1. REFERENCE: PNP Integrated Transformation Program Roadmap Action
Plan 2010.
2. PURPOSE:
Thie Letter of Inetructions (LO!) sets forth the policies and guidelines in the
‘establishment and activation of the PNP Multi-Faith Pastoral Council that shall be
placed under the auspices of the PNP Chaplain Service.
3. SITUATION:
Since its inception in 1991, the Philippine National Police has adopted
several programs aimed at enhancing the spiritual and meral standard of all personnel
of the PNP. This involves the participation of various civic and religious organizations
with their respective spiritual and moral enhancement concepts, ideas and advocacies.
Though noble and commendable, it appears that these multifaceted spiritual concepts
and ideas. often resulted in confusion and overlapping of functions. in the PNP owing,
among others, the lack of concrete policy on the matter.
‘The establishment of the PNP Multi-Faith Pastoral Council will thus pave
the way in bridging the gaps and in building the blocks on the desire of the PNP
hierarchy to harmonize all spiritual and moral activites of the agency.
4, MISSION:
To organize and establish a PNP Multi-Faith Pastoral Council under the
auspices of the PNP Chaplain Service that shall be responsible for the comprehensive
program on Moral and Spiritual Development of all PNP personnel, dubbed as “SUGO”
or Spiritual Upliftment and Growth of the Organization.
3, EXECUTION:
a. Concept of Operations
‘The Multi-Faith Pastoral Council assists the Chief, PNP through the
Director, PNP Chaplain Service as an advisory and consultative body on matters
pertaining to the spiritual and moral enhancement activities of the PNP,
‘AS a body of stakeholders in the PNP, the PNP Multi-Faith Pastoral
‘Council is tasked to study, reflect, discem, evaluate, draw sound conclusions, formulateand recommend comprehensive pastoral plans and programs, the end results should be
all PNP personnel must be able to Immerse in spirtual and moral responsibilities in their
Work and In the process, effect genuine chanye to themselves and their sumoundings.
The PNP Multi-Faith Pastoral Council shall coordinated, correlate
‘and harmonize all spiritual and moral enhancement activities of the PNP and develop
collaboration and fratemal solidarity among all religious denominations helping in the
Integrated Transformation Program of the PNP. As such, it shall also serve as the
accrediting body for all individuals and groups that would conduct spiritual and moral
activities in the PNP.
The PNP Multi-Faith Pastoral Council shall consist of ten (10)
permanent members who shall meet twice a month to review and address issues, and
translate the same into resolutions during the council meetings.

The above-mentioned members of the PNP Multi-Faith Pastoral
Council are designated practically based on their relative functions and profound
knowledge en the spiritual and moral needs of the PNP personnel. However, the head
of the unit concem has the prerogative to designate any PCO whom he deems as more
spiritually mature and committed, Provided further, that the said PCO has already
undergone Spiritual Enhancement and Values Formation Seminars in the PNP.Similarly, the Regional Multi-Faith Pastoral Council shall be
‘established in all PROs consisting of the ten (10) regional counterparts of the PNP
Multi-Faith Pastoral Council members. This Council assists the Regional Director as an
advisory and consultative body on matters pertaining to the spintual and moral
‘enhancement activities in the: region. It shall meet tnce a month to review and address.
issues, and translate the same into resolutions during the council meetings. Further, @
‘copy of the resolution shail be submitted to Ue PNP Mulli-Faith Pastoral Council for
review, evaluation and recommendation prior to implementation.
For purposes of accreditation, the Regional Multi-Faith Pastoral
Council shall indorse all individuals and groups that would conduct spiritual and moral
activities in the PROs to the PNP Multi-Faith Pastoral Council for evaluation and
approval.
Lastly. the PNP Spiritual Counseling Teams composed of PNP
personnel and concemed civilian volunteers shall be established in the PROs and
NSUs basically to assist the PNP Chaplain Service in carrying out the plans, programs.
and activities recommended by the Councils. The PNP Multi-Faith Pastoral Council in
coordination with the Regional Multi-Faith Pastoral Councils shall organize the PNP
Spiritual Counseling Teams, detine its functons, supervise its activities and provide
appropnate trainings in coordination with concemed units.
b Tasks
4. DPRM
a) Designate and send the Assistant Chief, Moral and Welfare:
Division as well as the Assistant Chief, NUPAD, to act as key Council members who
shall participate in the Council discussion and resolutions primarily conceming the
spiritual needs of all uniformed and non-uniformed personnel of the PNP and other
related concems.,
b) Provide relevant information and recommendations on
personnel with regard to their religious profiles, associations and other records;
¢) Issue appropnate orders for the designation of the ten (10)
members of the PNP Multi-Faith Pastoral Council, In addition to their duties, and
d) Perform other tasks as directed
2. DHRDD
a) Nesignate and send the Assistant Chief, Unit Training
Program Division to act as key Council member who shall participate in the Council
discussion and resolutions primarily conceming the conduct of trainings and seminars.
on Spiritual Enhancement, Values Formation and Moral Recovery Program; and
b) Perform other tasks as directed.
3. DPCR
a) Designate and sent the Assistant Chief, Family Juvenile
Gender Awareness and Development Division to act as key Council member who shalll
porticipate in the Council discussion and resolutions primarily conceming police
community relations eupport to activities that will be undertaken by the PNP Multi Faith
Pastoral Council; and
b} Perform other tasks: as directed4 DL
a) Provide appropriate logistical support to the PNP Multi-Faith
Pastoral Council; and
b) Perform other task as directed.

Pastoral Council; and
b) Perform other tasks as directed.
6. PNP Chaplain Service
a) OPR in the implomentation of this LO!
b) Recommend the issuance of appropriate orders for the
designation of the ten (10) members of the PNP Mutti-Faith Pastoral Council, in addition
to their duties; and
¢c) Perform other tasks as directed.
7. Program Management Office (PMO)
8) Designate and send the Deputy Chief of Staff to act as key
Council member wha shall participate in the Council discussion and rosolutions
primarily conceming the PNP Integrated Transformation Program; and
b) Perform other tasks as directed
8. CESPO
a) Act as key Council member who shall participate in the
‘Council discussion and resolutions conceming the spiritual needs of all PNCOs; and
b) Perform other tasks as directed.
9. RDs, PROs
a) Issue appropriate orders ta the Regional Mult-Faith Pastoral
‘Council and provide necessary support and assistance: and
b) Perform other tasks as directed.
c Coordinating Instructions
1) All members of the PNP Multi-Faith Pastoral Council and the
PNP Chaplain Service shall contribute through all means possible for the attainment of
the objectives of this LOI;
2) All Unit Commanders shall at all times maintain liaising and
coordination with the PNP Multi-Faith Pastoral Council as regards the conduct andimplementation of 'sprmal enfiencement and mod recomey programs in their’
implementation
