Signatories: China, Egypt, France, India, New Zealand, Russia, Turkey, Uruguay, USA
1. Recognizing that terrorism is a global issue which has been causing serious
problems worldwide;
2. Acknowledging that terrorism is sponsored by some states in two ways:
a. Active Sponsorship,
b. Passive Sponsorships
3. Funding terrorism is a passive support to terrorism which is more harmful to
the nations sovereignty;
a. Developed nations supporting terrorist groups should face sanctions
whether active or passive funding;
4. Stressing that draft should be acceptable to the majority of the of the
members, especially the P5 states;
5. Invites the states to:
a. Collaborate on reaching unanimous decision on imposing sanctions on
countries,
b. Consider the economic situation of the country being accused and
therefore sanctions which would devastate their economy should be
avoided;
6. Suggests the legality of NGOs and charities to be monitored by the UN;
a. Establish strict policies to keep track of all activities of these
organizations,
b. Calls upon regular inspections to ensure no illegal activities are taking
place.
7. Emphasizes the intelligence exchange between states so that terrorism can
be monitored, therefore combated;
8. Endorses the idea of creating a new intelligence agency with the
collaboration of all the intelligence agencies all over the world;
a. i.e. ISI, CIA, RAW, MI6 and etc should hold meetings to discuss possible
strategies to combat spreading terrorism;
9. Recommends that a single government should not be allowed to interfere in
any government affairs regardless of any regional or political interest;
10.Emphasizes on lifting sanctions which are hurting the economies of the
states;
