SIMPLEX system is used for Fire detection in various areas of the plant and provides logical software for “Alarm” and “Fire” signal outputs for local/remote alarm and to MINIMAX system to activate respective protection and automatic fire extinguishing devices. SIMPLEX system uses its transponder panels MINIPLEX through its internal” bus, for ‘exchanging hardware input/outputs with MINIMAX system, MINIMAX system is @ stancrdlone system and hardware contacts from Miniplex panels used 2 input signals for automatic operation of extinguishing systems. The hardware outputs from MINIPLEX system are connected to MINIMAX system for activation of various ©dinguishing equipments €.g. The existing system shall be replaced with latest state of the art system, Contractors shall use the existing fire detectors and other field devices unless otherwise mentioned in the specification. The proposed new system shall be of latest technology with ‘advanced features. The contractor shall confirm and give in writing that the proposed new system will not be phased out for next 20 years. They shall also ensure the ‘support for at least 15 years in terms of supplying spares, services and repairing of defective components, 3.1.2 The contractor's supply shall include, but not limited to, the engineering design, delivery, installation, required integration, testing and commissioning of the system. Page 4 Dubai ectrcty & Water Authonly Technical Specfcation 3.1.3 The contractor shall also decommission all existing SIMPLEX/MINIPLEX. panels including removal of panels, cables, termination, etc. All the removed items shall be handed over to DEWA. 3.1.4 The contractor shall visit the site to carry out a survey and get fully familiarize with the site condition and required job scope. Based on the survey a sample plan, layout drawing, implementation methodology and estimated time required for the total work shall be submitted along with the bid. 3.1.5 The contractor shall do all the needful including system design, engineering, Commissioning, testing, supply and installation of cables, panels, modules/cards and other necessary materials as required for successful completion of the work, 3.1.6 The system shall be supplied with 20% spare I/O capacity, so that any ‘adcition/modification in future can be done without adding additional modules in the system. 3.1.7 The new system shall be of a proven, robust technology proven with 100% availabilty and certified with the compliances of International Regulatory Bodies, 3.1.8 All system components shall be of industrial quality and suitable for the type of plant environmental conditions to be encountered. 3.1.9. Contractor's work also includes supplying and laying necessary cables, replacement of networking cables, supporting, ducting, dressing, glanding, bending, termination, sealing ends of wall penetration as required to form complete, safe & reliable system 2s per DEWA Regulation for electrical installation, testing, commissioning and handover of the works. 3.1.10 The contractor shall supply all the cables including grounding cables for panel earth & ble glands, all the consumables including ferrules, cable lugs, etc as necessary. 3.1.11 Contractor shall ensure that the existing hardware, cables, sensing devices, alarm sounders and signal lamps etc are compatible to the new system. In case of non- Compatibility, Contractor shall replace all such devices without any further implication of additional cost. 3.1.12 Compiete bill of materials shall be submitted. 3.113 The selected contractor shall work out installation/ commissioning & testing schedule with DEWA Engineers, ensuring minimum plant shutdown requirements and durations. 3.2. Specific Requirements: 3.2.4 Replacement of SIMPLEX 4100 area panels #1, 4 & 5 (total 3 nos.) with panels of Proposed new system. Most of the functionalities shall remain as per the present Configuration except some additional requirement as mentioned under the additional requirement clauses 3.3.1 & 3.3.2 3.2.2 Prasently SIMPLEX Area Panel #2 Is acquiring Fite detection Signals for Gas Turbines, Gas Turbine Hall, local plant control rooms, Cable Basement etc. of Phase-I Gas Turbines (GT #11, 12, 21 & 22). This panel shall be replaced and segregated into four separate panels of proposed new system, separate for each GT. All the Field signals shall be accordingly acquired from individual GT areas in respective new panels. Only upon approval of the PTW and RA, the Contractor should mobilize and commence his work at site. 8.6 All the activities of the contractor shall be under close and direct supervision by DEWA personnel. Working at site - Safety 9.1 Contractor’s supervisor should always be available at site during the working hours of the contractor. 9.2 All Safety Regulations and Practices prevalent at Jebel: Ali Power Station should implicitly be followed by the contractor while working at site. Before commencement of the work, the contractor's site supervisor is expected to make a Tool Box Talk and deliver hints on safety requirement, hazards, etc. to his workmen on daily basis. No welding, flame heating or cutting, grinding, Pneumatic chipping, etc. shall be carried without specific clearance from DEWA. Such clearance shall be obtained through prescribed "Hot Work Permit” (HWP), The HWP shall be obtained on daily basis. The procedure for obtaining the HWP can be collected from concerned DEWA engineer. 9.3 The adjoining plant installations, instruments, electrical cables/ cubicles/ panels/appliances etc. should adequately be protected against injury/damage/spillage/splashes while execution of the contract works. 9.4 The contractor shall carryout Risk/HAZOP analysis for all his works. The analysis shall be from safety as well as Occupational Health considerations. 9.5 Movement of contractor’s workmen shall strictly be restricted to their place of work and shall not be allowed to move freely in other areas of the Power Plant. No one is allowed to smoke inside the Power Plant. 