Abstract

This study aimed to introduced he scientific and the theoretical


fundaments of the Balanced Scorecard, also aimed to know the extent to
which it is possible to use the Balanced Scorecard to evaluate the
performance of the Libyan commercial Banks and to now the main
obstacles facing it application at the Libyan commercial banks.
To achieve the study's goals, the researcher has designed questionnaire
that consisted of two parts.
The first part representing the personal and the functional information
of the study sample individuals, while the second part consisted of
questions to know the extent to which it is possible to apply the Balanced
Scorecard card at the Libyan commercial banks study sample consisted of
(120) employees and administrations directors at those banks.
In order to analysis the data, the SPSS package was used an after the
statistical analyses process, the researcher has and after the statistical
analysis process, the researcher has reached a set of results, the most
important were:

- The Libyan commercial banks are ready to apply the Balanced


Scorecard, and the presence of the needed data to use performance
measures.
- The dimensions of the Balanced Scorecard card in evaluating the
performance at the Libyan commercial banks.
Also the study reached that applying the balanced performance card
leads to linking between the organization's strategy and performance
measures.
But the results proved the presence of obstacles facing the application of
the Balanced Scorecard card at the Libyan commercial banks.
The study reached many recommendations, the most important were:
1. The necessity to completely apply the Balanced Scorecard card at the
Libyan commercial banks in evaluating the performance, because it
considers an important element for competition between the local
and the global banks.
2. The Libyan commercial banks should overcome the difficulties that
facing the application of the Balanced Scorecard, through allocating
the sufficient funds to provide the material and the financial
requirements in applying the Balanced Scorecard, also, qualifying
the working human staff though training on how to use the Balanced
Scorecard in evaluating the performance.
