The project site occupies approximately 28 acres and i currently referenced as ‘West*Gate Industral Park. A Site Vicinity Map, showing the generalized locaton ofthe project site is included within the Appendix of thi report. ‘Scope of Work ‘The conclusions and recommendations contained in this report are based on the results of our current field subsurface exploration, laboratory testing of selected samples by Engineering Consulting Services, Ltd. as well as our preliminary exploration program conducted atthe sie in May 2000. A total of 26 soil test borings (Borings BI-1 through B1-26) and a series of 4 Dressuremeter tests were performed forthe current scheme of the proposed Phase 1 development bby Engineering Consulting Services, id. These borings were each extended to depths ranging ‘rom 10 to 70 feet below the existing ground surface. Borings BI-1 through BI-14 were performed in the areas of the proposed office building and parking structure. Borings B1-15, ‘through B1-19 were performed in the area ofthe proposed Information Drive, while borings B1- 20 through B-22 and borings B1-23 through B1-26 were performed in the areas of the existing stormwater management pond and the proposed retaining wall along the west side of the proposed office building and the south side of the parking structure, respectively. The preliminary exploration of May 2000 performed by ECS, Lid. consisted of a total of 12 soil test ‘borings (B-1 through B-12). ‘These borings extended to depths ranging from 72.5 to 80 fect below existing grades. ‘A number of publicly available sources were utilized in addition to the traditional geotechnical services that were performed, in order to increase our knowledge of the original site topography as well as subsurface conditions across the project site. These services, as mentioned above, included a review of USGS mapping of topography in the project vicinity as well asthe review of Soil Conservation Services (SCS) soil mapping and topography of the project site, ‘The number and general locations of the borings performed for the subsurface exploration were selected by Engineering Consulting Services, Ltd, bated on the Site Development Plan provided to us by William H. Gordon & Associates. The borings were located in the field for diling ‘purposes by representatives of ECS, Ltd. The boring locations were established by « number of ‘techniques including taping and pacing with respect to exiting site features. The ground surface 1.5 Factor of Safety against Over-turing > 2.0 Factor of Safety against Bearing Capacity Failure > 2.0 Jt should be noted that based on the Site Plans prepared by William H. Gordon & Associates, Portions of the proposed retaining wall, west ofthe office building will be in conflict with the duct banks. ‘This section of the wal if supported on shallow foundations, should have grade ‘beams designed across the duct bank to bridge the load of the wall across the duct bank or the CS Jb No, 6292.6 oe wall section should be supported on a drilled piers. The diled piers should be located directly ‘Btiow the center GBthe proposed retaining wall. Since the drilled piers will representa relatively rigid point bencath a flexible retaining wall system it will also be necessary to construct a grade bbeam foundation across the top of the drilled piers in order to provide a uniformed bearing surface as well as protect the duct bunk. The design of the grade beam foundation should be ‘performed by the project Structural Engineer and should be incorporated into the final retaining ‘wall design, ‘The designer of the final retaining wall should take into account sliding between the bottom of the proposed retaining wall and the top ofthe grade beam. ‘The drilled piers should be designed for an allowable bearing pressure of 30 kaf and should ‘extend toa least 20 feet below the bottom of the wal supported by natural soil wth a minimum penetration value of 40 blows per foot. Actual bearing elevations may vary due to natural ‘subsurface variations between the tet borings. An allowable skin friction equal to 1,000 pounds per square foot may be applied through out the length of the pier. For uplift design, we recommend that allowable skin friction values equal