9.6 The movement of contractor's vehicles inside the Power Station shall strictly follow the speed limits specified. 9.7 Any material entry under the scope of supply shall be certified by the security staff at DEWA entrance gates. Working at site - Cleanliness 10.1 The area of work shall be kept clean at all times before, during and after close of work for the day. Spillages and splashes shall be avoided. If this did occur, the contractor should clean the affected areas immediately. 10.2 No wastes, detergents, thinners, paints, etc. shall be let to trenches, water collecting pits, beach sand or sea in the plant area. Warranty ‘The entire work should be guaranteed for a period of 24 months from the date of installation and commissioning of the system against any defects arising out of faulty workmanship and material supplied. In case of any defects during the period of the warranty, the contractor should repair/replace such defective items within a reasonable time or the time mutually agreed, at no additional cost to DEWA, Insurance 15.1 The contractor shall be responsible for the Insurance of all works and personnel involved. 15.2. The insurance for the goods during transit and until delivery to DEWA Stores at JAPS, Dubai and tll final certification by DEWA and/or until the works are taken over by DEWA in writing (in the cases of supplies that include works contract) should be provided by the contractor at his cost. (b) The costs of the performance bond and the costs of any required extension to the Performance Bond shall be borne by the successful tenderer. Exceptions and deviations mentioned elsewhere in the tender may not be considered or taken note of by DEWA. 20. DEWA reserves the right to increase the quantity of any or all the work of the tender at any time during the execution of the Contract provided however that DEWA shall ‘ensure that reasonable and proper notice is given to the Contractor to enable him to make all necessary arrangements. No such further orders or variations shall involve an increase of more than 25% of the total value of the work to be executed under the contract. In all cases the contract shall be deemed to commence as from the date of the telex and or letter accepting the tender and awarding the contract. Cancellation of the contract will entail the following: a) The final deposit (Performance Bond) will become the sole entitlement of DEWA without need for any judicial measures. b) DEWA will complete the remainder of the contract at the expense of the contractor and in anyway it deems fit but reserving its right to claim from the Contractor all compensation or expenses due to it. 25. The price quoted shall be deemed to have included everything for satisfactory ‘completion of the work and due performance of the contract, whether or not such requirement, has been explicitly shown, stated or implied. 26. DEWA does not bind itself to accept the lowest or any tender nor is it bond to give any reason for the rejection of any tender. Whilst DEWA reserves the right to waive any informality or irregularity in any tender submitted, they also reserve the right to reject any tender, if the tenderer fails to submit all details as required by the tender documents, or ifthe tender is in anyway incomplete or irregular, 27. The Contractor shall not enter into this or any other contract with the Employer in the event that any such commission has been paid or agreed to be paid by him or on his behalf or to his knowledge, unless before the contract is made, particulars of any Such commission and of terms and conditions of any agreement for the payment thereof have been disclosed in writing to the Employer. ASSIGNMENT The contractor shall not assign the contract or any part thereof or any benefit. or interest therein or thereunder without the writen consent of the employer. 3, SUB-LETTING The contractor shall not sublet the whole of the works, except where otherwise provided by the contract. The contractor shall not sublet any part of the works without the written consent of the company, and such consent, if given, shall not relieve the contractor from any liability or obligation under the contract and he shall be responsible for the acts, defaults and neglects of any Sub-Contractor, his agents, servants, of workmen as fully as if they were the acts, defauits or neglects of the Contractor, his agents, servants or workmen. Provided always that the provision of labour on a piece-work basis shall not be deemed to be a sub-letting under this Clause, 4. EXTENT OF CONTRACT The contract comprises the construction, completion and maintenance of the works and the provision of all labour, materials, constructional plant, temporary works, and everything, whether of a temporary or permanent nature, required in and for such Construction, completion and maintenance so far as the necessity for providing the ‘same is specified in or reasonably to be inferred from the contract, 5. ENGAGEMENT OF LABOUR (1) The contractor shall make his own arrangements for the engagement of all labour, local or otherwise, and save in so far as the contract otherwise provided for the transport, housing, feeding and payment thereof, ALCOHOLIC LABOUR OR DRUGS (2) The contractor shall not otherwise than in accordance with the Statutes, Ordinance and Government Regulations or orders for the time being in force import, sell, give barter or otherwise dispose of any alcoholic liquor or drugs or Permit or suffer any such importation sale, gift, barter or disposal of his Sub- contractors, agents or employees. FESTIVALS AND RELIGIOUS CUSTOMS (3) The contractor shall, in all dealings with: labour in his employment, have due regard to all recognized festivals, days of rest and religious or other customs, EPIDEMICS (4) In the event of any outbreak of illness of an epidemic nature the contractor shall comply with and carry out such regulations, orders and requirements as may be made by the Goverment or the local medical authorities for the purpose of dealing with and overcoming the same. ACCESS TO SITE ‘The Company and any person authorized by it shall, at all times, have access to the works and to the Site and to all workshops and places where work is being prepared or where materials manufactured. CONTRACTOR'S SUPERINTENDENCE In, elaborating requirements laid down in Clause 7 of general conditions of contract in this specification, the contractor shall provide adequate number of supervisors to ‘ensure proper and timely completion of work. He shall also nominate one responsible Person who shall liaison with the owner on all matters, pertaining to the contract and who wil be available at Site all through the working hours. 