspections and federal inspections they identified over 20 different issues that were left over from the Granholm
administration. And by the time I finished up my tenure at the Grand Rapids home in mid-2013 we had those down
to four. On a daily basis we worked on getting infrastructure rebuilt. Now, think this through. We had air
109 conditioning systems that were built before I was born. We had air handling systems that were built when I was in
high school. We had hot water heater problems. We had no backup generators. We had window problems. And
those are the areas that I spent a significant amount of time and then also worked very diligently in getting
increased staffing. After Governor Snyder chose to reorganize the department my role at the Grand Rapids Home
changed. And I spent a significant amount of time working on getting benefits, working on making sure that our
veterans got the opportunities to go to work in the state and those types of activities. And so, I was appalled to
hear about the audit that went on from the time the governor reorganized the department. Thanks for the call.
First issue is that I think that in general out of the 90,000 veterans that are in the first congressional district, as one.
And were so grateful for their service. There is a lack of awareness of benefits. And when you look at the spread of
veterans about 60% of them served in the Vietnam era. And out of those veterans often when theyre going in for
their regular physical checkups with their private doctors there is an unawareness within the medical community
about things like presumptive diseases from Vietnam which include things like diabetes, cancer, ALS, non-Hodgkins
lymphoma. And there is no referral to a veterans hospital. We see on a regular basis because of the way that the
model was set up after the first World War with a large hospital in Iron Mountain and then another one in Saginaw a
lot of distances for people to travel. When youre in Sioux St. Marie, when youre in Posen, when youre in Onoway
110 those are very, very long stretches for people to go to. And so, what youve got to look at is, is that we know that
the Choice Act has not really benefited a lot because of the way that the Congress wrote the conscripts. And so, we
have to liberalize that to allow for more choice in the local market. And if you take a look at the healthcare systems
we identified in the earlier discussions they have to become more attuned at this because part of it is their
responsibility to take care of their most needy. The secondary that youve got to take look at is then what Jack
talked about is these areas where veterans, the VA is really doing a good job. We know that Ann Arbor Medical
Center with its partnership with the University of Michigan has done remarkable because of cross certification with
the University of Michigan. You talked about those centers of excellence and that to me is the next phase of this is
we re-work the hospital system is cross-certification because that then allows for the breath within the community
[30:39] within the community to support our veterans.

In 1986 there was, this was authorized. I happened to be involved in local government at that point and time and
there was a lot of euphoria because we know of the strategic importance of this. When you take a look at both the
112 ability for us to compete on a worldwide basis and when you take a look at our ability for national defense this is an
invaluable resource. The last lock was built during the second World War. And if that ever went down that would
really create constriction for our US economy because we do not have the real infrastructure to support the
movement. That was authorized way back in I think the Bush or Reagan administration. And then the ground
breaking activity occurred late in my career when I was involved with the Michigan Senate. And we have been
involved trying to make sure that this would move forward in a manner. Its a several hundred-million-dollar project
but it is invaluable for us. And so what we have to do is we have to hold the Army Core of Engineers accountable
and push through in the Department of Defense budget a strategy of getting this funded and then rebuilding the
existing lock.
The issue is going to get back to the enforcement of the existing whether its the Rio De Janeiro rounds or this
current discussion that is going on. Let me give you some examples of challenges that were facing because of the
way the trade agreements are written right now and the lack of enforcement by the Obama administration. Right
now, cherry concentrate is coming from Europe cheaper than they can produce it right here in this county and in
Leelanau County in the heart of our listening district. And we know that because of the lack of enforcement going
on that that is creating dramatic hardships for agriculture, which is the second leading industry in our region. We
also know that besides the aspect of sort of playing around on what are priorities. The Obama administration has
chosen to take the tires with the United Rubber workers is probably more important than agriculture and other
commodity areas. And theyve played this as a football in a bureaucratic football. And if were going to have trade
113 were going to take everybody and make sure its fair and balanced. Secondly, the aspect of intellectual property.
And this is the one I am significantly concerned about because the knowledge basis based society. Whether youre
using domestic terrorism or probing into so many of our different areas that are doing a significant amount of
research. And we know that in southeast Michigan is one of the highest concentrations of patent applications.
Groups are right now every day probing to take away intellectual property, the strength of the United States of
America. And this has to be part of the discussions going on with trade. And finally, nobody wants to talk about it
but the exchange rate. And we talk about the Canadians owning so much but they have under the current
administration have been playing havoc on the values between the Canadian dollar and the US dollar. And most
recently the communist Chinese have been doing the same thing in main land China with the devaluation of the
Yuan which is then giving a strong dollar competitive disadvantages for so many of our base manufacturing. With
190,000 small businesses in this state weve got to make this fair and balanced for everyone.

When you take a look at Donald Trump as commander and chief some of the concerns I have is that he has not had
military background. And certainly that is a weakness when you start taking a look at the challenges that we have.
If he surrounds himself and as you know he has brought a significant amount of expertise in the businesses that he
has brought. Some of them certainly have been challenge. That brings a significant amount of comfort but the
114 problem in my mind with military is that even though the upgrade in the finances are about 25% increase on this
fiscal budget is that we are funding so many antiquated programs. And because of the lack of the Obama
administration and Congress to be able to get a budget done we continue to fund antiquated programs. And we
need to give more flexibilities to one, the purchasing department. As you know Tank Automotive Command is a
significant part of the purchasing in the state, almost larger than the Chrysler Corporation. And give them the
flexibility to get the appropriate tools to our troops in the field. So, we have to get a budget to support his efforts.
The issue is how do we protect national security. And the experts at the Pentagon are the individuals that can best
do this. When you look at the battlefield of today which includes land, sea, air, space, and cyber as Jack talked
about we have to remodel and reconfigure where we are going to be fighting the battle for the 21st century. The
first area is that we have got to get the appropriate equipment to our troops and then make sure what our
115 objectives are. And when you look at what Isis is doing in their expansion and then what are our friends and foes
doing to support them. We have to get a full inventory and understanding of whats going on. Then from there
come up with a reasonable way to fight them. But we have to be back to energy independence and weve got to
become much more self-reliant.
We certainly have to stop Isis. But the question is what is the best mode. We know the technologys rapidly.
Advancing our ability to monitor equipment, the ability to have assets on the ground are important but we also
116 have to advance technology. And when you look at the ability to do drones, when you look at the ability to do
internet and cyber warfare that is going to be part of the component. And that may not be having boots on the
ground. It may be advancing our technology.
