10,000 cusecs a day

ENGALURU: The supervisory panel, authorized by the Supreme


Court to assess the ground reality of water availability in
Karnataka and Tamil Nadu, will commence its hearings on
Sunday.

A senior member of Karnataka's legal team said the supervisory


committee would hear the state's reply to observations led by Tamil
Nadu regarding release of Cauvery water. Karnataka has pinned its hopes
on the supervisory panel, constituted in May 2013, replacing the Cauvery
River Authority, as it can rework the schedules on the quantum of water to
be released, and also demand, if it is convinced that the state is in
distress. Karnataka will on Monday le the petition to modify the apex
court's order that directed Kar nataka to release 15,000 cusecs of water per day to Tamil Nadu for 10 days. Karnataka will urge
the apex court to limit the water release to its earlier offer of 10,000 cusecs a day over the next six days.
While Karnataka commenced releasing water to Tamil Nadu on September 7, in accordance with the court directive, sources
said this was being done with a severe crisis in all four Cauvery basin reservoirs, together holding 46.79 tmcft as against 94
tmcft in a normal year. Of 46.79 tmcft, 28 tmcft is the drinking water requirement of Bengaluru, Mandya, Mysuru and a few
villages, till the onset of the southwest monsoon in June.
Law minister TB Jayachandra on Saturday told the media the government will impress upon the two bodies about the water
crisis in Karnataka and its inability to release 15,000 cusecs of water for 10 days. Earlier in the day, Union water resources

minister Uma Bharti is said to have spoken on the Cauvery river crisis and said the Centre envisages solutions to such issues
keeping everyone's welfare in mind.

Jayachandra said the government expects the Centre to intervene and resolve the 200-year-old dispute. "Be it Prime Minister
Modi or Bharti, either can intervene and try to resolve the matter," he added.
On chief minister Siddaramaiah's letter to the PM over the Cauvery row, Jayachandra said there has been no communication
yet from the PMO. "Over the past 100 years, one way or other, injustice has been meted out to Karnataka. Karnataka could have
built a balancing reservoir at Mekedatu and a hydroelectricity station at Shivansamudra. Similarly , Tamil Nadu could have
constructed a dam at Hogenakkal to store more water. Now, if the Centre does not intervene, it will be difcult to resolve the
crisis," he said.

Jayachandra said the government is hoping for the best in the nal hearing on October 18, and ruled out any change in legal
counsel.
