TEMPORARY INSPECTOR, MUNICIPAL DEVELOPMENT

Incumbent serves as Temporary Residential/Commercial Inspector (without certification), responsible


for inspecting new and existing structures, and coordinating demolition of structures within the Citys
jurisdiction.
DUTIES: Performs on-site inspections of new and existing structures to ascertain compliance with
applicable statutes, codes and regulations, and issues stop work orders as necessary.
Interprets and enforces federal, state, and local building codes and ordinances. Investigates
complaints.
Implements policies and coordinates citywide demolition program alleviating blighting influences in
community neighborhoods that are experiencing deterioration and/or cessation of growth.
Makes preliminary inspection of damaged buildings due to fire or natural disasters, and makes
recommendations for condemnation and demolition as necessary.
Inspects and evaluates deteriorated properties, determining code violations, potential renovation
costs, and/or need for demolition; makes recommendations to appropriate City officials accordingly.
Conducts environmental reviews of properties to be demolished, including determining presence of
asbestos, lead paint, and other hazardous materials, and preparing specifications to ensure
compliance with all EPA regulations.
Monitors demolition projects, ensuring compliance with specifications and contract guidelines.
Maintains records of all inspections performed, approvals or citations issued, and final outcome.
Monitors and maintains records and reports of all projects, and submits to appropriate local, state,
and federal agencies.
Performs related duties as assigned.
I. JOB REQUIREMENTS: Working knowledge of federal, state, and local building codes and
ordinances, and ability to interpret and apply relevant codes to particular situations.
Working knowledge of standard practices and procedures of the construction trade.
Ability to communicate tactfully with property owners and contractors under conditions of potential
conflict, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to comply with all employer/department personnel policies and work rules, including, but not
limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to maintain accurate records of inspection activities and outcomes.
Possession of valid Indiana drivers license and demonstrated safe driving record.

II. DIFFICULTY OF WORK: Incumbent applies knowledge of a vast number of building codes and
regulations and standard practices of the construction trade, using independent judgment to
determine applicable legal standards and ensure program compliance in particular situations.
III. RESPONSIBILITY: Incumbent is responsible for assisting in coordinating department operations
and ensuring compliance with well-defined federal, state, and local regulations and guidelines, and
receives general assignments and instructions from the Building Commissioner or others as
assigned. Work is reviewed for compliance with established requirements for the department.
IV. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with department
superiors and co-workers, contractors, other organizational units, and members of the general public
for purposes of coordinating assignments, supervising personnel, receiving complaints, and
regulating and enforcing state and local building regulations and ordinances.
Reports directly to the Building Commissioner.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs a significant amount of
work in the field in various weather conditions. Physical effort is exerted to inspect various structures,
involving walking, climbing ladders, bending, stooping, and maneuvering in cramped spaces. The
incumbent is exposed to hazardous materials and other hazards associated with the construction
trade. Must have full use of dexterities to maintain position.