to 50% of the above recommended values ‘beused, unless specifically evaluated ona case by case bass, by ECS, Lid. This expansion will include dredging the pond to increase its total capacity. A clay liner is recommended for the pond and recommendation is given inthe following section. ‘The bottom of the pond is cureatly at EL. 293, while the top of the embankment is at EL, 304 feet, Borings B-I1, B-12, and B1-20 through BI-22 were performed in the area of the existing gfond. The natural soils underlying the fill materials consisted of SILT and silty SAND. ils. Bond Liners ‘We recommend that a liner be included at the bottom and the sides of the pond to retain the ‘impounded water. We recommend that the proposed liner be extended up to the 100 year flood clevation level along the sides of the embankment, ‘The proposed liner should consist of 2 feet of compscted clay materials. We recommend using ‘the most cohesive, medium to high plasticity soils, with only limited amounts of coarse grained soils or rock permitted avaiable onsite or imported from an off-site source. It is anticipated that ‘the materials excavated from the pond bottom at the start of dredging operations will not be suitable for reuse as liner materials. It should be noted that if sufficient amounts of clayey ‘materials arenot available, then 1 foot of on ste fine grained soils (CL/ML,) should be placed and ‘compacted in accordance with the criteria previously outlined, This should be followed by 1 foot ‘of soil-bentonite mix to create an artificial clay liner. The soil-bentonite mix should be prepared bby utilizing equipment such asa cross axle mixer and compacted as outlined previously. In order to facilitate the establishment of grass on the embankment slopes, it is considered acceptable to place a 6 inch thick topsoil layer on the face of the embankment slopes. The ‘topsoil should be placed in 6 inch lifts and compacted with atleast 4 passes of a track dozer. Excavation Slopes and Support For temporary cuts or excavations, side slopes as steep a8 1.SH:1V are possible in the natural sols observed at this site. For long-term stability, sie slopes should be no steeper than 3H1:1V {neither natural soils or fill soils. All temporary and permanent slopes should be aggressively protected, such as by seeding and mulching as soon as possible after placement, to prevent from sloughing and erosion. ‘Any excavation that will have a slope steeper than 1.5HL:1V (to adjacent roadway, underground Utltes that are to be preserved, et.) will require a temporary earth retention system for support (of the excavation. All temporary and permanent slopes should be aggressively protected from sloughing and erosion. ‘required, we are providing the following design guidelines and recommendations for retention systems. “Although design of the earth retention sysiem is best performed by a specialty ‘contractor, a free-aining system consisting of soldier piles and wood lagging with the required ‘bracing would be appropriate. The system could be braced externally using tieback anchors. ‘Soldier piles and legging should be designed for lateral earth pressures equivelent to not less than 35 times the height of the excavation in pounds per square foot. ‘The contractor should avoid stockpiling excavated materials or equipment immediately adjacent to the excavation walls. We recommend that stockpiled materials be kept back fom the . BCS eb No, 6292-C 20. ‘excavation « minimum excavation walls. If this retained with bracing designed for the anticipated surcharge load. In addition the earth retention system design should consider surcharge Joads from cranes and other construction equipment ap TTT |e [ECS Job No, 6252-C a for CBR testing. A soaked CBR values of $4 and 6.7 were obtained on the composite sample of| the subgrade scils, with a design CBR values of 36 and 45, respectively. ‘Based upon the soil borings, we anticipate thatthe typical subgrade eols forthe proposed now pavement ares will consist of ether silt or sity sand, therefore; we recommended using a design (CBR value of 4.0 which is based on expectations of long-term performance ofthe material ‘The following minimum pavement section, based on a CBR of 40, is recommended for