I am requestif'.g funding in the FY10 Energy and Water Appropriations bill for the
Folsom Dam Outlet Modifications. The entity to receive funding for this project is U.S.
Army Corps of Engineers, Sacramento District, at 1325 J Street, Sacramento, CA 98514.
It is my understanding that the funding would be used to develop and evaluate feasible
alternatives to the Corps outlet modifications design. The partners have selected an
integrated design which would include a gated auxiliary spillway in place of the river
outlet gate enlargement.

I certify that this project does not have a direct and foreseeable effect on the pecuniary
interests of me or my spouse.

Consistent with the Republican Leadership's policy on earmarks, I hereby certify that to

River, addressing seepage around utilities, and for continued work on the American River
Common Features General Re-evaluation Report.

Elder Creek, Unionhouse Creek and construct levee improvements to 3300-feet of
railroad embankment protecting several hundred homes, In addition, design efforts will
continue so that construction can occur in 2010 further reducing flood risk to residences
along the various streams.

McClellan Nu.clear Radiation Center. The entity to receive funding for this project is the
University of California at Davis, at One Shields Avenue, Davis, CA 95616. It is my
understanding that the funding would be used to replace the nation's current sole
domestic source ofIodine-125 (1-125) production located at the UC Davis McClellan
Nuclear Radiation Center (MNRC). In April 2004, the system experienced its fourth and
final failure causing production to cease entirely and the system remains inoperable
today. It remains the only existing domestic supply source for the material.

will upgrade the infrastructure for the entire Museum complex. Included are a needed
conversion of various HVAC systems from obsolete and high-energy consuming systems to
Direct Digital Control (DOC) systems which will vastly reduce energy costs while allowing for
greater conservation and use of existing energy within the building. During construction this
project will create more than 20 jobs.

Simulation Laboratory in fiscal year 2010. The entity to receive funding for this project is
Colorado State University, located at 203 Administration Building, Fort Collins, CO 80523 . The
funding would be used for personnel, supplies, and the specialized equipment and
instrumentation necessary to develop Smart Grid capabilities that will demonstrate in situ a
reliable, secure, and market-driven electric power grid.

The funding for this project is a good use of taxpayer funds, because fully integrated smart grid
technology will reduce consumer electricity costs by using energy more efficiently and ensure
wind and solar power are more reliable sources of energy. This technology will also allow real-
time monitoring of the grid for trouble shooting potential weaknesses in the system. Such
monitoring will ultimately reduce blackouts and their costly economic impacts. I certifY that

I am requesting funding for the South Sacramento County Streams, CA project in fiscal year
2010. The entity to receive funding for this project is the U.S. Army Corps of Engineers -
Sacramento District, located at 1325 J Street, Sacramento, CA 95816. The funding will be used
for channel and levee improvements, detention facilities, ecosystem restoration and recreation
features which will protect Sacramento from high water from the Mokelumne-Cosumnes River
system as well as the Morrison Creek watershed. Funding will advance the project upstream
along Unionhouse Creek and construct levee improvements to 3300-feet of railroad embankment

The construction has been closely coordinated with the Bureau of Reclamation's current
construction efforts so that the Joint Federal Project Dam modification will be realized in 2015.
Additional work will include the advancement of design of the auxiliary spillway and the

integrated Joint Federal Project. With the initiation of the Joint Federal Project, the Folsom Dam
Raise Project planning has been integrated with the Folsom Dam Modifications Project and the
Bureau of Reclamation's Dam Safety Program. Based on the results of this planning process, the
proposed work under this authority is a 3.5-foot raise of the dikes and wing dams, improving
three emergency spillway gates, and ecosystem restoration of the lower American River. I

to allow 5000 feet of bank to be protected along the Sacramento River, reducing flood risk to the
area and associated mitigation related projects. The long-range program solves and prevents
levee erosion problems through revetment, re-vegetation, levee setbacks, and other means, while
