Climate Type and Altitude
Climatic condition: Tropical climate with the average temperature between 24-32C and the
average of humidity between 67%-75% during October and 85%-92% during January, April,
October and November per year. Generally, the occurance of dry season happened between
April to October and rain season happened usually between November to March with the highest
precipitation of rain fall reach above 200 mm on November and December.
Topographical features: Mostly flat area due to its location nearby the western coastal zone of
Lombok Island. It is comprises of:
4652.06 hectares of flat area (0-2% of slope) or 75.9% of total city area;
1299.15 hectares of slightly steep area (2-8% of slope) or 21.20% of total city area;
174.28 hectares of steep area (8-15% of slope) or 2.84% of total city area;
4.57 hectares of very sharp area (15-25% slope) or 0.07% of total city area.

Extreme Phenomenon

Unflowing water occur in some spots of the city area due to incapacity of city drainages
system or in area located on very low elevation usually near the coast area. Flood occasionally
happened on area that close to the river banks. Both unflowing water and flood usually occured
during rainy season.
On February, high tide and high speed of wind velocity caused turbulence on west coast of
Mataram City. Abrasion also occur on the coast line during this past ten years and it is mostly
influenced by global warming that raise up the sea level.

Mataram City consist of six districts (6 kecamatan), 50 sub-districts (50 kelurahan) and 317 small
administratian area under sub-districts authority. See Map 2 below.

Proposed EcoDistrict Location is located on four sub-districts namely Kelurahan Ampenan
Tengah (population in 2012 is 9,963); Kelurahan Bintaro (population in 2012 is 7,599); Kelurahan

Dayen Peken (population in 2012 is 9,233); and Kelurahan Banjar (population in 2012 is 6,735).
Total area of these sub-districts are 236 hectares with population number in 2013 are 33,530
person (BPS 2013) so the population density is 142.07 person/hectare. However, based on
RTBL delineation, there are only 92.73 hectares or 39.29 % of total area of four sub-districts
mentioned above is later on delineated as Proposed EcoDistrict Location. (Quoted from
Page 3-4 Bab 3 Penentuan Lokasi dan Delineasi, Dokumen RTBL Kota Tua Ampenan 2013). In
addition, there is only 9.8 % of total area of Sustainable Urbanism Program Area of Ampenan
District. It means that planning area for Proposed EcoDistrict location is slightly less than the
standard criteria of EcoDistrict competition.
The reason to proposed the location stated above is based on two folds: 1) the proposed
EcoDistrict location is the heart of Ampenan District that marked the identity of Ampenan Old City
so it is worth to be considered for EcoDistrict location; 2) It is known as a tight adjacent of multi
ethnics housing blocks called Kampung Arab, Pecinan corridor (Chinese origin), Kampung Bugis
(South Sulawesi origin), Kampung Melayu, Kampung Banjar (Sumatrans) and also the location
of old heritage sites eg. Ex-Seaport of Ampenan, Old Fort Kapitan, Old Temple of Kong Hu Cu
Religion and Ex-Building of Bank of Indonesia.

Project type

Urban Renewing by renovating and conservating old side of the town and simultaneoulsy
integrating green infrastructure on the surrounding area.

Eco-district urban context

Old residential and comercial district with few sites similar to brownfields.
Existing connection between eco-district and city
Bearing in mind that Ampenan is used to be a strategic town because of the seaport in old
time, consequently the transportation system is available there until today. The availability of
transportation system is highly required not only because of there was a seaport of Ampenan that
operated in the past but also due to its todays role as a strategic place in western part of Lombok
that connected the International Airport of Lombok on the southern part and the most famous
tourism areas such as Senggigi and Gili Islands on the northern part of Lombok. Providing
transportation system and its supporting infrastructures such terminal, roads, drainages and
street lights in Ampenan is compulsary for Mataram Citys Government because there is a high
demand to transfer people and goods from all parts of the city especially from capital city to
Ampenan vice versa due to Ampenans huge population and its daily activities by means of both
public transport and private ones.
Unfortunately, public transportation recently becoming less popular than it use to be due to
the excessive number of motorcycle that claimed to be more accessible reaching the multi size of
roads and aisle.
Land transportation is connected by using numbers of routes for both motorized (minivan,
Ojek motorcycle, inter city minibus, bus, private owned cars etc.) and non motorized vehicle
(horse cart called Cidomo and bycycle). The main roads that have function for operating routes
are as stated below:

Existing city services/public utilities at EcoDistrict level

There are few points of private owned or group of community owned Triple R (3R) solid waste
treatment that converted non-organic solid waste into commodities such as bags, kitchen utensils
and also converted organic waste into compost or fertilizer called Kompos.
However, pubic waste service treatment or temporary waste treatment points (Tempat
Pengolahan Sampah Sementara-TPST) owned by local government are not available, therefore
it is replaced by numbers of metal containers for collecting garbages though it is less efficient.
Sewage water (Grey and black water or liquid waste) are mixed in drainage channels that caused
inconvinience, harmful for the inhabitants and often clotted by solid waste and sedimentation.
Other city services operated by local government or private sector are available for instances
schools, hospitals, stores, markets, police stations, sub-district and district offices and gas
stations.
EcoDistrict objectives (Tujuan EcoDistrict):
What is the statement of objective for developing the EcoDistrict area?

