The article is talking about new licensing system for teachers in the UAE.
Based on what I read I think that will be a positive change that will be
applied on education. This will make sure that we employ professional
educators in schools and universities. It will be testing for the teachers
level and check if they have the qualifications to teach the future builders
(students).
It seems to be a successful idea but there are many challenges that
confront them to make teachers to adapt with this new system. There are
solutions that are given which they can make workshops to help the
traditional educators so that will contribute to improve the education and
in the same time maintain teachers in the job.
The stakeholders that are affected mostly are teachers especially they
have difficulties with weak teachers. Lack of an induction programme for
new Emirati teachers is causing many to quit the profession.

The challenges that appeared as a result of the new licensing system is

that Its very difficult for the private sector to hire, you almost need a
policy of allow me to fire so I can hire. Also, dealing with a weak teacher is
another challenge. Moreover, many teachers have difficulties in adapting
with this new system and caused to quit the profession.
