And administrated by Operation Documentation and Reproduction (CGKOSDGA), and form the basis for utilizing the aircraft when some systems or component are inoperative in specified conditions, that acceptable safety level be maintained by appropriate design redundancies, procedures, and limitations. This DISPATCH DEFICIENCY GUIDE ( DDG ) has been compiled to assist Pilot in Command and Licensed Aircraft Maintenance Engineer on duty in deciding weather to dispatch or not, an aircraft with an inoperative, System items or missing part, aircraft may be dispatch within allowable standard airworthiness requirement. The Civil Aviation Safety Regulations (CASR) 121 requires all equipment installed on an aircraft in compliance with the Airworthiness Standards and the Operating Rules must be operative. However, the rule also permits the publication of Dispatch Deficiency Guide (DDG) where compliance with certain equipment requirements is not necessary in the interest of safety under all operating conditions. Experience has shown that with the various levels of redundancy designed into aircraft operation of every system or installed component may not be necessary when the remaining operative equipment can provide an acceptable level of safety. This DDG may differ in format from the Master Minimum Equipment List (MMEL), but cannot be less restrictive than MMEL. DDG when approved and authorized, permits operation of the aircraft with inoperative equipment. This DDG must not deviate from the Aircraft Flight Manual Limitations, Emergency Procedures or with Airworthiness Directives. It is important to remember that all equipment related to the airworthiness and the operating regulations of the aircraft not listed on the DDG must be operative. This DDG does not include components which are obviously required. Also not included are component of minor significant, which are obviously not required. Contents and Indexing System The basic information of this DDG is divided into four section or chapter : Chapter 00_: GENERAL This chapter contains general information on the manual. B737 DDG Date: 26 JAN 98 DDG : 00-03 Page :1 Issue 5 00 = GENERAL Garuda Indonesia 00-03 Introduction Chapter 01_: MEL This chapter contains all items from the current Master MEL, which applicable on GARUDA fleet. Item are given in the same sequence that they appear in the master MEL. For ease of use, page numbering uses the appropriate ATA number assigned to MMEL items as follows: 01 -21-xx-x-x Page numerical sequence. ATA Number (21 - Air-conditioning). DDG Chapter No. Chapter 02___: Operation Procedure (OP). When a MEL item calls for a flight crew action (©), an operation procedure is described in chapter 02. Chapter 03__: Maintenance Procedure(MP). When a MEL item calls for a maintenance procedure(M), a maintenance procedure is described in chapter 03. Chapter 04 _: Configuration Deviation List (CDL). Configuration Deviation List (CDL) is included in this DDG to covers configuration deficiency externally Suitable condition and limitations in the form of placards, maintenance procedures, crew operating procedures and other restrictions as necessary are specified in this DDG to ensures that an acceptable level of safety is maintained. This DDG is intended to permit operations with inoperative items of equipment for a period of time until repairs can be accomplished. It is important that repairs be accomplished at the earliest opportunity. In order to maintain an acceptable level of safety and reliability this DDG establishes limitations on the duration of and conditions for operation with inoperative equipment. This DDG provides for release of the aircraft for flight with inoperative equipment. When an item of equipment is discovered to be inoperative, it is reported by making an entry in the Aircraft Maintenance Record/Logbook. The item is then either repaired or may be differed per DDG or other approved means acceptable to the Administrator prior to further operation. This DDG condition and limitations, do not relieve the operator from determini that the aircraft is in condition for save operation with items of equipment inoperative. B737 DDG Date: 26 JAN 98 DDG : 00-03 Issue: 5 Page :2 e A 00 = GENERAL Garuda Indonesia=Y~ 00-03 Introduction When these requirements are met, an Airworthiness Release, Aircraft Maintenance Record/Logbook entry, or other approved documentation is issued as prescribed by CASR. Such documentation is required prior to operation with any item of equipment inoperative. Garuda is responsible for