Preamble: Today, higher education is necessary to hold many lucrative job
positions as well as creates many applicable skills. With the instatement of free community college, a wider range of students can attend a higher education facility who would be limited on educational opportunities otherwise. The local community college has many degrees associated with technology and technological development. With the technology industry being a large contributor to Californias economy, this is an opportunity for students to gain skills for a local enterprise. Let it be instated that the first two years of community college be free to students within the Vacaville Unified School District. SECTION 1: Any student that attends school within the Vacaville Unified School District shall have their tuition for the Vacaville campus of the Solano Community College omitted for the first two years. SUBSECTION A: Those signing up for courses need to display or input a valid student identification number from their prior year of schooling enrolled in school within the Vacaville Unified School District. Those who did not attend school the year prior shall need to present their transcript as well as a letter from a school counselor confirming their previous enrollment. SECTION 2: Students within certificate or degree programs pertaining to technology shall receive priority in selection of courses. If students discontinue this program, they lose priority selection of classes and receive a fine of an amount determined by the College if this is done once the semester has begun. SUBSECTION A: The degrees and certificates eligible for priority shall be decided by the School Board in conjunction with the approval of the college. SECTION 3: The necessary funds to cover the costs of students who omit tuition under these circumstances shall be paid for by taxes on the citizens of Vacaville. SECTION 4: This bill shall go into effect the fall semester after its instatement.