3. SUPPLY OF PLANT, MATERIALS AND LABOUR In continuation of Clause 20 of general conditions of contract laid down in this specification, the contractor shall arrange to provide, install and remove the Necessary scaffoldings, staging, safety nets, dollies and platforms as required by his workmen. All tools and consumable shall be supplied by the contractor, except where specifically excluded. 4. WORKMANSHIP ‘The workmanship shall be of the highest standards. Wherever applicable either British or other well standards will be used, 5. SAFETY PRECAUTIONS ‘The work under this contract shall be carried out with adequate care to prevent spillage and dirtying of plant area, the equipment and floors, where such spillage ‘occur must be immediately cleaned. Any violation to this care will be treated as a serious offence. The job is to be carried out in the operational areas. The contractor’s men shall not touch or operate any of the equipment, switches, controls oF instruments. Any such mishandling may lead to failure of poweriwater supply to entire Dubai. No work will be carried out without the prior consent in writing from the assigned DEWA Enginear-in-Charge of this job. ‘As power cables, open crane power leads eic., are there in the plant exacting needs of safety precautions will be required. Personnel, material, vehicle etc., are subject to security check, when passing through the gate. 2. The contractor's personnel will be admitted to the Station premises on request, on the basis of the Identity Cards issued by the respective contractor. This card shall be withdrawn when the services of the employee are terminated, 3. The contractors supervisorylmanagerial staff who may require access to the operating plant area or Administration office, Stores, etc., will be provided with DEWA security passes for which the contractor shall apply in prescribed form, 4. Vehicles for transporting personnel will not be allowed to ply inside the Station Premises, However, personal cars/Engineer's transports can be allowed inside the premises, after security check, up to the contractor's site office. This shall be parked only in the designated parking area. 5. The following information shall be provided by the contractors: a) Al lst of staff giving names, Identity card/Passport number and nationality b) List of vehicles required to be allowed entry into the Station premises, ©) Specimen signature of person authorized to sign gate pass, identity Cards etc. 6. The contractor shall issue gate pass signed by his authorized representative for taking any material belonging to him, out of the Station premises. 7. Material transporting vehicles are allowed in the Station premises up to the contractor's work site. Parking of such vehicle shall strictly be restricted to the Parking area provided, 8. ‘Permit to Work’ shall be obtained from the Station Manager before starting any work in the Station premises. 9. Strict compliance to the ‘No Smoking’ Warning shall be ensured. 10. Burning of waste material in the Station premises is strictly prohibited 11. The contractors shall keep their work site and lay by areas neat and frée from hazard. 12, Normally visitors will not be allowed inside the Station premises. A walting room for visitors is provided at the main gate where they shall be met/received. However, if any visitor is to be taken to a contractor's office inside the Station premises for a parficular purpose, the Security personnel at the main gate house shall be contacted who may make necessary arrangements for the same, 13, Visitors are strictly prohibited from the operating plant area, 14. Photography is prohibited in the Station premises. However, if for any specific Purpose taking photo is necessary, prior permission shall be obtained for the same 15. FORCE MAJEURE ‘The expression ‘Force Majeure’ shall mean any unforeseeable cause beyond the control of either party to this agreement such as act of God, Judicial Orders, Act of Public Enemy, Wars, Revolutions, Fires, Floods, Epidemics, Governmental Decrees, Natural Calamities, which shall directly prevent such party from performing his ‘contractual obligations. Neither party shall be responsible for any failure to perform its obligation under the Contract due to any Force Majeure PROVIDED THAT if such failure is on the part of the Contractor and is the result of any failure for whatever reason by any sub- contractor of the Contractor, the Force Majeure provision shall not avail to the Contractor. 12. ARBITRATION If any dispute in connection with this contract shall arise between the Parties, it shall in the first place be resolved amicably between the parties; or failing Such resolution, without prejudice to the Dubai and United Arab Emirates Courts jurisdiction and subject to the agreement between the parties, the same may be referred to an Arbitration. Within 45 days of agreement by the parties for resolution through Arbitration jit shall be referred in writing by the party raising the dispute to an arbitration proceedings .