EcoDistrict in term of RTBL KSKTA workframe is a set of guidence and regulation


addressed to organise and to implement and further could be integrated to the whole (technical)
plannings that already issued in a particular or prioritised zone such as Old City of Ampenan. On
the other hand, usually those (technical) plannings are merely based on technical approaches
and then mostly lack of environmental or green design.
Therefore, to fill in the gap between those technical designs stated above and strong
intention towards green objectives, EcoDistrict can be seen as a thought based on empirical
studies that ready to be implemented in a well planned area such as Strategic Zone of Old City of
Ampenan (KSKTA) as proposed EcoDistrict location. In addition, this is also because EcoDistrict
is believed to be in line with sustainable development and supporting conservation and
furthermore contributing The Kota Hijau concepts to be more implemented by embracing local

knowledges. EcoDistrict also has similar scale with RTBL KSKTA and congruent with RTBL
Guideline (Permen PU No. 06/PRT/M/2007).

There are main approaches to implement EcoDistrict on Kawasan Strategis Kota Tua
Ampenan (KSKTA) by means of 8 Attributes of Kota Hijau plus Economy Activity in order to
achieve : Better Quality of Life, Increase Efficiency and Ensuring Sustainability for the
dwellers of Ampenan especially on KSKTA (Proposed EcoDistrict location).
Better Quality of Life achievement indicated by the increasing of communitys income that lead to
boost social-economy standard level, better standar of each individual in healthcare and
education sector;
Increasing Efficiency is indicated by the its local community manner and awareness to use
energy in proportioned way including clean water consumption and wisely waste treatment;
Ensuring Sustainability is indicated by local inhabitants effort towards sustainable development
for fulfilling their current needs without sacraficing tomorrows limitted resources for next
generations. For example by avoiding overfishing, creating green open space, maintaining
clean water resources as well as agricultural zone for ensuring staple food availability.
Those indicators stated above is possible to achieve if all stakeholders such as government
in any level, private sectors and local community work together by conducting good governance
principles, good project management and the availability of financial sufficiency. For example, the
facade of old buildings can be more attractive for tourism if the building owners agree to
cooperate with local government to conserve their buildings under a certain regulation. As a
result, it is believed that tourism sector together with local business will be developed significantly
in that area as well as government income from both direct and indirect tax.
What are the expected targets for the eco-district? Why do you want to do an eco-district rather than a
usual district?

Besides those statement above, any effort will be focussing on enhancing creative ideas to
achieve Green objectives that should be begin by:
1) Creating conducive athmosphere to construct green building;
2) Focussing on green environment design supporting the use of renewable energy rather than
fossil fuel-based energy; and

3) Dissemination of both basic and advance green city concepts to the target groups in order to
reach green community by using looped system which is means any unsuccsessful stages
will be repeated to fulfil the standard.
Which specifications of the project must enable to reach the EcoDistricts targets?

The project will be focussed on managing waste problems (solid or liquid) particularly on the
residentials and old building as a heritage sites while at the same time underpinning other green
attributes such as compounding vegetations area, greening corridors both river banks and roads
for street vendors and enhancing heritage targets for tourism in which some parts of these
concepts are already stated on RTBL document.
How does eco district targets and specifications fit with the city / regency sustainable
development program ?
There are two main reasons why KSKTA is prioritized as a Proposed EcoDistrict location are
as follows:
1) Firstly, because KSKTA is stated as a Strategic Zone (Kawasan Strategis Kota Tua) of
Mataram City in term of Trade, Services and Social-Cultural interests (Kepentingan
Perdagangan dan Jasa serta Kepentingan Sosial Budaya) based on Verse 48 and Verse 49
on a 20 year of Mataram Citys Masterplan document (Perda RTRW Kota Mataram No. 12 Tahun
2011 tentang RTRW Kota Mataram 2011-2013;
2) Secondly, KSKTA is becoming high priority zone to developed based on RTRW/City
Masterplan stated above started from 2013 by reconstructing old harbour area, followed by a
three year (short term) technical designs known as RTBL (Designs for Building Code and
Physical Environment) towards sustainable livelihood on Ampenan in general and KSKTA in
particular. More importantly that due to the RTBL results The Ministry of Public Works of Republic
Indonesia through Infrastructure and Settlement board will be provided a 5 billion Rupiahs (Rp. 5
Milyar) for implementing parts of plans stated on RTBL of Ampenan Old City starting in 2014 to
2016.

Populations Growth Rate in Ampenan District is 2.18% per year from 2000 to 2010 (BPS
2013). Therefore the projection of population on that area in 2020 are 39,844.

Green Open Space (RTH) availability within Proposed EcoDistrict Location only 16.10 % or 14.933 ha
(149330 m2) which is less than EcoDistrict requirement (it can be close to 20% if it is including numbers of
vegetation that availabe on side of the streets). The lack of Green Open Space (RTH) availability mostly
because the Proposed EcoDistrict Location is lies on the center of Ampenan District which is known as the
most populous sub-districts as well as an old settlement. The figure of Land Use situation on Proposed
