SECTION C ~ STATEMENT OF WORK
1. BACKGROUND,
Peace Corps was established 49 years ago to promote international peace and friendship. There are
presently 7,000 Peace Corps volunteers serving in 63 foreign countries who are supported by
approximately 800 Peace Corps employees. In addition to its headquarters location at 1111 20th
Street, NW, in Washington DC, Peace Corps has offices in 10 US cities and at post locations in
countries worldwide. The ability to provide communication and material support for current Peace
Corps volunteers servicing all over the world is at the heart of the Peace Corps' distribution and
direct mailing operations. Alll of the major offices (departments) at the Peace Corps’ HQ require
international mailing services throughout the fiscal year.
2. INTRODUCTION
The purpose of this contract is to provide the required intemational commercial express package
services for Peace Corps headquarters located at 1111 20" Street NW, Washington DC 20526, as
well as associated overseas locations.
Service will be required from the Continental United States(CONUS) to Outside Continental United
States(OCONUS), OCONUS to CONUS (retrograde route), and OCONUS to OCONUS (lateral
routes). CONUS include Alaska, Hawaii, and Puerto Rico.
‘The contractor shall meet quarterly with the COTR at the Peace Corps headquarters’ site (and the
contracting officer if requested), These quarterly meetings may involve representation from the
various user groups at the Peace Corps.
3, REQUIREMENTS
The contractor vendor will perform International door to door express package service to include
time-definite, door to door pick-up and delivery, transportation, in transit visibility/tracking,
electronic invoicing, and expedited customs processing of urgent and critical packages (letters to
300 pounds), for the Peace Corps, in support of permanent and volunteer stafis in various locations
worldwide, including Peace Corps posts in developing countries and territories.
The prime contractor shall provide ITV 24-hours a day, 7-days a week via the prime contractor's
website and toll free telephone service in order to provide the transportation status of shipments. If
the prime contractor subcontracts service to a subcontracted contractor, the prime contractor shall
continue to provide ITV details while the shipments are in the possession of the subcontracted
contractor.
Tracking/tracing information shall include as a minimum: dates and times of departure from
Shipment origin, arrival to and departure from transshipment points, and destination arrival; proof
of delivery with consignee’s name (if applicable); and delay codes (if applicable). When shipments
are delivered without obtaining a signature, the tracking/tracing system shall record the location.

The contractor shall update their tracking/tracing system with shipment status information daily,

The contractor shall adhere to invoicing requirements established by Peace Corp OGAP accounts.
Invoices will be sent to OGAP electronically for payment.
4, TECHNICAL SEVICE SUPPORT
The contractor shall provide toll free telephone service and an e-mail address for specific issues in
order to provide technical and service support at the same level provided to its commercial
customers.
During the contract, the contractor shall provide Updated/new technology, basic service features,
and accessorial services as provided to its commercial customers.
PERFORMANCE STANDARDS
Service standards for high volume routes are listed below. All other routes will be subject to
availability of provider. These minimum standards will be required from the Continental United
States(CONUS) to Outside Continental United States(OCONUS), OCONUS to CONUS (retrograde
route), and OCONUS to OCONUS (lateral routes). CONUS include Alaska, Hawaii, and Puerto
Rico.
