The necessity creating of public policies to encourage citizenship
participation Abstract To our society, science and technology constitute social and political relevance processes with repercussions that even attain nations economic development models. This article analyzes the impact of these relations over society, putting forward revisions of the original thesis that proposes a direct social benefit from the interaction between the aforementioned processes. It also seeks to formulate an examination of science and technology foundations based on the analysis of Latin Americans contextual reality, to finally show the importance of constituting these complementary processes among the innovation system actors such as political circles and productive/public environments, viewing to promote public politics that contribute the governance in science and technology, guaranteeing citizen participation in the process.
