GASCYLINDERSRULES,2004
Inexerciseofthepowersconferredbysections5and7oftheExplosivesAct,1884(4of
1884)andinsuppressionoftheGasCylindersRules,1981,exceptinrespectthingsdone
oromittedtobedonebeforesuchsupersession,theCentralGovernmentherebynukes
thefollowingrules,namely:
CHAPTERI
PRELIMINARY
1.Shorttitleandcommencement.
(1)TheserulesmaybecalledtheGasCylindersRules,2004.
(2)TheyshallcomeintoforceonthedateoftheirpublicationintheOfficialGazette.
2.Definitions.
Intheserules,unlessthecontextotherwiserequires,
(i)"Act"meanstheExplosivesAct,1884(4of1884);
(ii) "Auto LPG" means liquefied petroleum gas meant for automotive fuel
conformingtospecificationIS:14861;
(iii)"ChiefController"meanstheChiefControllerofExplosives,Governmentof
India;
(iv) "composite cylinder" means a cylinder made of resin impregnated
continuous filament wound over a metallic or a nonmetallic liner. Composite
cylindersusingnonmetalliclinersarereferredtoasallcompositecylinders;
(v)"compressedgas"meansanypermanentgas,liquefiablegasorgasdissolved
inliquidunderpressureorgasmixturewhichinaclosedgascylinderexercisesa
pressureeitherexceeding2.5kgf/cm2abs(1.5kgf/cm2gauge)at+15Cora
pressureexceeding3kgf/cm2abs(2kgf/cm2gauge)at+50Corboth;
Explanation Hydrogen Fluoride falls within the scope of compressed gas
althoughitsvapourpressureat50Cis1.7to1.8atmosphericgauge;
(vi) "Conservator" in relation to a port includes any person acting under the
authorityoftheofficerorbodyofpersonappointedtobeConservatorofthat
portunderSection7oftheIndianPortsAct,1908(15of1908);
(vii) "Controller" includes the Joint Chief Controller of Explosives, the Deputy
Chief Controller of Explosives, the Controller of Explosives and the Deputy
ControllerofExplosives;

(xix)"flammablegas"meansanygaswhich,ifeitheramixtureof13percentor
less(byvolume)withairformsaflammablemixtureortheflammabilityrange
withairisgreaterthan12percentregardlessofthelowerlimitandtheselimits
shallbedeterminedatatmospherictemperatureandpressure;
Explanation."flammabilityrange"meansthedifferencebetweentheminimum
andmaximumpercentagesbyvolumeofthegasinmixturewithairthatformsa
flammablemixture;
(xx)"Form"meansaFormsetforthinScheduleV;
(xxi) "Gas Cylinder" or "Cylinder" means any closed metal container having a
volumeexceeding500mlbutnotexceeding1000litresintendedforthestorage
and transport of compressed gas, including any liquefied petroleum gas (LPG)
container/compressednaturalgas(CNG)cylinderfittedtoamotorvehicleasits
fueltankbutnotincludinganyothersuchcontainerfittedtoaspecialtransport
or undercarriage and includes a composite cylinder, however, the water
capacity of cylinders used for storage of CNG, nitrogen, compressed air, etc.
mayexceed1000litresupto2500litresprovidedthediameterofsuchcylinder
doesnotexceed60cm;
(xxii) "high pressure liquefiable gas" means a liquefiable gas having a critical
temperaturebetween10Cand+70C;
(xxiii) "hydrostatic stretch test" means subjecting the cylinder to a hydrostatic
pressureequaltothetestpressureofthecylinderandrecordingthepermanent
stretchundergonebythecylinder;
(xxiv) "hydrostatic test" means the test to which a cylinder is subjected to a
hydrostaticpressureequaltothetestpressureofthecylinder;
(xxv)"import"meansbringingintoIndiabyland,seaorair;
(xxvi) "inert gas" means a gas which is resistant to chemical action under
normallyencounteredconditions;
(xxvii) "inspecting authority" means a person having qualifications and wide
experienceinthefieldofdesign,manufactureandtestingofgascylindersand
recognisedbytheChiefControllerasauthorityforinspectionandcertificationof
gascylinder;
(xxviii)"installation"meansanypremiseswhereinanyplacehasbeenspecially
preparedforthemanufacture(filling)orstorageofcompressedgascylinders;
(xxix)"liquefiablegas"meansagasthatmaybeliquefiedbypressureat10C
butwillbecompletelyvaporisedwheninequilibriumwithnormalatmospheric
pressure(760mm.Hg)at17.5Cwhichvalueshallbeincreasedto30Cfortoxic
gases;

t=Minimumcalculatedwallthicknessofthecylindershellinmm.
Re= Minimum specified yield strength of the material of cylinder in
kgf/mm2,itislimitedto75percentoftheminimumvalueofthetensile
strength in the case of normalised cylinder and 85 per cent of the
minimum value of the tensile strength for quenched and tempered
cylinder, provided that the value of test pressure shall not exceed 80
percentoftheyieldstrength.
(2)ForlowpressureliquefiablegasOneandahalftimesthesaturated
vapourpressureofthegasat65CorasspecifiedinIS:8867,whichever
ishigher;
(xxxix) "transport" means the moving of a cylinder filled with any compressed
gasfromoneplacetoanother;
(xxxx)"watercapacity"meansthevolumeofwaterinlitres,acylinderwillhold
at15C.;
(xxxxi)"workingpressureforlowpressureliquefiablegas"meansthesaturated
vapourpressureat65C;
Explanation. The values of saturated vapour pressure of different gases are
specifiedinIS:3710;
(xxxxii) "working pressure for permanent gas" means the internal pressure of
thegasinthecylinderatatemperatureof15C;
(xxxxiii)"yieldstrength"meansthestresscorrespondingtoapermanentstrain
of 0.2 per cent of the original gauge length in a tensile test. For practical
purposeitmaybetakenasastressatwhichelongationfirstoccursinthetest
piecewithouttheincreaseofloadinatensiletest.