exercising the necessary operational control to ensure than an acceptable level of safety is maintained. When operating with multiple inoperative items, the interrelationship between those items and the effect on aircraft operation and crew workload will be considered. Garuda is to establish a controlled and sound repair program including the parts, personnel, facilities, procedures, and schedules to ensure timely repair. This DDG is developed and approved for applicability to the 8737-300, B737-400, and B737-500 which are operated by Garuda Indonesia, PT. WHEN USING DDG, COMPLIANCE WITH THE STATED INTENT OF THE INTRODUCTION, DEFINITIONS, AND THE CONDITIONS AND LIMITATION SPECIFIED IN DDG IS REQUIRED. 01. ATTENTION TO LICENCED AIRCRAFT ENGINEER Dispatch with an inoperative item or missing part should not be considered if repair or replacement can made within the available time. If this is not possible refer to Dispatch Deficiency Guide. ‘The source of the failure must be known. The inoperative system or component must be isolated that it cannot adversely affect any other system or indication isolation may require pulling and securing the applicable Circuit Breaker(s), disconnection or removal. Mark the inoperative system or component with INOP placard. INOP Placard must be affixed to or near an instrument, waming light, pulled circuit breaker, control switch or lever, to indicate that the relevant part or system is inoperative and must not be used. If INOP marking cannot be considered self explanatory, a notation as to which component is affected should be made accordingly. Consider taking spares on board if the aircraft is operated through stations where no such spares are available in order to effect a repair en-route when circumstances permitted. Make an entry in the Aircraft Maintenance Log and transferred it to the Hold Item List. Crew workload should also be considered. This necessitate good coordination between Pilot in Command and Licensed Aircraft Maintenance Engineer. Ensure through Crew Briefing that each Crew member is alert to the non standard condition. 03, COORDINATION Should an Aircraft be dispatched with a Technical Deficiency affecting one of the following : Q Ground Handling ( Loading, Refueling, Servicing, etc. ) O Flight Planning ® O Flight Execution ( e.g. workload ) Good Coordination should be exercised among Licensed Aircraft Maintenance Engineer on duty, Pilot in command, and Flight Dispatcher. The change bar is dropped at the next revision of that page. Column 1: "ITEM" Means the equipment, system, component, or function listed in the “Item” column. ( ALL ) means effective for — 300, - 400 and — 500. Column 2 ” NUMBER INSTALLED ” Is the number ( quantity ) of items normally installed in the aircraft configuration considered in developing this DDG. ‘Should the number be a variable item, e.g. passenger cabin items, a number is not required. Column 3: " REQUIRED FOR DISPATCH ” Is the minimum number ( quantity ) of item required for operation provided the conditions specified in column 4 are met. Column 4: ” REMARK OR EXCEPTIONS ” In this column includes a statement either prohibiting or permitting operation with a specific number of items inoperative, provisos ( condition and limitations ) for such operation, and appropriate notes. Column §: REPAIR INTERVAL ( RI) Is intended for use by Maintenance to effect repairs of inoperative systems or components, defined in accordance with DDG at or prior to the repair times established by the following designator : Category A : Item in this category shall be repaired within the time interval specified in the remarks column of the approved DDG. Category 8 ; Item in this category shall be repaired within 3 ( three ) consecutive calendar days ( 72) hours excluding the day malfunction was recorded in the Aircraft Maintenance Log Book, Category C : Item in this category shall be repaired within 10 ( ten ) consecutive calendar days ( 240 hours ) excluding the day the malfunction was recorded in the Aircraft Maintenance Log Book. Category D : Item in this category shall be repaired within 120 ( one hundred and twenty ) consecutive calendar days ( 2880 hours ) excluding the day the malfunction was recorded in the Aircraft Maintenance Log Book. ” Aircraft | Flight Manual ” ( AFM ) is the document required for type certification and approved by the Indonesian DGAC. + symbol in column 4 indicates the listed item if inoperative, must be placard to inform and remind the crew members and maintenance personnel of the equipment condition.
