ABSA Fittings Registration Category of Fittings (From Table 1 of CSA B51) uali A Pipe fittings, including couplings, tees, elbows, wyes, plugs, unions, nipples, pipe caps and reducers B All flanges C All line valves D All types of expansion joints, flexible connections, and hose assemblies E Strainers, filters, separators, and steam traps F Measuring devices, including pressure gauges, level gauges, sight glasses, levels, and pressure transmitters G Certified capacity-rated pressure-relief devices acceptable as primary overpressure protection on boilers, pressure vessels and pressure piping, fusible plugs H Pressure-retaining components that do not fall into Categories A to G System Re ements Scope of quality system must include proposed scope of work Alberta requires a Certificate of Authorization permit to manufacture fittings. For applications from outside Alberta, but within Canada, the applicant must have avalid quality control program that is accepted by the regulatory authority in the province of manufacture Outside Canada, manufacturers must have a 3 party accredited QMS ISO, ASME, or other acceptable accreditation agency acceptable to Administrator. Verification of QMS status for fitting manufacturers outside of Alberta is required (see design submission) and a copy of an acceptable accreditation certificate must be provided. Ifa fitting manufacturer has more than one manufacturing location, it must submit a statutory declaration referring to each location, in duplicate, and a copy of the QMS certificate referring to each manufacturing location must be provided. Design Submission Requirements Quality System Confirmation ‘AB-31. Application Form AB-41 Statutory Declaration Signed in front of Commissioner of Oaths in duplicate (only original signature is acceptable) (outside Canada, AB-41shall be signed by someone that has a legal responsibility in the country, i.e. Notary) Previous Out of Province Registration (if applicable): © Ifa fitting was previously registered outside of Alberta in another Canadian province, then proof of that initial out of province registration needs to be provided with the application ‘* Registrations of fittings shall be resubmitted for validation not more than ten years after the date of acceptance by the regulatory authority in the original registering province. What design information needs to be included? Fittings that are built to a recognized North American standard, may not require drawings. For example, for flanges built to standard ASME 816.5., drawings are not required. However, the manufacturer shall state their scope within the standard. Fittings that are not built to a recognized North American standard, the manufacturer shall provide detail design information as follows: Design information Needs to Include (on the drawings} * Designation of the Code or Standard; © The design pressure ; © The design temperature and MDMT if applicable; ® Details of the arrangement and dimensions of all component parts, including minimum thickness after forming; © ASME specification numbers for all materials, including grades and whether seamless, or unlisted material information (example: SS 316 is not a specification) * Weld joint details, including weld sizes (per applicable code requirements using AWS symbols or clear details) ‘© Non-destructive examination details (The extent of Code-reauired radiographic examination and other non-destructive examination (per code requirements); © Other design info (CA, cyclic service, lethal service, etc.) © Any code cases that have been applied. ‘© Hydrostatic or pneumatic test pressures ‘© Post Weld Heat Treatment (holding time and temperature) if applicable ‘© Impact Testing (full description of exemptions if no impact testing to be done; otherwise include material and production test energies} * tis not necessary that drawings be stamped by a Registered Professional Engineer unless the Safety Codes Officer requires such stamping. calculations; copies of proof test report witnessed by an inspector or an authorized inspector acceptable to us for the purpose of establishing the maximum allowable working pressure of the fitting or any part of it; ‘* any other information that is necessary for the Administrator to survey the design and determine whether it is suitable for registration. Use of Unlisted Materials Unlisted materials may be used if: = The code of construction allows them (for example ASME 831.3); ~ Requirements of the code of construction are followed (for example, for 831.3, paragraph 323.1.2 must be satisfied); and - Note: Section |, Section Vill and some other codes do not allow the use of unlisted materials and ABSA will not accept them for miniature pressure vessels or any other fitting submission where the code of construction does not allow unlisted materials. Fittings Design Submissions (The Most Frequent Deficiencies that cause delays (April 2010 -March2011) %) - Administrative Issues 25.6% - Calculations 15.3% ~ Materials 11.9% ~ Drawings and dimensions 7.9% ~ Impact testing 6.9% - Weld details 6.1% - Code Edition & Addenda 4.1% = Design conditions 3.79% = Act, Regulations, Codes and Standards 3.2% - Flanges 3.0% = Hydrostatic test pressure 2.6% = CRNsfrom other provinces 2.2*9% = NDE1.7% - Heat treatment (holding time & temp.) 1.2% = Other deficiencies 4.6% Common Deficiencies that cause delay Administrative Issues (25.6 % of all deficiencies): - Scope © Scope or registration is not clearly specified (some manufacturers write down notes informing the they will be able to use any other material apart from the one they are registering; This is not acceptable) Inadequate scope of QMS certificate (i.e. it covers design, marketing and sale but it does not cover manufacturing) = Absent or incomplete information in the submission = Absent or a not properiy filled out form © AB-31 (application form), * AB-41 (statutory declaration) missing logo, improperly completed, photo copy ~ Absent QMS Certificate (e.g. ISO 9001) ~ Quality of drawings © Readability issues ‘© Manual changes on drawings improper revision practice = Changes to designs already accepted in other provinces (minor and other changes). Calculations* (15.3 % of all deficiencies = Absent or inadequate thickness of pressure retaining components (valve bodies, covers, shells, heads, etc.) - problems with proof test reports (no Al involvernent, average of at least 3 tensile tests not provided). - Other (FEA, inadequate nozzle reinforcement, incorrect expansion joint calculations, non-circular shapes, etc.) Mistakes in calculations, (ii) some parts or complete calculations are missing Materials (11.9 % of all deficiencies} - Absent or incomplete material specification numbers, material grades, classes, and whether seamless or welded; (example: SS 316 is not a specification} = Unjustified use of unlisted materials proposed material is not listed in a standard proposed unlisted material specification does not have defined chemical and/or mechanical properties Impact testing (6.9 % of all deficiencies): = Absence of MDMT on the drawing 2.8% - Absence of impact testing exemptions proposed 2.3% ~ Absence of or incorrect material and/or production impact tests proposed 1.2% ~ Incorrect impact testing exemption paragraphs 0.6 %
