SECTION 1: Findings
Congress makes the following findings:
1) In 1984, Congress passed the National Minimum Drinking Age Act (NMDAA)
which penalizes any state that lowers its drinking age below 21 by a 10%
reduction of national highway funds.
2) The NMDAA restricts and controls state choice on legal alcohol purchase.
SECTION 2: Purpose
The purpose of the Pro-Freedom Act is to repeal the NMDAA in order to establish
and ensure that the Federal government cannot and will not manipulate and
control state decisions by the means of penalization of fundings.
SECTION 3: General Provisions
The National Minimum Drinking Age Act of 1984 will be repealed and considered a
violation of states rights. And the state legal alcohol purchase age limit will no
longer be hindered or governed by federal penalty.

SECTION 4: Definitions
Freedom: the power to determine action without restraint.
