For Carbon less than 0.

2% Carbon steel

No tempering needed
Just hardening upto temperature of 870-880C
Then Quenching needed
Case Hardening also done for additional surface hardness

For Carbon 0.2% to less than 0.4% Carbon steel

Normalised or annealed before hardening

For Carbon less than 0.4% Alloy steel

Normalising
Hardening
Quenching
Tempering
Carburised to case hardened.

Generally both hot and cold rolled steel requires some heat treatment to relieve
the stress. For hot rolled we need it due different cooling rates in the sheet
leading to formation of thermal stress while for cold rolled sheet the heat
treatment is used to relieve the compressive stressed occurred in the rolling
process.