preliminary planning and design: ‘Standard Duty Pavements (Parking Stalls) Subgrade: On site soils, compacted to dry density of at least 95% of that soil’s Standard ‘Proctor maximum dry density (ASTM D-698) -Aseregate Base:6.0 inches Aggregate Base Material Typel, Size 21A or 21B ‘Asphalt Base: 3.0 inches Asphalt Base Material ‘Asphalt Surface: 1.5 inches Asphalt Concrete Surface Material Heavy Duty Pavements (Main Parking Drive Lanes) Subgrade: (On site soils, compacted to a dry density of at least 95% of that soil’s Standard Proctor maximum dry density (ASTM D-698) ‘Aggregate Base:8.0 inches Aggregate Base Material Type I, Size 21A or 21. ‘Asphalt Base: 3.0 inches Asphalt Base Material ‘Asphalt Surface: 1.5 inches Asphalt Concrete Surface Material Heavier pavement sections will likely be necessary for main roads, or other sccess rosds dicated to state maintenance. These designs are typically performed by the Civil Engineer and ‘Will result in much heavier sections than parking sections described above, Large, ffont loading trash dumpsters frequently impose concentrated front-wheel loads on pavemenis during loading. In a sinilar manne, truck loading docks ean also experience Very high tuning wheel londs. This typeof loading typically results in rting of the pavement and ulimately pavement failures. Therefore, we recommend thatthe pavement in tach pickup ares and atthe osding docks consist ofa 6inch thick, mesh reinforced concrete slab with a minimum "unconfined compressive srength of 4,000 pi ‘Construction Considerations BCS 1b No, 62926 2 sor dffcaltes, guring construction ofthis project are not anticipated, provided that some onary are taken to ensure that preparation ofthe ital excavation eubgrade and footing bearing surfices are accomplished by the econmended procedures. ‘These precautions are necessary, as the materials observed in our borings are highly moisture and disturbance Sensitive, and will Become weakenod if water intrudes into the footing excavations. Therefor, ‘we recommend that all excavations be properly dewatered, ifmecessary, using conventional sump pit ditching ad pumping operations. ‘This site shouldbe graded such tat surface water run {s directed avay fom the excavations. ‘Exposure to the environment may weaken the soils atthe footing bearing level ifthe foundation excavations remain open for too long a time. Therefore, foundation concrete should be placed ‘the same day that excavations ae dug. If the bearing soils ae softened by surface water intrusion for exposure, the softened soils must be removed from the foundation excavation bottom ‘immediately prior to placement of concrete. Ifthe excavation must remain open overnight, or if rainfall becomes imminent while the bearing soils are exposed, we recommend that @ 1 to 3 ‘inches thick *mud mat* of "lean concrete be placed on the bearing sols before the placement of reinforeing steel. In a dry and undisturbed state, the upper 1 foot of the majority of the natural soil at the site will, provide good subgrade suppart for fill placement and construction operations. However, when ‘wet, tis soil will degrade quickly with disturbance from contractor operations. Therefore, good site drainage should be maintained during earthwork operations, which would help maintain the 09-29-00 cave m oem © 6a.6" (54.4° © 24HRS)| ¥m 30.3" @ 24HRS ee rontun EBA [Dain METHOD HOLLOW STEM AUGER oar Te [soar = JONES LANG LASALLE sz2c_| _et-2 | 1 3 ECs... oer wine CAPITAL ONE Ter Beh vez, PHASE | BULDING & GARAGE | AI/RATHCEBAR/cOSS AssOcATES _| See ‘are Taexnow FAIRFAX, VA. 7 ry e| lelble E Flt E excuse i LE Ye) Bl E|E [emer cme Sera BE 5 os ‘SILT, Trace Sand ond Cloy, TT hspeho 5 2 |s|i| 0 sf 1 Scr, Tare Sag, ean sa Tafsslie[ie] Brower haa Weston Bane to 4 Dense, (ML) 4 340] 7 hehe 7 esse 7 20 334 f [| -325| 7 ssf 4 CONTINUED ON NEXT PAGE. 33.0" 8B ws on @| Bonne sturreo 10-09-00 _| ssrraur oepm 3" / svowe oem | [yews 22.4" Yruscy [BORING COMPLETED 10—O9—O0 | CAE bePTH © 47.0" (30.0" @ 24HRS) Fm 22.4" © 24H9S [ee ramon CBA [mute sce uw seu Amen can a7 ‘oR a JONES LANG LASALLE. s2e2c_| Bi-2 | 2 © 35 ‘PROIBET MME CAPITAL ONE= ‘mower weneER PHASE | BUILDING & GARAGE | Al/eaTHcEeAR/coss assocurcs | =————| “Sie iaemow FAIRFAX, VA.
