ProjectCharter:FlightManagementSystemforKopfAirlines
Background
AlphaAviationDesign(AAD)hasjustreleasedapressissuesayingthattheyarestartinganelectricallypowered
aircraftfor10passengersthatcandoshorthopflights.Partoftheprojectisthedesign,development,
implementation,testingandintegrationofanewFlightManagementSystemthatautomatesawidevarietyof
inflighttasksanddecreasetheworkloadofthepilots.Aselectricallypoweredaircraftshaveneverbeenfullycertified,
thisprojectisconsideredtobethepilotprojectforAADforfutureproductdevelopmentofsystemsandsubsystems.
ThisprojectwillalsoformanedificeforastrategicrelationshipbetweenAADandKopfAirlines.Thisprojectwillmake
surethatfutureprojectsinavionicssystemfromKopfAirlineswillbeautomaticallygiventoAAD.

Systemweightneedstobelessthan5.8kg.
TheinterfacelimitationsareoutlinedintheInterfaceControlDocument(ICD)
andalsotheHardwareInterfaceDefinition(HID).Thesedocumentsoutlinethe
numberofsystemsthatareallowedtobeconnectedtotheFMS,theformatof
thedatabeitRs232orARINC429(andasaresultthecodinglimitations)
Assumptions
Theaircraftlevelsafetyanalysisandrequirementshavebeenwrittenand
approved
ThetemplatesforthedocumentationrequiredattheFMSSystemlevelhas
beendeliveredtotheteam
Thesystemshallbedesignedanddevelopedinhouseasthebudgetdoes
notallowforCommercialofftheShelf(COTS)purchases.
ThePlanningdocumentshavebeenwrittenforFMSatasystem,hardware
andsoftwarelevel.Thisincludesthefollowingdocuments:(i)configuration
managementplan(ii)processassuranceplan(iii)qualitymanagementplan
(iv)problemanddefectmanagement(v)HardwareDesignandCoding
Guidelines.
HighLevelRisks
Thereisnosetcertificationstandardsfordevelopmentofaflight
managementsystemforanelectricallypoweredaircraft.
Conflictbetweentheengineeringteamandthecertificationteamintermsof
processandimplementationprocesses.
Thereisariskoftheprojectnotbeingcompletedontimeifthereareany
changerequestsmadethatrequireconsiderablechangetothehardware
and/orsoftware.
Misunderstandingthecertificationrequirementsatanaircraftlevelthatfilter
totheFMSlevelwhichmaythreatentodelaythedeadlineimposedonthe
system.
LackofCommunicationbetweenthedesignandthetestteam.Thismaylead
todelayinthetestcampaign.
Lackofcertificationtrainingfortheengineers,whichwillcompromiseoneof
thehighlevelrequirementsoutlinedinthisprojectcharter.
