    MS in Idle Mode:
    1. Dial Start
    2. Call Initiation
    3. Call Attempt
    After Step 3, MS goes in Dedicated Mode:

    Handover
    Call End

    After Step 7, MS goes back to Idle mode:

    Cell Reselection (jump from one cell to other in same site) takes place after
