Rule 131 requires that motors do not restart automatically after a power outage

if the unexpected starting could create injury to personnel. Two types of basic
motor starting circuits are used in the motor control industry, low voltage
protection and low voltage voltage release.
Low voltage protection (three wire control) requires manual restarting by an
equipment operator. This rule does provide an option to use low voltage release
