The Cebu City Situation

Geographical Location
Cebu is the oldest settlement in the country
(1571)

Metro Cebu, is comprised of 10 LGUs

4 cities of Cebu, Mandaue, Lapu-Lapu and


Talisay, and the 6 municipalities of Naga,
Minganilla, Liloan, Consolacion, Cordova and
Compostela
defined by the Cebu Integrated Area Development
Master Plan Study (CIADMPS) in 1994

increase from 718,821 in the 2000 Census. The annual population growth rate
for the period in 1.52%. All other adjacent cities and municipalities
recorded much higher population growth rates for the same period

Travel Demand
The share of trips using the private modes increased from 9.7% in 1979 to
20.6% in 1992 while the share of trips using public transport decreased
from 90.3% in 1979 to 79.4% in 1992. It is anticipated that the Metro Cebu
will experience an increasing rate of person-trips due to rapid population
growth and urbanization

The Cebu City


Bus Rapid Transit (BRT) Initiative
It started with Curitiba, Brazil.
In 1996, Mayor Tomas Osmea went to
visit Curitiba with city traffic managers to
see their bus system which was gaining
worldwide popularity
This was after he was mayor of Cebu
City from 1988 1995.

Bus Rapid Transit (BRT) Initiative
When they came back, they shared what they
learned to the then city leadership.
Specifically, through its political leader, Mayor
Osmea (a private citizen then), the city
started to slowly move to two very important
governance policy changes reflective of the
transport and environment strategies of
Curituba.

The two policy directions are:

Land use planning and transport planning


cannot be separated: Osmea preferred
drawing out the transport corridors first, before
laying the land use along it;

Public Transport comes first, before Private


Transport

. . . both policies run counter to conventional wisdom

Bus Rapid Transit (BRT) Initiative
Between 1996 and 2001, not much was
done on the strengthening of these two
policies and the establishment of a bus
system similar to that of Curitiba, Brazil.
CITOM continued to identify corridors
and probable bus stations. Different LRT
studies between 1992 and the present
provided much information on these.

It is significant to note that in all these initiatives,
the Cebu City has opposed their approval

In 2001, Mayor Osmea got re-elected
as mayor and revived his vision for an
efficient bus system in Cebu City.
CITOM attempted to steer to a new and
less difficult strategy The Stairless
Jeepney concept. After a few technical
studies, it was concluded that it wont
work as efficiently as desired.

Bus Rapid Transit (BRT) Initiative
In 2007, Cebu City officials attended a
forum with Enrique Pealosa, former
mayor of Bogota, Columbia.
At about the same time, Cebu City
started to discuss the BRT proposal with
the DOTC, World Bank, JBIC, and ADB.

Cebu City also joined in the EST


consultations with DOTC and UP-NCTS.

In 2008, Cebu City solicited the help of
partner agencies for the promotion of a
BRT system in Cebu DOTC, UPNCTS, USAID-ECAP, CAI-Asia.
In April of 2008, Cebu City submitted a
request for assistance from PPIAF for a
BRT demonstration corridor study for
Cebu City through the World Bank

Sept. 4-5, 2008, with the help of our
partners, 4 sessions of seminars were
held for different sectors in Cebu City
urban poor, politicians, transport groups,
and academe.
In September also, ADB-CDIA started a
T/A study for the South Reclamation
Proj. Which included a BRT system.

Bus Rapid Transit (BRT) Initiative
Nov. 10-11, 2008, through the aid of CAIAsia and ADB-CDIA, we invited Mayor
Pealosa to speak in Cebu City in
relation to the BRT implementation in
Bogota, Columbia.
The visit of Mayor Pealosa has stirred
much interest in Cebu for the realization
of its desired BRT system.

September 2008, DOTC has committed
to finance the Public Transport Strategic
Plan for Metro Cebu.
January 2009 World Bank announced
the approval of the PPIAF study;
Today, there are three (3) studies being
done for the Cebu City BRT.
