MONITORINGREPORT CY 2016

Respectfully forwarded is the Estero Monitoring report for the 1stQuarter CY 2016.
A. Estero/Creek Monitoring
The region continuously monitoredtwenty nine (29) adopted waterbodies for CYs 2011 to
CY 2016 consisting of ten (10) rivers with thirteen (13) monitoring stations and sixteen (16)
creeks with eighteen (18) monitoring stations. For this year, there areseven (7) new established
monitoring stations added. For monitoring stations on the adopted river, there were three (3) in
Vigan City in the province of Ilocos Sur and one (1) in Lingayen in the province of Pangasinan.
For the monitoring stations on the adopted creeks, there were two (2) monitoring stations in the
province of Pangasinanlocated in the municipality of Mangaldanand Municipality of San Jacinto
and one (1) inPagudpud in the province of Ilocos Norte.
A total of thirty-six (36) monitoring stations consisting of eighteen (18) monitoring
stations for rivers and eighteen (18) monitoring stations for creeks. Attached is
theEstero/RiverWater Quality Monitoring Report for reference.
Data showed that out of the thirteen (13) river systems,three (3) stations were not
takensamples due to drying out of the river bed during the dry season. Results of water quality
monitoring recorded that five (5) stations did not met the minimum Dissolved Oxygen (DO)
requirement of 5 mg/L for Class C Waterbody and only one (1) station exceeded the Total
Suspended Solids criteria of 70 mg/L. The rest of the monitoring stations monitored for the
physical and chemical parameters pH, DO, BOD and TSS are within the set criteria for Class C
waterbody.
For the adopted creeks, the water quality monitoring of the eighteen (18) priority creeks
recorded that most of the creeks(3out of 18) had very minimal water flow. Thus, only fifteen (15)
creeks were taken samples for the quarter. Results of monitoring reflected that only six (6)or
40% out of the fifteen (15) monitored creeks did not met the minimum Dissolved Oxygen
requirement of 3 mg/L. While seven (7) stations namely:Ilocanos, Rabon, Naguilian, Arellano,
Herrero, Mariposa and Santiago exceeded the water quality criteria for Biochemical Oxygen

Demand (BOD) and only one (Ilocanos Creek) out of fifteen (15) monitoring station exceeded
water quality criteria for Total Suspended Solids (TSS). The rest of the monitoring stations
monitored for the physical and chemical parameters for pH, DO, BOD and TSS are within the set
criteria for Class D waterbody.
For this quarter, three (3) creeks were monitored namely: Old Mangaldan Creek adopted
by Trishland Resort, Mangaldan, Pangasinan in October 2015, San Vicente Creek adopted by
San Vicente Dressing Plant Corporation, San Jacinto, Pangasinan in October 2015 and Baloi
Creek in Pagudpud, Ilocos Norte.On the otherhand, three (3) river system in Vigan City, Ilocos
Sur is for adoption and for MOA signing for the 2 nd quarter. The said river systems are Guvantes,
Mestizo and Pantay.
The baseline data for the two (2) creeks and three (3) river systems reflected that Old
Mangaldan creek exceeded the Biochemical Oxygen Demand (BOD) criteria of 3 mg/L for Class
D waterbodyas well as Pantay river exceeeded the BOD criteria of 10 mg/L for Class C
waterbody. While the Dissolved Oxygen(DO) values for Mestizo River and Pantay River are
below the minimum criteria of 5 mg/L with values of 3.9 mg/L and 1.7 mg/L respectively.
B. Estero Accomplishment Report
The Environmental Management Bureau Region 1 coordinated with the LGU Urdaneta
City, Pangasinan on the renewal of Memorandum of Agreement (MOA) of the Adopt-anEstero/Waterbody Program. The signing was conducted last March 17, 2016 at AVR Room, Old
City Hall, Urdaneta City. There were twelve (12) renewed MOAs from different institutions in
the city to wit:

Rotary Club of Urdaneta led by Arch. Rolando Sabado

Urdaneta City University led by Dr. Elizabeth A. Montero
Delta Communications led by Mr. Teofilo Olivar
Alpha Phi Omega Alumni Association led by Mr. Roberto D. Padilla
Gamma Kappa Rho Alumni Association led by Mr. Mario Soliven
Urdaneta City Jail led by CINSP.Roque Constantino A. Sison III
The MOA signing was initiated through the leadership of Hon. Amadeo Gregorio E.
Perez IV with Mr. Reynaldo P. Quinto of Urdaneta City, Engr. Remedios A. Jimenez from EMB
Region 1 and DENR-PENRO Leduina S. Co. The MOA signing was in celebration of the World
Water Day with a theme Better Water Better Jobsand Urdaneta City Foundation Day.
Aside from the MOA signing, there was also a clean-up conducted at the Tanggal-Perez
Creek which were voluntarily participated by different agencies such as the Bureau of Fire
Protection, Philippine National Police, Bureau of Jail Management and Phenology and the
Jollibee (Tanggal Perez) and LGUUrdaneta City.The said clean-up was also conducted in
celebration of the citys founding day.
